The Enterprise GIS team at the Port of Seattle has an excellent opportunity for a GIS Application Developer.  This job has been posted to the Port of Seattle website and will accept applications until Friday March 30th.  The Port of Seattle features a hybrid GIS infrastructure of both Esri and Open Source tools so we’ve got it all and are free to use the right tool for the job.

PURPOSE
:
Provide GIS application development expertise for the Port of Seattle’s Esri-based GIS environment. Includes systems design, application design and implementation (client/server & web), systems maintenance & support, and database design & administration.
 
ESSENTIAL FUNCTIONS:
This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed. Essential duties and responsibilities may include, but are not limited to, the following:
Design and develop GIS applications and associated databases to ensure intended business functionality and integration with Enterprise GIS infrastructure.  
 
Provide program technical expertise for Enterprise GIS application design, implementation and deployment. Develop data-sharing capability and ensure system continuity.    
 
Provide Port-wide GIS technical consulting for project managers, Information Technology staff, survey staff, CAD specialists, GIS users, and divisional business staff. 
 
Stay abreast of emerging GIS technologies and trends and advise ICT management when opportunities exist to leverage these new technologies to enhance Enterprise GIS applications, infrastructure, connectivity, data quality, and data interoperability.
 
KNOWLEDGE, SKILLS & ABILITIES:
Strong technical knowledge, with hands-on experience in new computing architectures and environments.  Proficient in current technology, tools, and middleware, including development languages and scripting languages (JavaScript, VBScript, Python, JSP).  Knowledge of networking and security requirements in building applications. Strong background in current object-oriented development languages.  In depth understanding of Windows operating systems. Microsoft IIS web application server experience. Knowledge of Feature Manipulation Engine (FME) data translation and workflow engine.  Experience with a XML technologies, including SOAP Web Services, XSLT, XML Schemas, and XPath.  Experience with n-tier development/Web development environment and HTML.  Experience with data transfer technologies, including FTP, HTTP, and HTTPS.  Working knowledge of UML and data modeling.  Knowledge of standard database environments (SQL Server).  Strong knowledge of GIS technologies (ESRI and/or Open Source GIS tools) including ArcGIS Server, ArcGIS Desktop, Geospatial databases. 

Strong customer service, organization, communication, problem solving, and interpersonal skills.  Communicate technical information to non-technical personnel, either verbally and/or in writing.  Work on multiple projects simultaneously with proven ability to independently learn new concepts, skills and technologies.  Demonstrated proficiency with the core competencies of problem solving, composure, decision quality, perseverance, peer relationships, time management, and self-development.  Effective communications skills, including oral, written, and presentation skills.  Leadership skills to technical mentor, assess and delegation of tasks.

Ability to effectively deal with GIS integration and deployment issues.  Ability to function as a member of a technical team and be able to communicate GIS concepts to a broad range of technical and non-technical staff.  Ability to work independently and in collaboration with multidisciplinary teams of managerial, technical, and end-users to accomplish goals.  Demonstrate initiative to work and effectively prioritize in a highly dynamic, self-directed work environment.
 
QUALIFICATIONS:
Combination of education and experience demonstrating knowledge, skills and abilities equivalent to:
  • Bachelor’s degree in Business, Engineering, Computer Science or other related education; and
  • Seven (7) years of progressively responsibility work experience. Minimum of three (3) years in a technical position.
PREFERRED QUALIFICATIONS:
  • Master’s degree in Computer Science or Business Administration;
  • Ten (10) years of professional technical experience with  five (5) or more years of directly related GIS development experience;
  • Possess broad technical background with exposure to: GIS tools, networks, web programming, and database development and administration.    

Additional Details A valid Washington State Driver’s License, or the ability to obtain one, is required.
