The City of Puyallup is accepting applications for a GIS Coordinator position. The priority application date is February 18, 2020. The job posting may close upon receipt of a qualified applicant pool.

General Job Duties:

Employees in this specialized classification perform technical geographic information system work for the City under the general direction of the Information Technology Department Head. The incumbent will obtain, develop and verify accuracy of data for GIS use; coordinate GIS data management and GIS data and mapping standards within the City; serve as point of contact between Pierce County GIS and the City; and serve as the City lead for the creation of standard and custom base maps, overlays, and thematic maps. He/she will work independently to apply established guidelines and alternatives to make standard judgments and decisions. Work involves working cooperatively with City staff and the public to create unique, customized, digital presentation maps and exhibits.

About Our City:

The City of Puyallup is situated at the foot of Mount Rainier, just east of Tacoma and about 45 minutes south of Seattle. The city has gained prominence as a regional commercial and service center for Pierce County and continues to serve its residents and neighbors with a strong, diversified economy. With a population of approximately 41,000, the city and surrounding area offer an array of recreational and community events that make Puyallup a vibrant place to live, work and play.

Essential Functions
  • Create, input, edit and rectify GIS spatial and attribute data according to city and ESRI industry standards;
  • Prepare and maintain records and documentation related to geodatabase development and applications;
  • Maintain map gallery in collaboration with GIS users and city staff;
  • Produce and maintain a variety of base and specialty map products for the City and the public using ArcGIS software; convert AutoCAD layers to the City's GIS database;
  • Update, maintain and organize information in the City's geographic information system; retrieve, check and distribute surveying information as needed;
  • Assist departments and divisions in defining, prioritizing, developing and implementing GIS related projects including creation of geodatabases and maps;
  • Provide technical guidance, training and support to assist users, departmental staff City-wide and other agency departments on GIS systems, applications and procedures; act in technical and procedural capacity on behalf of the GIS Users Committee;
  • Provide technical guidance and support to assist users with GIS data requests made by the public and consultants regarding the City's GIS databases;
  • Maintain data on the City's website for public use, assist with GIS related public disclosure requests and provide assistance to the public at the counter;
  • Serve as City's primary GIS contact and liaison to Pierce County GIS, performing all associated duties; maintain copies of Pierce County documents for the City's GIS users;
  • Perform all related GIS and mapping functions as necessary to accommodate City of Puyallup GIS and IT goals;
  • Responsible for Emergency Operations Center GIS workstation including software updates, data updates and staff training;
  • Interview, hire, mentor, and supervise GIS interns; may supervise other technical support staff;
  • Attend and participate in professional organizations; stay current of new trends and innovations in the GIS field;
  • Perform all other duties as assigned by IT Department Head; and
  • Performs other duties as assigned.
Qualifications
Knowledge of:
  • Cartographic principles and design including digitizing data;
  • Principles and practices of GIS theory, data development, implementation and maintenance of GIS systems;
  • Reading and interpreting maps, property legal descriptions, lot survey field notes and a variety of other planning documents;
  • Proficient operation of database, spreadsheet and word processing software;
  • ESRI Enterprise and its suite of products;
  • ArcGIS Desktop software; and
  • Basic knowledge of SQL Database query and SSRS reporting.
Ability to:
  • Efficiently plan and organize work, and document workflows and processes;
  • Understand and apply cartographic principals and design including digitizing data with accuracy and control;
  • Conduct research and data collection of GIS data and keep base maps up to date;
  • Prepare displays and exhibits for meetings and events using aerial photos, computer generated text, ArcGIS and other techniques;
  • Analyze GIS-related software, research and recommend GIS related software to meet the needs of the City;
  • Communicate clearly and concisely, verbally and in writing;
  • Provide strong customer service, interacting with the public in a courteous and tactful manner;
  • Exercise good judgment in determining when issues require involvement of supervisor;
  • Supervise, plan, direct and evaluate the work of subordinates;
  • Work under pressure and meet established deadlines;
  • Establish and maintain positive, effective working relationships with those contacted in the performance of work;
  • Safely operate motor vehicle when attending meetings and work sites; and
  • Maintain regular, reliable and punctual attendance.

Education and Experience

Bachelor's degree in GIS, Planning, Geography, Environmental Studies, Engineering (or related) and two years of GIS work experience; or an Associate's degree plus certification from a GIS program and four years of GIS work experience; or a combination of education, experience, and training that indicates the ability to successfully perform the essential functions of the position listed above.

SPECIAL QUALIFICATIONS:
Possession of or the ability to obtain, and maintain throughout employment, a valid Washington State driver's license.

Physical Characteristics and Work Environment

Constant use of sight, hearing and speech abilities necessary to perform essential functions and to communicate with others; constant fine finger manipulation and use of hands and arms in reaching, handling, grasping while operating computers, preparing written documentation. Frequent extended sitting, bending/twisting at waist, knees, neck while working at desk; frequent standing in combination with walking; occasional lifting, carrying up to 25 pound file boxes and materials; occasional pushing, pulling force up to 15 pounds in moving materials. Requires mental acuity, analysis of situations in a fast-paced environment; work is primarily performed in an office environment with low noise levels, with occasional field site visits.

Hours of Work – Normal work hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., with one (1) hour lunch. Occasional meetings may be scheduled outside normal business hours.
