Summary
A qualified Cultural Resources/GIS Specialist will be duty stationed on Guam to provide on-site technical support and assistance to the Joint Region Marianas (JRM) Cultural Resources Manager (CRM) and actions related to the Programmatic Agreement between the Commander, Joint Region Marianas and the Guam State Historic Preservation Officer, Regarding Military Training and Testing on and within the Surrounding Waters of the Island of Guam, including research and assessment of potential impacts to cultural resources by military training and testing within the JRM Area of Responsibility (AOR). In fulfillment of this objective, the Cultural Resources/GIS Specialist will develop, maintain, and provide GIS data and maps; as well as conduct quarterly impact assessments, literature searches and data gathering, archaeological inventory surveys, and monitoring.

This position requires excellent interpersonal skills, collaboration, flexibility, and diplomacy. The successful incumbent will provide cultural resource and GIS technical support, review and assessment of impacts on archaeological sites and historic properties, and coordinate with project proponents and managers, as well as Installation GIS Managers. Relocation expenses may be available; conditions apply.

​Required Job Qualifications
  • Bachelor’s degree in anthropology, archaeology, history, geography, GIS, computer science, or closely related field.
  • Minimum of one (1) year of professional work experience with GIS software (i.e. ESRI ArcGIS/ArcGIS Pro 10.x software, Arc Catalog software, ESRI ArcGIS Online) is required. Course work will not be included.
  • Minimum of two (2) years of post-graduate, professional work experience that demonstrates knowledge of the fundamental principles and theories of professional archeology.
  • Excellent written communication skills and experience with technical report writing.
  • Have a thorough understanding of most standard computer programs, especially MS Office suite (including Excel and Access).
  • Previous work experience in a highly structured, hierarchical workplace with a well-defined chain of command.
  • Must be legally authorized to work in the United States by the proposed start date. CEMML will not provide sponsorship for this position.
  • Ability to pass a federal background check in order to obtain a DoD Common Access Card (CAC).
  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.

Preferred Job Qualifications
  • Previous archeological field experience in the Pacific region, particularly the Mariana Islands, is highly desirable.
  • More than 1 year of experience using GIS and managing cultural resources geospatial data including data collection, digitizing, attribution and documentation (metadata) is preferred.
  • Experience with and knowledge of best data management practices, specifically within relational databases and/or file geodatabases is desirable.
  • Highly qualified candidates will demonstrate expertise and knowledge working with U.S. federal historic preservation laws and regulations that govern cultural resource management, including the National Historic Preservation Act (NHPA), National Environmental Policy Act (NEPA), Archeological Resources Protection Act (ARPA) and Native American Graves Protection and Repatriation Act (NAGPRA) is particularly desired.
  • Experience with consulting and obtaining data from State Historic Preservation Office (SHPO).
  • Professional expertise in National Register of Historic Places Evaluation Criteria for determining eligibility for listing as outline in 36CFR 60.4.
  • Demonstrated familiarity with military culture and its established lines of authority, procedures, and protocols is beneficial.
  • Experienced in all aspects of archaeological research, including research design, mitigation plans, fieldwork, analysis, and report and site form preparation is preferred.
  • Excellent organizational skills and the ability to work independently with a wide range of data and meet deadlines.
  • Ability to act with diplomacy and discretion at all organizational levels with excellent judgment, interpersonal, and communication skills is highly desirable.

Essential Duties

Archaeological Fieldwork and Analysis
  • Assist in cultural resources management actions as specified by the JRM Cultural Resources Manager (CRM) and as related to the 2020 Guam Programmatic Agreement.
  • Conduct quarterly impact assessments regarding historic properties potentially impacted by military training and testing.
  • Conduct archaeological inventory and survey, archaeological testing, NRHP Eligibility evaluations, and data recoveries prior to military training activities, construction projects, and military land management activities (if required).
  • Operates tools and equipment commonly used in cultural resource management, which may include but is not limited to, hand tools, radios, transits, total stations, global navigation satellite system (GNSS) receivers, total station, ground penetrating radar, metal detectors, weed and brush cutters, and 4×4 trucks.
  • Assists with the maintenance of field equipment.
  • Maintains conservation supplies and equipment.
  • Position requires physical exertion to operate equipment and carry supplies and materials long distances over uneven terrain. Long periods of standing, walking over rough uneven surfaces, recurring bending, stooping, lifting, reaching, digging, or similar activities are expected.

GIS support and data management
  • Collect geospatial data of cultural properties as needed utilizing GPS receiver.
  • Export and maintain GPS data into a GIS geodatabase in accordance with current NVAFAC Spatial Data Standards (SDSFIE) utilizing appropriate software.
  • Create and update maps, drawings, graphs, and other visual products using various software applications.
  • Respond to CRM requests to produce specialized maps, drawings, charts, etc.
  • Conversion of hardcopy maps, georeferencing, and digitization; inputting scanned files and examining each file to collect attribute data.
  • Update and maintain GIS dataset(s), troubleshooting software problems, and configuring data dictionaries.

​Reporting and Communications
  • Track and report monthly activity for submittal to DON Project POC and CEMML Principal Investigator as per project Statement of Work.
  • Assist with the preparation of quarterly impact assessment reports.
  • Assist with coordination, communication, preparation and review of documentation.
  • Regularly and routinely communicate via in-person meetings, tele/video conferences, and email to provide technical expertise regarding all aspects of cultural resource management.
