The Opportunity: 
The Washington State Department of Transportation (WSDOT) has an opportunity for an exceptional GIS analyst who has a passion for environmental work. The Environmental GIS Analyst will be a part of the Environmental Information Program within the Environmental Services Office (ESO). The selected candidate will enhance and update GIS content for ESA Terrestrial Species Guidance for Maintenance, develop mapping and data management tools and solutions for the Wetland Program, analyze raster data for hydrologic modeling, and assist with annual GIS Workbench updates. In this role you will work with multiple ESO programs to understand their business processes and needs so you can provide GIS and data modeling support.

This position will perform the following work:
  • Provides senior level expertise and leadership in environmental geospatial analysis and data management to critical environmental protection compliance activities and deliverables.
  • Performs critical environmental data management evaluations involving multiple disciplines in support of environmental compliance planning, data collection, reporting, and documentation activities performed by environmental specialists statewide.
  • Independently leads geospatial technical support for multidisciplinary teams by defining and establishing technical resources, methods, and procedures to meet compliance deliverable requirements at a programmatic level.
  • Provide training and support to colleagues and application end users.
  • Develop resources such as technical specification documents, metadata documentation, and technical procedure guides for on going use by other technical staff.
  • Provide informal end user training and draft or review user guides. May include guiding development of formal end user training materials.
  • Performs spatial data management in Enterprise ArcSDE server environment.
The requirement for this position are:
  • Bachelor's Degree or advanced degree related to information technology, geography, or environmental or natural resource science, or five years' professional working experience providing GIS analysis and data management support to natural resource scientists.
  • Demonstrated skills and experience applying ESRI Geographic Information System (GIS) technologies, spatial and raster data concepts, and cartographic principles. Specifically, must have five years' experience working at least 50% time delivering ArcGIS based services/products for use by others in the past seven years.
  • Demonstrated knowledge of natural resource / environmental data collection, management, and analysis concepts, issues, and best practices (field and office).
  • Demonstrated ability to develop functional skills in new technical tools and concepts to keep up with technology change.
  • Ability to organize work and communicate clearly verbally and in writing in English.
  • Demonstrated ability to develop customized geoproccessing scripts and documentation for use by others within the ARCGIS software platform.
From the hiring manager's perspective, the following qualifications are preferred:
  • Completion of eight hours of ESRI certified training within the past three years related to: 1) fundamental ArcGIS / ArcGISPro, 2) geodatabases, or 3) spatial analysis (online & self directed courses count).
  • Certification as a Geographic Information System Professional (Geographic Information Systems Certification Institute https://www.gisci.org/).
  • Experience developing and delivering GIS training materials and courses for working professionals.
  • Experience working on formal software application development projects.
  • Demonstrated ability to configure solutions involving ArcGIS Online and GIS web services.
  • Demonstrate ability to participate in small Unmanned Aircraft System (sUAV) pilot training program.
