INVITES APPLICATIONS FOR Cartographer Pay range: $3,734.82 – 4,539.69/month +Benefits OPEN UNTIL FILLED Applications are invited for a full-time Cartographer to regularly perform cartographic work activities to determine, delineate, plan and position tracts in map form of land, natural and constructed features, coastlines and land area consistent with Oregon Department of Revenue’s Cadastral Mapping Standards. MANDATORY QUALIFICATIONS Requires a thorough knowledge of modern cartographic standards, principles and procedures. Requires up to two years progressively more responsible experience in drafting, engineering or an associated discipline with sound geometry, trigonometry and aerial photo interpretation. Knowledge of Oregon Cadastral Map System mapping standards; condominium and subdivision law with respect to recording; annexation law with respect to annexations, formation, consolidations and withdrawals from taxing districts; and survey law with respect to road vacations, sectioning, senior rights and the separating of land parcels. Requires ability to organize a variety of data and information to make valid and reliable interpretations. Requires manual dexterity necessary to set up and operate standard drafting equipment and requires skill with GIS software. DESIRABLE QUALIFICATIONS Basic knowledge of ESRI products. Previous experience in an assessor’s office in the State of Oregon would be desirable, but not necessary. GIS support for US Fish and Wildlife Service's Columbia River Fisheries Program Office (CRFPO) in Vancouver, WA Position Description USFWS requires support with database and Geographic Information Systems (GIS) to complete a suite of required projects. The projects include creating Pacific Lamprey occupancy and distribution GIS data, Pacific Lamprey data clearinghouse using the USGS ScienceBase portal, providing sampling design assistance to Federal, State, and Tribal partners conducting Pacific Lamprey surveys, providing stream flow and temperature data summary statistics for conducting a Pacific Lamprey climate change vulnerability assessment, implementing a data management framework at CRFPO to improve quality and access to data collected during CRFPO field projects, and creating MS access data entry forms for the Columbia River Information System (CRIS) hatchery database system. Primary responsibilities Assist CRFPO's GIS Analyst with aquatic ecology projects, especially those related to effects of climate change, endangered species recovery and conservation, and management actions on native aquatic resources important to the US Fish and Wildlife service and its partners. Major responsibilities include organizing spatial databases on species occupancy and distribution, generating publication-quality maps and graphics using ESRl's ArcGIS, inputting GIS and tabular information, developing spatial data layers to assess the effects of climate change and other factors on the habitat and distribution of aquatic species. The contractor must have impeccable attention to detail,be a hard worker, a self-starter, responsible, adaptable, and motivated to make a positive contribution to the field of aquatic ecology and natural resource management. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: Work will be conducted primarily in an office setting. The contractor's primary duty station will be the Columbia River Fisheries Program Office in Vancouver, WA, but may also entail visits to other USFWS facilities and offices. The US Fish and Wildlife Service will provide supervision and training on safe use of any necessary equipment, and shall supply any needed personal protective gear. The estimated period of performance will be from August, 2016 to October, 2017 with a maximum of 40 hours per week.
