POSITION QUALIFICATIONS: Minimum education and/or experience: Associate's Degree in Engineering or a closely related field and four (4) years of engineering drafting and/or CADD/GIS work experience. An equivalent combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year for year basis. Specialized training, certifications, and/or other special requirements: Must possess, or have the ability to obtain by the time of hire, a valid Arizona driver's license. Knowledge, skills, and abilities: Knowledge of the principles and techniques of general engineering and surveying. Knowledge of technical drafting principles, and engineering plans and specifications. Knowledge of nomenclature, symbols, methods, practices, and instruments used in CADD drafting and design. Knowledge of applicable design standards, rules, ordinances, codes and regulations. Knowledge of mathematics including geometry and trigonometry. Knowledge of specialized engineering software and file management procedures. Knowledge of the principles and techniques of geographic information systems. Skill in using computers and complex engineering software applications. Skill in reviewing and evaluating technical engineering data and construction documentation. Skill in interpreting technical information and producing engineering drawings. Skill in technical writing and making complex mathematical computations. Skill in establishing effective working relationships with others. Skill in assessing and prioritizing multiple tasks, projects and demands. Skill in effective communication, including presentations, customer service and public relations methods and practices. Skill in reading, understanding, manipulating, and analyzing geographic information in a variety of formats. Skill in providing technical support and training in the use of CADD and GIS systems. Skill in operating a personal computer utilizing a variety of business software. Preferred education and/or experience: Six (6) years of engineering drafting and/or CADD work experience. Preferred training, certifications and/or other special requirements: ESRI ArcMap, Bentley MicroStation and InRoads, and Digital Surface Models. Working conditions: Must be able to work in a normal indoor office environment. Some work duties involve long periods of sitting, walking, driving a vehicle, bending/kneeling, and reaching. Weight required to lift, push, pull or carry is 25 pounds. Must have manual dexterity of hands for computer work, desk work, and driving motor vehicles. Must be able to work outdoors on occasion in extreme heat, cold wind or rain on field visits or survey projects. Must be able to manage frequent interruptions, time pressure, high work volumes, multiple and complicated tasks, unscheduled tasks, team oriented activities, prompt decision making and interaction with government officials and the public. Must consistently maintain concentration, accuracy, ethical behavior and a professional demeanor. ESSENTIAL JOB TASKS: Develops and reviews project design, requirements, plans, documents, standards, and calculations; defines issues and resolves conflicts; assures effective communications and coordination with internal and external clients. Inputs and updates ESRI GIS databases verifying spatial accuracy and correctness of the attribution in order to bring data up to database specifications. Produces horizontal and vertical alignments, profiles and cross sections of existing and design projects using Bentley InRoads software. Creation of plan and profile sheets using design alignments. Provides volume calculations and compile construction quantities. Assists in the design, planning, coordination, and inspection of components of construction, flood control, and civil engineering projects. Reviews photogrammetric mapping data to ensure the necessary mapping accuracy and specifications are maintained. Prepares exhibits, charts, maps, visual aids, and presentation material. Prepare maps and charts containing planimetric/contour data and orthophotography for use by FCD staff during public displays and project planning. Transfers information from existing documents to layout maps, interprets client source maps and field documents. Import field survey data into MicroStation/InRoads for use in the design process. Conducts engineering research by compiling and calculating field data, examines project plans for technical accuracy and compliance to design standards. Oversees complex and high profile projects and programs; investigates special requests for information, and makes recommendations on procedures and project activities. Receives objectives, requirements, and design approaches from supervisor or engineer. Prepares reports, compiles, computes, calculates, reviews, coordinates, and analyzes a variety of complex engineering data to determine requirements to meet engineering objectives. Maintains and updates computer and document files, tracking systems and databases as needed; assures the accuracy of the records and files. Maintains project files; writes technical documents and reports. Produces technically accurate drawings and plans for civil engineering projects using CADD, Inroads and ESRI GIS software. Manages projects as assigned; analyzes findings and prepares and presents reports. Coordinates the work of other technical staff and reviews work quality; provides training and guidance in technical approaches to meet project goals. Other duties as assigned.
