​The GIS Analyst II performs a variety of intermediate duties in support of the City's Public Works department in both daily operations as well as capital improvement projects. The position is primarily focused on the City's core GIS database (utility assets, property information, work location tracking, report data, display layers) and is heavily involved with the City's asset management and permit software systems. The GIS Analyst II also provides various data retrieval and data quality services from other systems throughout the City and coordinates with other City departments including Community and Planning Department, Police, Fire, and Finance. The GIS Analyst II supports the GIS Coordinator in delivering GIS products and services.

SUPERVISION RECEIVED:

The GIS Analyst II reports to and receives direction, supervision, and performance reviews from the GIS Coordinator.

Examples of Duties

Essential duties and responsibilities include, but are not limited to, the following:
  • Updates and improves existing spatial data based on hand-delivered files, electronic plan sets, engineering reports or internal research. Maintains Public Works spatial data and associated metadata from daily utility operational as well as large project updates and activities (capital improvement or field collection projects).
  • Creates and maintains scripts for automated data processing to maintain the integrity of the City's spatial data. Supports importing/exporting and manipulation of spatial data between various software systems and/or business applications, performs complex data manipulation for data migration, data analysis and generation of custom reports.
  • Performs data requests, records research, and archive retrieval. Processes public records request related to maps, plans, and engineering plan sets. Works with City consultants on data requests.
  • Develops new spatial datasets and map layers. Promotes, coordinates, and serves as a technical lead for Public Works-focused GIS projects. Includes field verification, web-based mapping improvements, modeling, business system updates with spatial components, and other related projects.
  • Assists and supports key staff on utility capital improvement processes, utility modeling, and utility plan development projects. Includes preparing all GIS related data prior to project development and incorporating results into the City's spatial database.
  • Participates in and coordinates various meetings. Identifies needs and participate in internal committees including the GIS Think Tank and facilitates the Water Focus Group.
  • Creates maps or data reports. Provides service and support for special mapping needs including annual atlas delivery, reports, and data analysis projects and services for internal and external customers.
  • Assists the GIS Coordinator in developing long and short-term objectives in the delivery of GIS products and services, researching new GIS technologies, and improving business processes.
  • Provides GIS support and training for desktop, mobile, web-based spatial applications, and other GIS-related requests.
  • Works with GIS and IT team to identify system-wide GIS issues and resolutions.
  • Assists GIS and IT team in all related activities.
  • Performs other duties as assigned.

Typical Qualifications

Education and Experience:
  • Bachelor's degree in GIS, Geography, Cartography, Urban Planning, Civil Engineering, or related technical field. Any equivalent combination of education including GIS certification, experience, and training that provides the required knowledge, skills and abilities will be considered.
  • Five (5) years minimum of experience supporting a municipal GIS program. Experience with utility systems preferred but not required.
  • Experience with programming techniques, concepts, and development environments (Python, Java, .Net, or other programming or scripting language).
  • Experience in enterprise database platforms such as Microsoft SQL Server.

Skills and Abilities:
  • Ability to research and interpret codes, standards, complex engineering plans and documents, legal descriptions, and various governmental documents.
  • Knowledge of ESRI software suite including but not limited to: ArcGIS Pro and related extensions, ArcGIS Desktop and related extensions, ArcGIS Enterprise, and ArcGIS Online.
  • Experience with ArcGIS Image Server and ArcGIS GeoEvent Server and ArcGIS Monitor preferred but not required.
  • Experience with the following software preferred but not required: VertiGIS GeoCortex &
  • Trimble Cityworks Asset Management System
  • Ability to evaluate spatial data integrity and quality.
  • Analytical, problem-solving, and troubleshooting skills.
  • Proficient using Microsoft Office and Adobe Acrobat products.
  • Excellent customer service and the ability to work collaboratively with other employees.
  • Ability to communicate effectively with others, both orally and in writing, using both technical
  • and non-technical language including making staff presentations.
  • Must be detail oriented, reliable, self-motivated, and a team player.
  • Must demonstrate creativity in problem solving and willingness to learn.
  • Must work effectively under minimal supervision.

OTHER CITY REQUIREMENTS:
  • Ability to drive a City vehicle, possess a current and valid Washington State driver's license (or ability to obtain one within 30 days of residency) and have an acceptable driving record. A current Abstract of Driving Record (ADR) will be required.
  • Successfully passing a national criminal history background check compliant with the
  • Child/Adult Abuse Information Act (CAAIA) is required.
  • Acceptable personal reference check results.
  • Completion of an I-9 Form, documenting eligibility to work in the United States.
