City of Vernonia, Oregon GIS Intern Position SUBMISSION DEADLINE: 4:00 P.M. Wednesday August 4, 2010 This position involves many aspects of developing a functional GIS, including the following: • Perform general GIS functions, including creating GIS data; collecting and inputting attribute data; performing data management and geospatial analysis; creating maps and reports. • Work with city staff and consultants to develop GIS functionality needed to assist the Public Works Department with inventorying, grading and maintaining the city’s utility infrastructure. • Work independently to research GIS functionalities pertaining to utility infrastructure, public works functions and make recommendations to the city about developing and deploying new functionalities. • Create document templates and forms pertaining to the operation of the GIS. • Develop and set up scheduling pertaining to utilities, e.g. water meter replacement schedule, etc. • Provide GIS education to city staff on the use of the GIS. To be considered for this position applicants must possess the following: • At minimum, a 4 year degree in geography, planning or similar discipline which included GIS courses. • Proficiency with ESRI products, including ArcMap and ArcCatalog. • Ability to produce maps and reports with ArcMap. • Proficiency with Microsoft Office, specifically Word and Excel. • Ability to work in the field collecting data, and to occasionally lift up to 50 lbs. • Strong organizational skills. • Ability to effectively collaborate with city staff and consultants. The following skills are desired but not necessary: • An understanding of HTML (HyperText Markup Language). • An understanding of XML (Extensible Markup Language). • Basic to intermediate programming skills, e.g. Visual Basic, C#, JavaScript, ASP.Net etc. The intern can expect to gain the following: • Real world experience using and developing a GIS. • Experience with ESRI’s ArcGIS Server and web based mapping and GIS applications. • Experience working for a municipal government. The Conservation GIS Lab at the Smithsonian Conservation Biology Institute (SCBI) is seeking an intern to start on or around July 20 2010. The Lab specializes in the application of ecological modeling, remote sensing, and geographic information systems (GIS) to conservation problems. The successful applicant will work closely with Dr. Jonathan Thompson assisting with several aspects of ongoing research projects (forest landscape simulations, remote sensing, conservation assessments etc ), which are jointly based at SCBI and Harvard Forest. The intern will also be expected to help with general tasks in the GIS Lab and assist with periodic professional training seminars based at the lab. While not required, preference will be given to applicants that have experience summarizing scientific literature, using GIS software, remote sensing software, and/or R-statistical software. Most importantly, the applicant should be interested in forest ecosystems, landscape ecology, ecological modeling, and must be willing to learn how to use esoteric software. The teams will be responsible for the collection of City infrastructure attributes including GPS coordinates, inventory numbers, and various other details. Assets will include City signs, street lights, manholes, and fire hydrants as time permits. In addition to the field work, there will be a desktop component of the project where field data will be synchronized to the Cartegraph SignView application and from there into the City’s enterprise GIS. The teams will have the opportunity to work closely with the City’s GIS Manager as well as other city staff, yet also independently develop the work plan and daily schedule that best meets the goals for the summer. *Funding for these positions will be based on the results of the June 7, 2010 Council meeting. Terms of reference internship ESA Earth Observation trials in IFAD Madagascar Projects Duration: 5 months between June 2010 and October 2010. Duty Station: IFAD Headquarters, Rome, Italy and ESA, Frascati, Italy Background The International Fund for Agricultural Development (IFAD) has been selected by the European Space Agency (ESA) as one of several potential International Financial Institutions (IFI) for Earth Observation (EO) demonstration trials. IFAD is dedicated to eradicating poverty in the rural areas of developing countries and their activities focus on agricultural rural development. IFAD avails resources on concessional terms for agricultural development in developing Member States. Certain EO products and services have been identified as a useful tool to support the monitoring and management of IFAD projects, to improve the efficiency of the investments made and finally to assess the impact and social benefits of the financed development activity. ESA has been interacting with IFAD to understand the information requirements for EO services. This process has resulted in the selection of areas and specific service trials within three IFAD ongoing projects in Madagascar, namely, crop acreage for impact assessment in the south, development planning in the west and land tenure support in the central region. Objective The objective of the trials is to demonstrate and validate the utility of EO information services in the monitoring and management of IFAD projects in Madagascar. Definition of expected outputs and activities: Under the overall guidance of the Country Programme Manager, Eastern and Southern Africa Division, IFAD and the Technical Officer, ESA, the intern will be supporting IFAD in the following tasks: · Assisting ESA and the contractor in the final definition of a service that satisfies IFAD requirements. This means providing ESA with the necessary information on IFAD requirements. · Facilitating access to suitable in-situ data and any other ancillary data available from the selected IFAD projects in order to help ESA and the contractor implement and validate the required products. · Consolidating IFAD feedback on the quality and benefit of the service trials. Deliverables The intern shall deliver a report in the form of a case study, where he/she will assess the utility of the trials to IFAD projects and provide practical recommendations on how IFAD project teams can make best use of EO information for better monitoring and management. The agreed monthly rate will be USD 600. Essential Qualifications Education: Degree in development or related issues with appropriate training in Geographic Information Systems and Remote Sensing. Required skills: Excellent analytical skills and good written and spoken French. Position Summary Comprehensive, accurate and detailed information on public lands and private protected lands is a fundamental tool that supports Cascade Land Conservancy’s land conservation, policy analysis and resource management activities as well as a wider array of efforts undertaken by other public and private sector entities at the national, state and local levels. As progress is made toward implementing the conservation and community development strategies outlined in The Cascade Agenda, there is also a growing need to track contributions made by a highly distributed array of public and private partners. CLC’s Central Puget Sound Protected Lands Database (CPS-PLDB) provides the most comprehensive source available for tax parcel-based conservation information concerning public and protected lands in our region. It contains location, configuration, ownership, management, use and other information throughout King, Kittitas, Pierce and Snohomish Counties. The primary focus of this internship will be to update the PLDB with changes to boundary and attribute information through calendar year 2009 based on information collected from our many conservation partners as well as that published in other public agency datasets. The intern will also research lands currently recorded in the PLDB to improve our understanding of management and use characteristics as well as other attributes. Finally, the intern will update and publish county-scale results on a hard-copy poster, to support conservation planning at CLC and among our many partners in The Cascade Agenda. Required Qualifications: • Currently enrolled in, or a recent graduate of, an undergraduate geography, natural resource or urban policy/planning program pursuing a curriculum with a GIS focus. Second- or third-year undergraduate students in similar fields of study, who have completed significant GIS/geospatial coursework, will also be considered. • Proficiency with ArcGIS 9x software, including ArcMap and ArcCatalog. The ideal candidate will be comfortable working with geodatabases in editing sessions, and especially working with attribute tables. • Familiarity working with county tax assessor’s parcel datasets is a plus. • Familiarity with protected and public lands in the 5-county (Snohomish, King, Pierce, Kittitas, Mason) region, as well as knowledge of owning/managing agencies is helpful but not required.
