Department Summary
The Geospatial Operations Department is the heart of PGE’s Geographic Information System (GIS), and is generally responsible for creation, acquisition, maintenance, query and visualization of PGE’s system data. They are the gatekeepers of PGE’s GIS data, representing not only locations of system components but modelling its connectivity as well. The data they manage is also used to make important decisions via visualization and analyses. Data quality and end user experience are the primary drivers toward a complete and accurate GIS to support critical business systems and functions, like OMS, ADMS, and CYME, across the company.

Job Summary
As a GIS Analyst you’ll primarily be responsible of mapping as-builts in ArcMap using ArcFM, as well as potential focus in ArcGIS Online, Field Maps and general map creation.  In this role you will also support additional work needed for developing process improvements, incremental as-built activities focused on Downtown CORE, additional focus on reducing the GIS as-built backlog, and departmental reporting mechanisms using QuickBase.

Responsibilities
  • Mapping:  Collaborates with clients to assess needs. Develops and collects GIS data for clients. Prioritizes work and determines the most appropriate geospatial product to meet needs. Determines which cartographic standards to apply and ensures products meet both user needs and industry standards. Develops functional design for GIS applications. Publishes geospatial information and products to users through hardcopy, electronic or web- based technologies.
  • System Administration: Supports the overall administration of the geodatabase and published geospatial services. Researches and, if possible, resolves database and/or service performance issues. Monitors information in the database and services to ensure data quality standards are met. Works with the GIS developer and GIS manager to conduct in-house training and track progress on system implementation and application projects.
  • Application Configuration: Assesses client needs and recommends or makes associated configuration changes. Implements or supports application upgrades. Determines whether application changes pass user acceptance testing.
  • Reports and Queries: Analyzes client data needs and develops, designs and runs spatial queries and reports. Establishes data quality standards and determines whether data meets those standards. Decides best method to present results to end users.
  • Processes: Develops and maintains department cartographic standards. Identifies and implements process improvements. Develops or administers map displays. Researches and resolves production issues. 
  • Consultation: Provides clients with mapping expertise to further business objectives. Trains other employees.

Qualifications     
Required:
  • Education Requires a bachelor’s degree in geography, computer science, engineering or other related field or equivalent experience.
  • Experience Two or more years of work experience in GIS or similar discipline.
Preferred:
  • Experience with ArcGIS Online
  • Experience with Esri’s Field Maps
  • Experience with IQGeo
  • Experience with python and/or SQL
  • Experience with FME
  • Intermediate knowledge of cartographic design principles
  • Intermediate knowledge of systems used in department
  • Advanced knowledge of GIS software, data and products
  • Working knowledge of business-unit operating processes
  • Intermediate knowledge of application system development, relational databases and coding principles
  • Working knowledge of utility system
  • Working knowledge of field-to-office data workflow concepts
  • Working knowledge of system interface protocols, web tools and database concepts
  • Intermediate skills in customer focus
  • Working skills in enterprise/business awareness
  • Intermediate skills in analysis and problem solving
  • Advanced communication skills, both written and verbal
