GIS Specialist I

Status:  Non-Exempt
Salary Grade:  Grade 6

Summary:
 
This position supports multiple departments and projects utilizing a well-established ESRI ArcGIS based system. This position is responsible for the PUD’s Geographic Information System (GIS) software, databases, and interfaces with other applications including the Districts Customer Information and Accounting systems. Incorporating internal and external data as necessary and providing data analysis and output in various formats. Development of mobile GIS applications supporting field operations. Webmap development for internal and external customers.

Essential Duties:
  • Assist in the development, implementation and maintenance of the District’s specialized and dedicated GIS, work design, and work order management software and systems.
  • Acts as a technical resource in assisting users to trouble-shoot and resolve problems with specialized GIS systems and recommend solutions.
  • Maintain and validate the data integrity and accuracy of the District’s GIS and work order management systems with respect to property information, customer data, electrical facilities and equipment by reconciling information gathered from various District documents, processes, employees and outside agencies.May involve mapping research in the field or in the office.Enter new map data using digital files, hard copy graphics, such as as-builds, CAD drawings, or job maps as well as through digitizing and data entry.
  • Gathers, analyzes and integrates spatial data from a variety of sources including, GPS, AutoCAD, field observation, satellite imagery, aerial photographs, Drones, and maps.
  • Participate in the development of long-range planning goals relating to the District’s GIS and work order management systems and computer hardware and software requirements including upgrades, software and output/reporting processes.
  • Produce, develop and deliver map products and related documents as requested for all departments.
  • Support GIS by acting as a technical liaison between IT and GIS departments.
  • Improve process workflow, manpower efficiencies, and software utilization for system management assisting in research, evaluation, and further development of integrated data management systems.
  • Test, maintain, and monitor GIS programs and systems, including coordinating the installation of GIS programs and systems.
  • Assist in the development of mobile GIS applications for the District.
  • Assist in the research and development of a UAV(Drone) program to assist in inspections of the Districts transmission and distribution systems. Including multiple types of cameras and sensors.
  • Maintain technical documents. Develop, document and revise system procedures, test procedures, and quality standards.
  • Assist in the Annual Physical Inventory.Produce and analyze all required reports and recommend improvements to inventory procedures and computer systems integration.

Essential Skills, Knowledge and Abilities:
  • Knowledge, skills and abilities sufficient to perform all job duties as described under Essential Duties.
  • Experience in the use of GIS data, methods, and tools to produce mobile/web/desktop GIS visualization, analysis, and data management products.
  • Demonstrated proficiency with ESRI ArcGIS software suite, and sytem architecture with special emphasis on the use of geometric networks.
  • Must be able to interpret and explain technical concepts and instruct users on concepts and procedures for GIS integrated systems, applications and software.
  • Knowledge of ArcSDE and Geodatabase concepts and database design.
  • Understanding of application development lifecycle including planning, design, testing, deployment, operations and maintenance, and retirement.
  • Experience integrating GIS with various other technologies.
  • Knowledge of transmission and distribution systems, symbols and terminology preferred.
  • Knowledge of Structured Query Language (SQL) and programming experience preferred.
  • Excellent customer service, troubleshooting, analytical, and problem-solving skills.
  • Demonstrated abilities to operate a variety of related equipment such as plotter, printer, digital camera, and GPS unit.
  • Ability to patiently communicate technical information clearly and concisely.
  • Proficient in standard office computer software.
  • Must be proactive and willing to develop new ideas with the Engineers and present them in a concise, professional manner.
  • Work independently as well as part of a team to ensure goals and deadlines are met.
  • Demonstrated ability to be punctual and regular in attendance.

Experience and Training
  • Bachelor’s or Graduate level degree from an accredited college or university in Geography, GIS, Computer Engineering, Computer Science, Information Management Systems.OR
  • Minimum qualifications:Associates degree or equivalent course work from a vocational or technical school in geographic information systems, geography, planning or computer science plus a minimum of two years of progressively responsible experience providing GIS functions.      
  • Previous work experience in utilities is preferred.

Working Conditions and Other Requirements
  • Work schedule is comprised of 8 hours per day, 40 hours per week, Monday through Friday.
  • Extended periods of sitting at a computer are normal in this position.
  • Valid Washington State Driver’s License.
  • Current First Aid/CPR Card, can be obtained after hire.
  • Residency within Klickitat County within 3 months of hire.
