Description
​Working under the general guidance of the City Engineer this position develops and maintains GIS based platforms, performs data creation and reports for the City of Newberg.
 
As a member of a robust Public Works Department; this position develops customized maps, maintains databases, collecting and inputting data, and verifying information integrity.   Analyze information, maps, charts and graphs , prepares graphics and reports for Engineering Projects, Community Development and Asset Management.  

Be part of a team that includes the Engineering GIS Analyst and the City’s Information Technology (IT) Division. You will work on system functions including software upgrades and configuration management. You will assist with field data collection for various Engineering Division projects and maintain the archive of all construction plans filed in the City. This position provides support for essential environmental, water, sewer, street, storm, and other projects that impact the integrity of development in Newberg.

Examples of Duties
  • Prepares and administers electronic and hardcopy of records for the creation and retirement of information. presentations (e.g., posters, large format photography and reproductions, matrices, charts, graphs, spreadsheets, tables, and timelines) to improve information presentation, and comprehension. Develops reports for management and project status.
  • Provides GIS technical assistance including software use, overlay processing techniques, periodic data development, and database manipulation. Provide technical support in other software systems utilized by the Public Works Department.
  • Maintain, research, and manage the City’s GIS data  ensure the integrity, quality and accurate content and structure of databases including geo-referenced raster and vector data, CAD based drawings and plans, and metadata and attribute data. 
  • Meet with local agencies, other City departments, councils and organizations to discuss GIS data issues and the relationship of the GIS to other operations, systems and programs.
  • Attends meetings, conferences, workshops and training sessions and reviews publications to become and remain current on principles, practices, and developments in assigned work areas.  
  • Responds to resident and contractor questions and comments with a customer service focus.
  • Coordinates the preparation of, or develops, reviews and updates the water, wastewater, storm drainage, and street system maps, data base, and comprehensive plans.
  • May perform a variety of functions, including correspondence, presentation materials and brochures, reducing field notes, printing materials, respond to inquiries from contractors, developers, property owners, staff, and the general public.

Typical Qualifications
Education and Experience:
Any equivalent combination of education and experience which provides  knowledge, skills, and abilities required to perform the job.
 
Typical qualifications would include
  • A College Degree or Technical Certification in geography, environmental studies, computer science, engineering, urban planning, GIS or related fields; and
  • One year of experience regularly operating GIS; and
  • One year experience in computer-aided mapping or drafting experience
 
Special Requirements:  
Must possess a valid driver’s license or the ability to obtain one prior to employment.
Must pass a criminal background check.

Knowledge, Skills & Abilities:
  • Working knowledge of the operational characteristics of the geographic information system and of modern land-based mapping application theory, principles, and practices.  
  • Considerable knowledge of ARC/INFO, ARC/View, ARCGIS, and web-enabled GIS related software and database theory. 
  • Knowledge of cartographic principles and practices.
  • Knowledge of project management skills and business processes.
  • Ability to prepare, organize, and maintain computer drawing files and data, reports, and systems.
  • Ability to communicate effectively, both orally and in writing.
  • Track time-sensitive projects and assignments to ensure timely completion
  • Keep immediate supervisor informed of progress, including present and potential issues. 
  • Suggests new or improved ways of addressing issues.
  • Ability to maintain positive and effective working relationships with City staff, other organizations, officials, 
  • Work with a customer service focus.

TOOLS AND EQUIPMENT
Personal computer, tablet, laptop, including word processing, spreadsheet, GIS data base, and computer-aided- design software; standard drafting tools; office equipment, motor vehicle; desk and mobile phones.
 
PHYSICAL DEMANDS

  • Sufficient clarity of speech and hearing or other communication capabilities, which permits the employee to communicate effectively.

  • Sufficient mobility and physical reflexes, which permits the employee to complete the required duties of the job.
  • Must occasionally lift/move up to at least 25 pounds.

WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.  Proper PPE and Safety Support is provided to all employees.
  • The noise level in the office work environment is usually quiet to moderate.
  • While performing the duties of this job, the employee occasionally works in outside weather conditions.
  • The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, chemicals, and vibration.
