ABOUT THE AGENCY:
The Oregon Secretary of State is one of three constitutional offices created at statehood. As an independent constitutional officer, the Secretary of State answers directly and solely to the people of Oregon.

​The Secretary of State employs approximately 200 full-time, part-time, and temporary employees. The Secretary oversees the functions of seven program divisions: Archives, Audits, Corporation, Elections, Business Services, Information Systems, and Human Resources.

WHAT YOU WILL DO:
As the Geographic Information System (GIS) Specialist you will assist in the collation and maintenance of GIS databases including shape/coverage/layer data, and linkages to various datasets. You will assist statewide GIS boundary data in support of State Elections Division.

This is accomplished in part by, but not limited to:
  • Creating and developing geographic related system (GIS) in support of the State Elections GIS needs and requirements.
  • Analyzing, and performing quality control functions on developed GIS system.
  • Initiating collection of county data and files, entering data into a GIS environment, providing GIS support to an assigned area.
  • Working with geospatial software to develop, document and support GIS computer programming in the automation of business practices.
  • Operating geospatial software to produce custom data analysis, maps and reports for the agency.
  • Developing output specifications and use GIS tools to access relational databases to analyze and update data.
  • Performing quality control and maintenance procedures to ensure spatial data and products meet Secretary of State (SoS) standards and specifications.
  • Coordinating use of multiple GIS spatial databases providing accurate analysis and output of shapefiles and datasets.
  • Providing recommendations and guidance to Agency management regarding expenditure of resources throughout the agency based on these products.
  • Establishing standards and schedules for spatial database maintenance used to produce GIS products.
  • Conducting business process analysis resulting in the implementation of new business rules and processes that ensure spatial database quality control and access to counties or selected state users.
  • Designing, creating, and coordinating the production of custom GIS work products meeting the needs and requirements of SoS customers, stakeholders and/or consumers.
  • Ensure spatial data metadata standards are met and compatibility within the enterprise data systems by creating appropriate metadata and utilizing appropriate metadata tools.
  • Managing internal spatial data collection projects, which provide spatial data supporting statewide GIS projects, coordinate with contracted vendor to ensure system is meeting business needs.
  • Coordinating agency teams in the use of GIS software tools to meet agency spatial data maintenance needs.
  • Providing agency-wide direction and consultation in the development and use of GIS spatial data.
  • Assisting in the development and maintenance of conceptual and physical database models and metadata for multi-agency, counties, or ad-hoc groups spatial data systems.
  • Testing database performance and making design modification recommendations to the Election’s project team and Election’s leadership, based on analysis of physical database models.
  • Producing or reviewing spatial data systems documentation for compatibility, standards and integration with multi-agency applications.
  • Representing SoS GIS spatial data on various groups deciding data sharing and usage.
  • Participating on Agency project team producing custom GIS projects by assisting in project planning, application development and data development.
  • Assisting in developing project specifications and procedures while reporting project status to project managers.
