Under the direct supervision of the County Assessor, the County’s Geographic Information Systems (GIS) Coordinator / Cartographer will develop and manage GIS applications in support of the county’s GIS program; coordinates GIS activities between various groups, agencies, department, or individuals; will represent the County GIS functions at the local, regional, state and federal levels and other work as required; apply GIS technology to produce and develop custom maps, databases, statistics and digital data. Maintains the Assessors cadastral mapping system. The GIS Coordinator may supervise GIS technical staff.

This position is responsible for the management of solving boundary and ownership problems, and adjusting cadastral maps and records as deemed necessary following review of various kinds of source documents. Maintenance and documentation of GIS data, advanced analysis and custom mapping for the GIS program and for providing mapping services to the public. Plans and manages the County’s Geographic Information System. The position will act as a liaison with County departments utilizing GIS or requiring GIS services.

  • Work is performed indoors and outdoors where some safety considerations exist from physical labor and handling of light-to-medium weight, yet awkward materials.

Essential Duties
  • Develops and creates cadastral maps for the County Assessor.
  • Reviews survey and legal deeds.
  • Performs revisions and adjustments to maps and records as needed.
  • Performs title searches to verify property ownership.
  • Writes and manages ORMAP grants.
  • Collects, inputs, edits and verifies spatial data.
  • Performs advanced spatial analysis using current ESRI ArcGIS software.
  • Conducts complex queries and analyses.
  • Prepares maps in multiple settings.
  • Automates routine processes with scripting and other methods.
  • Seeks grants or agreements with other agencies to provide GIS services.
  • Maintains and updates analytical GIS data, including the master street addressing program.
  • May be assigned to complete contract Cartography services for other jurisdictions.
  • Ensures the quality of County’s GIS data, to include currency, geographic and content accuracy, and completeness of the various map layers.
  • Directs the activities associated with the maintenance and update of the County’s GIS technology.
  • Oversees distribution of GIS data to County departments, other government agencies, and the public.
  • Monitors and supervises the development and implementation of such systems by GIS staff when appropriate.
  • Coordinates with Assessor to develop and administer GIS budget; administers billing for GIS services.
  • Promotes use of GIS by County departments and insures that the geographic information needs of all County departments are met with maximum utilization of existing resources.
  • Assigns requests for GIS services to GIS staff, if available, according to complexity and technical difficulty.
  • Administers licensing agreements, memorandum of understanding, marketing agreements, and use agreements.
  • Responds to public information requests, and develops public information policies and procedures.
  • Maintains GIS training and professional advancement and when available, oversees training for GIS staff.
  • Directs and participates in the development of GIS metadata.
  • Maintains spatial data for all pertinent county departments, including cadastral data for production of Assessor Maps.
  • Regular attendance is an essential function of the position.
  • Performs other duties as assigned that support the overall objective of the position.

Qualifications

Knowledge/Skills/Abilities:
A Bachelor’s degree in Geography, Planning, Computer Science, Engineering, Geographic Information Systems or related field, or experience as lead worker in Geographic Information Systems. Experience must include the use of GIS software to develop maps, perform analysis, and develop applications. Background in cartography is desirable.

A thorough knowledge of cartographic principles and practices in preparation of assessment maps. Skill in the use of drafting methods and equipment. Knowledge of legal property descriptions, real estate law, conveyance, recordings, assessment law and annexation procedures. Working knowledge of surveying principles and procedures. The principles, practices, trends and application of GIS technology and GIS software. Knowledge of related technologies, such as GPS and photogrammetry; programming languages used with GIS software; computer network hardware and software; principles and techniques of management and supervision, including budgeting; functions and services provided by local governments.

Ability to communicate effectively, both orally and in writing; select appropriate hardware/software and implement system enhancements; establish and implement goals and objectives on schedule and within budget; analyze, develop and implement geographic information systems; analyze and solve GIS system problems; supervise, train and evaluate the work of subordinate staff; establish and maintain effective working relationships with others and the ability to administer budgets.

The ability to work at a computer screen for extended periods of time; have rapid finger, hand and arm movement for extended periods of time; lift up to 50 lbs for short periods of time and the ability to operate a motor vehicle.

This position is based on the successful completion of a nine-month probationary period.
