GENERAL STATEMENT OF DUTIES Employees at this level are experienced GIS Analysts with the ability to support and/or program GIS system software in more than one major component; they have knowledge of most all types of system software, regardless of the complexity of the software. Acts as a lead worker, directing the work of GIS Analysts 1 and 2 in GIS Analysis, developing and programming. Works under administrative direction. Works on routine and advanced GIS Analysis, programs and systems; works as a project leader and mentor. Teaches other GIS Analysts computer technology, tests new technology, and makes repair/purchase recommendations. Works on large projects with critical impact under very limited supervision and under multiple and conflicting project deadlines. Provides highest level of expert consultation to management and professional staff. Conducts comprehensive analysis, planning, development and implementation for the operations of Information Systems. DISTINGUISHING CHARACTERISTICS This classification series includes GIS Analyst 1, 2, and 3. The primary distinction between the GIS Analyst 2 and 3 is the 3 level requires a high level of analytical skills necessary for resolving the most complex issues, and for developing systems and programs to meet division needs. In addition, the GIS Analyst 3 serves in a lead capacity, assigning and directing the work of technical and clerical staff. The GIS Analyst 3 works under the general supervision of a higher level professional employee who assigns work, establishes goals, and reviews work for conformance to technical standards and compliance with department goals. Has a thorough knowledge of many disciplines within the GIS field. Typical Duties - Duties include, but are not limited to the following Technical Leadership Organize and lead the activities of the technical staff responsible for the design and development of GIS applications programming, configuration, testing, implementation and on-going support. Prioritize and coordinate the delivery of services and activities to achieve established goals and objectives. Strategic Planning Ensure enterprise wide consistency in business practices as they relate to spatial data and GIS. Support the implementation of objectives identified in the county technology plan and as set forth in the goals and objectives of the county. Analyze future technological and architectural trends; make recommendations to IT Management for defining clear objectives for county technology as part of long-range strategic planning and technology deployment. Consulting & Training Provide technical consultation on GIS technologies, system design and application development, application integration, GIS data development and conversion, relational database design and implementation. Evaluate GIS project requests and works with staff to define scope and meet customer needs. Schedule and teach customized GIS classes to county personnel. Assist and mentor other GIS team members or system owners to ensure "best practices" practices are used, and to avoid reinventing methods as well as to continually build their ability to analyze and improve business processes. Map Development Performs development of GIS applications and provides analysis, spatial data, and GIS projects. Develop routines to produce standard or ad hoc map products for internal personnel. Analyze and fulfill map products requests from external parties. Lead project design, development, and implementation, including spatial and non-spatial data creation and management, data analysis, data modeling, and programming. End-User Support Provide customer service and support for GIS end-users to ensure effective and accurate operation of the system and derive its full benefits. Provide primary or secondary support via phone, email and in-person in a knowledgeable and positive manner. Mentor and train end-users in system operations. Trouble-shoot any aspect of the system including installation, network, and servers. Analyze and fulfill requests for reports and queries from the GIS system. Provides on-call technical support after-hours as needed for Emergency Response. System & Data Administration Support GIS data acquisition and loading into the system. Develop or acquire routines to convert GIS data formats. Oversee GIS land base maintenance when necessary. Troubleshoot data related problems. Provide electronic GIS map data for regional agency as necessary. Perform GIS software system installation and upgrades, including some related Windows Server administration. YOUR POSITION WITH TNC The Nature Conservancy is involved in a wide variety of projects in Oregon; from informing legislators on potential outcomes of policies to managing the largest portfolio of nature preserves in the state. GIS data and analyses have been important tools in crafting our strategies for more than two decades. The GIS Intern will be fully incorporated into the Oregon business unit with clearly defined roles and responsibilities. Regular guidance and feedback on all aspects of the professional experience will be given. The GIS Intern will work in a team environment to address important conservation issues facing Oregon. Learning outcomes will include exposure to many aspects of conservation planning including development of custom GIS products for TNC staff, involvement in project planning on multi-disciplinary teams, spatial and non-spatial database design and contributing to written reports and documentation. The GIS Intern will also be expected to craft and deliver a presentation on a project they worked on during their employment. Learning opportunities beyond the typical work duties, such as spending occasional days in the field or helping other teams with non-GIS tasks, will also be provided. Pay is $15.75 per hour ESSENTIAL FUNCTIONS The Oregon Chapter of The Nature Conservancy makes extensive use of Geographic Information Systems as a platform for conservation planning, communications and scientific analysis. Our work is oriented around teams which each focus on a specific habitat type including a forest team, a marine/estuaries team, a freshwater team and a deserts team. Climate change mitigation and adaptation are overarching goals across all our projects. Graduates, students and research volunteers are welcome to apply for an internship, with the aim of enriching their knowledge with the practical experience of working in hands-on field research and conservation projects with the Marine Mammal, Applied GIS, Marine Conservation and Microplastic Teams at Archipelagos Institute of Marine Conservation.
Interns provide scientific support for the projects and gain valuable hands-on marine conservation experience. Projects take place at Archipelagos’ research bases on the islands of Samos and Lipsi in the eastern Aegean Sea. Interns will board three research boats, the Aegean Explorer, Pinelopi and Naftilos also serve as mobile platforms for there research and conservation work. The Aegean Sea supports important populations of marine mammals (Common, Bottlenose, Striped and Risso’s dolphins, Sperm whales and Cuvier’s beaked whales and the endangered Mediterranean monk seal), as well as habitats of ecological and economic importance (Posidonia seagrass and coralligenous reefs). However they are being increasingly impacted by human activity. The projects undertaken offer a unique opportunity to improve participants’ research skills and utilise knowledge to make a difference in targeted conservation efforts.
