Overall Purpose of the Job:
To serve in a GIS support role for District staff in relation to GIS products, materials, troubleshooting and providing assistance for GIS and related mobile GIS deployed solutions. This position has three key roles in the District's GIS department including GIS data creation and editing, support of mobile GIS users and other District staff who are users of GIS technology, and GIS analysis. The GIS Technician will work closely with the GIS Analyst in implementing new GIS capabilities, prepare and produce maps, conduct spatial analysis, maintain data layers, and incorporate maps and data into reports. This position will provide user support and work collaboratively with GIS system users and other District staff to understand needs, design solutions, manage data quality, and identify requirements for specific projects.

Essential Job Functions:
  • Convert electronic, paper, and other forms of data into GIS.
  • Provide support for end-users in the use of GIS software and tools.
  • Create models and python scripting.
  • Perform quality control checks to verify mapping accuracy and database integrity.
  • Maintain and update maps, spreadsheets, reports, data files and documentation for a wide variety of purposes.
  • Support the GIS Analyst in conducting spatial analysis including interpretation of plans, maps, data files, photographs, and legal descriptions.
  • Maintain GIS reference layers, including mapping and aerial files provided by others.
  • Edit topology and support a geometric network.
  • Assist with creating and maintaining work flows and documentation of GIS processes.
  • Assist with creating and maintaining a web-based GIS application.
  • Assist with creating solutions utilizing ESRI mobile applications.
  • Collect GPS data.
  • Perform quality control checks of own and others' work to provide mapping accuracy and database integrity.
  • Assist with GIS improvements including editing updates and synchronization with CAD file updates.
  • Work collaboratively with users and business area experts throughout the District to determine GIS needs; and provide solutions to meet those needs.
  • Provide GIS support to help facilitate integration of GIS with other solutions such as hydraulic modeling, customer service applications, work and asset management, and/or SCADA.
  • Respond to emergency mapping and information requests.
  • Respond to requests from other agencies for GIS related files and data.
  • Stay current with GIS technology. Research and evaluate new tools and vendor offerings with a focus on how GIS is being used in the water industry and public sector.
  • Assist with training users who edit GIS data through ESRI and other software platforms.
  • Provide needed information and demonstrations concerning how to perform certain work tasks to new employees.
  • Work closely with field crews and office staff to refine and improve data input and quality control processes.
  • Provide technical support to GIS users, including supporting GIS users with datasets and GIS applications, techniques, and solutions via the telephone, Microsoft Teams, and in person.
  • Analyze customer needs and develop solutions or products.
  • Perform other projects and related duties as assigned.

​Knowledge, Skills and Abilities Required:
  • Knowledge of ESRI GIS platform and products, including ArcGIS Server, ArcGIS Explorer, ArcGIS Field Maps, Survey123, ArcGIS Collector, ArcMap, ArcPro, and ArcGIS Portal.
  • Knowledge of geodatabase editing, including versioning, topology editing, and ArcServer.
  • Knowledge of GIS system hardware and software.
  • Knowledge of relational database concepts including data validation practices.
  • Knowledge of the role and application of GIS in managing linear assets and related resources.
  • Knowledge of how the role of application development and application administration plays in a GIS environment.
  • Knowledge of remote data acquisition using GPS.
  • Knowledge of mobile GIS applications is desirable.
  • Knowledge of computer operations and Microsoft Office, including query and reporting tools.
  • Knowledge of personnel, administrative, safety and departmental policies.
  • Knowledge of safety practices and procedures applicable to the job.
  • Skill in customer relations and communications, including the ability to effectively and tactfully work with difficult customers and complex customer issues.
  • Ability to work effectively managing multiple and diverse tasks and priorities.
  • Ability to establish and maintain respectful and harmonious relationships with others both inside and outside the organization.
  • Ability to communicate effectively both orally and in writing with coworkers, customers and other agencies.
  • Ability to effectively train users on appropriate use of GIS applications and data entry procedures.
  • Ability to perform effectively in an independent or team environment, as well as display self motivation skills.
  • Ability to manage records and information in any format, in accordance with applicable statues, regulations and District policy, guidance and records retention schedule.
  • Ability to display TVWD's vision of delivering the best water, service and value by demonstrating reliability, integrity, stewardship, excellence and safety.

Minimum Requirements:
  • Bachelor's degree in Computer Science, Geography, GIS or other related field; and
    Minimum of one year of experience with GIS mapping solutions preferably using the ESRI platform, including use of ArcMap and ArcPro tools; and
    Geospatial editing experience, including implementing data validation processes; or
  • Any combination of experience and training which provides the equivalent scope of knowledge, skills and abilities required to perform the work.

Special Qualifications:
Possess a driver's license valid in the State of Oregon; have and maintain a safe driving record.

Working Conditions:
  • Have regular and predictable attendance.
  • Daily verbal communications both in person and on the telephone.
  • Work for extended periods of time in a stationary position.
  • Ability to perform physical tasks that are moderately demanding.
  • Operate, read information and focus on a personal computer, telephone, and other related equipment.
  • Respond to work, without advanced notice, in times of adverse weather, natural disaster, emergency, or other unusual events as determined by the District.
  • This is a non-exempt position.
