The Department of Environmental Quality (DEQ) has a full-time, limited duration opportunity, located in Portland, Oregon. You must be a current State of Oregon employee, in a permanent, limited duration, or seasonal status, to apply. The expected duration of this position is 6 to 12 months from the date of hire, but the duration can change at any time depending on business needs.

DEQ's full-time limited duration opportunity is for a GIS Environmental Science Specialist (Information Systems Specialist 5) located in Portland, Oregon.

**This is a full-time, limited duration position that is expected to last 6 to 12 months, with the potential of becoming permanent. This recruitment is only open to current State of Oregon employee's in a permanent, limited duration, or seasonal status.**

DEQ has a centralized policy and planning component in headquarters and three regions to accomplish its mission: Northwest, Western, and Eastern Regions. This position is in headquarters located in the Lloyd District in Portland, Oregon, and is part of the Water Quality Program. This team of experts work cooperatively with the three Regional Programs and the Laboratory Program to develop and implement programs to protect and enhance the quality of waters of the state, and to ensure the public health and environment are protected.

What you will do!
As the GIS Environmental Science Specialist (Information Systems Specialist 5) you will perform strategic planning and use Geographic Information System (GIS) software for implementation of the Drinking Water Protection Program. You will plan, analyze, develop, and install computer system software for the program in cooperation with Program/Development Information Services, other state agencies, and the state GIS coordinators. What are we looking for?
Required Minimum Qualifications:
Four (4) years of information systems experience;
an Associate's degree in Computer Science, Information Technology, or related field, AND two (2) years of information systems experience.
OR a Bachelor's degree in Information Technology, Computer Science.
  • Experience identifying patterns and trends using GIS, developing risk-based models, and analyzing spatial/geographic problems using programming.
  • Experience preparing map-related materials and developing scripts to automate repetitive processing and map production tasks (including ArcGIS, Model Builder, Python, Visual Basic, and Arc Macro Language scripts).
  • Experience coordinating and maintaining contact with State GIS coordinator, other federal, state and local agency GIS users and private consultants about the ability and usefulness of GIS data sets, shape files, and coverages.
  • Ability to plan, lead, and implement cross-program efforts.
  • Experience developing GIS web-mapping applications.
  • Experience providing GIS technical assistance to internal and external users including local governments, public water suppliers, and other state and local organizations.
  • Experience responding to requests for information, both orally and in writing, from the public, legislature, program managers, suppliers, and other government agencies.
  • Experience managing program and document databases and backups; developing prototypes of GIS databases for review and determining whether models have appropriate functionality.
  • Experience installing, configuring, testing and troubleshooting GIS hardware and software.
  • Ability to identify and implement protocols to ensure data security and data integrity, and establish system to verify data integrity.
