Duties
The Spills Program's mission is to protect Washington's environment, public health, and safety through a comprehensive spill prevention, preparedness, and response program. The Spills Program's vision is to prevent, prepare for and respond aggressively to oil spills; to be our best for the State of Washington. Our goal in the Spills Program is "zero spills".

This position is within the Research and Information Technology Unit in the Statewide Resources Section. The Statewide Resources Section supports the Agency and Program missions in maintaining 24/7 response capability and aggressive response to oil and hazardous substance spills. Statewide Resources Section provides this support through service delivery of data and IT management, analytical research, outreach and education, file management, investigation, enforcement, planning and time accounting activities. The Research and Information Technology Unit supports both the agency and program by providing data management, IT systems, modeling, and technical support at the program level. This position supports our mission by being the designated Spills Program GIS expert, acting as the program expert to provide application architecture, development, implementation, and maintenance support for program-wide geographic and environmental data systems as well as contributing to agency-wide systems.

Some of the key work activities of the –GIS Analyst position are:
  • This position is the highest level professional providing guidance to the program in designing, developing, implementing, and maintaining program critical geographic information systems that enable agency staff and stakeholders to support the protection of the state’s resources at risk. This includes the Geographic Response Plan (GRP) database and web application, the Spills Map application, the Preparedness Equipment Planning Standard Model, and the Resources at Risk web application.
  • Assimilates and analyzes disparate spatial and tabular information and provides results of analyses and cartographic products that are used by staff, management, first responders, communities and the legislature.
  • Provides expertise in the development of all GIS solutions to ensure the necessary preparedness to respond to oil spills and to determine trends, needs, and data gaps to support informed decision-making.
  • Building and maintaining reports in SQL Server Reporting Services (SSRS).
  • Supports the modeling and analysis work of the Program by contributing spatial modeling and analysis and the development and implementation of advanced Extract Transform Load (ETL) routines.
  • Constructs highly complex geospatial custom applications and services using the following technologies: ArcGIS Server, ArcObjects, JavaScript and REST APIs, C# programming language, Python, XML, HTML, CSS, T-SQL, SQL Reporting Services, and Visio for system documentation..
  • This position is open until filled, with an initial screening on February 22, 2021. In order to be considered for initial screening, please submit an application on or before February 21, 2021.

Qualifications
Required Qualifications:
Bachelor’s degree or higher in Computer Science, Information Technology (IT) or closely related field and one (1) year of recent professional experience using Esri ArcGIS technology ( Arc GIS Desktop and Server, ArcGIS Online and ArcSDE products). Experience includes SQL programming, experience with entity relationship modeling and notation, or database report development, and independently analyzing, designing, implementing and maintaining databases, and experience with data extraction and transformation (e.g ETL)
OR
Associate’s degree in Computer Science, GIS Applied Science or closely related field; OR completion of a two (2) year accredited vocational training program in GIS, programming, IT or related program and three (3) years of recent professional experience listed above
OR
Five (5) years of recent professional experience listed above.
*Education or accredited vocational training as listed above will substitute year for year for experience.

​Desired Qualifications:
  • A Master’s degree with focus on geography/GIS, computer science, or a natural sciences field and four years of software development experience, including project management, application architecture, C# or comparable programming experience and database administration. At least four of the six years of experience should be within the last four years.
  • Knowledge of environmental and/or science based business areas.
  • Familiarity with commonly accepted IT industry standards and best practices.
  • Demonstrated initiative to improve skills through training or other learning opportunities.
  • Ability to distill end-user requirements into a technology solution which is centered primarily on Microsoft technologies.
