Portland Public Schools (PPS) seeks a highly motivated self-starter GIS Specialist to contribute to and build on its current data integrity to provide spatial business intelligence and decision support. Large public school districts like PPS serve a unique position in state and regional government administration regarding data-driven decision-making. Accurate, detailed and validated operational datasets are essential to functional coordination between district departments and strategic planners. School datasets also provide a key component to state and regional hazard mitigation planning, as well as community and infrastructure development. PPS is migrating toward a more integrated enterprise GIS platform for managing and reporting it core datasets. 

The GIS Specialist will perform analysis and map document production related to spatial analysis, building and operations records management, student data, and enterprise software development. More specifically the GIS Specialist assists in data editing and analysis, process automation, information requests, and systems integration of the enterprise environment.

REPRESENTATIVE DUTIES
  • Work with other information system specialists to maintain base file CAD drawings in a GIS format;
  • Produce information graphics using various analysis software (e.g. excel, tableau);
  • Use ArcGIS (10.3 or greater) to perform analysis and produce maps;
  • Use ArcGIS Server to publish web map and web feature services and ArcGIS Online Web App Builder to build custom web maps;
  • Use ArcGIS, SQLserver, IBM Tririga and other software to edit, perform quality control, and develop routine process automation on a variety of spatial and non-spatial datasets;
  • Perform data ETLs with the building information system, student information systems, and other systems;
  • Manage the information system file structure’s organization and capacity;
  • Assist with information system server administration ; and
  • Other analytical and administrative tasks as needed.

CLASSIFICATION AND SALARY
This position is classified as GIS Specialist, Pay Grade 22, on the Non-Represented, Confidential, Professional and Management Employees salary schedule FLSA Non-Exempt. New hires are typically placed at step 1: $59,066.

MINIMUM QUALIFICATIONS
Education, Training and Experience:
  • Bachelor’s degree in Urban Development and Planning, Geography, Environmental Science or related field with course work in GIS or certification in GIS from an accredited college or university or certification as a GIS professional (GISP) from the GIS Certification.
  • The Geographic Information Systems Specialist classification requires three (3) years of experience conducting quality assurance/quality control of GIS data and performing routine GIS data maintenance, and manipulations, or two (2) years of experience as a Geographic Information Systems Specialist I with Portland Public Schools.
  • Two years or more of experience using ESRI’s ArcGIS (10.0 or greater) with strong emphasis on advanced editing/topology and either spatial analyst or network analyst extensions. Demonstration of this may be requested;
  • One year or more of experience using ArcGIS Online and Web App Builder tools;
  • Working knowledge of SQL and tabular software tools (spreadsheets, business intelligence);
  • Working knowledge of automation tools (e.g. ArcGIS model builder, python);
  • Familiarity with AutoDesk CAD;
  • Demonstrate a basic understanding of cartographic principles and spatial data architecture; and
  • Demonstrate a basic understanding of building systems or student demographics.

Special requirements:
  • Some positions in this classification may require the use of a personal automobile and possession of a valid driver’s license.

Preferred Qualifications:
  • Bachelor’s degree in geo-science plus graduate certificate in GIS;
  • Experience working in a large organization with developing enterprise information structure;
  • Three years or more experience using ESRI’s ArcGIS (10.4 or greater) and ArcGIS Pro with strong emphasis on advanced editing/topology, spatial analyst and network analyst extensions. Demonstration of this may be requested; 
  • Administrative experience with ArcGIS Server Manager and ArcSDE;
  • Two years or greater experience using JavaScript to build custom web map applications;
  • Advanced knowledge of SQL and tabular software tools (spreadsheets, business intelligence);
  • Advanced knowledge of automation tools (e.g. ArcGIS model builder, python);
  • Working experience with AutoDesk CAD;
  • Demonstrate a strong understanding of cartographic principles and spatial data architecture; and
  • Demonstrate a strong understanding of building systems or student demographics.
