General Information
​The Port of Portland has long standing contract with the US Army Corps of Engineers (since 1891) to maintain the Columbia River navigation channel to 43 feet. The dredging operation covers approximately 106 miles from Astoria to Portland. The Hydrographic Surveyor will work along side the Port's dredge vessel "Oregon" conducting and directing surveys in accordance with the US Army Corps of Engineers contract. 

The Port is looking for a licensed Professional Land Surveyor to operating DGPS, GPS surveying instruments, terrestrial total station and electronic levels to accomplish the collection of field measurements for hydrographic surveys and upland disposal site surveys.  The successful candidate will be able to process field measurements into X, Y, Z positions with point descriptions when necessary, utilizing HYPACK, Trimble Business Center and AutoCAD Civil 3D and provide data in appropriate format for the use of the United States Army Corps of Engineers, dredge Oregon personnel, and stakeholders.

* This position is FLSA exempt which means it is not eligible for overtime compensation for hours worked in excess of a 40-hour work week

Summary of Essential Responsibilities
  • Perform and direct hydrographic surveys along the Columbia River between Astoria and Portland for the Dredge “Oregon” operation in accordance with the United States Army Corps of Engineers contract. 
  • Serve as the quality control manager and I.T. support for the Dredge “Oregon.”
  • Perform and direct all types of survey products required for design, development, leases and maintenance of Port facilities, including but not limited to topographic, hydrographic, boundary, exhibit plats, ALTA, and land division surveys in conformance with Port survey and CAD standards, and ensure accuracy and completeness.
  • Manage survey consultants and Port technicians through all phases of Port hydrographic and land survey projects.
  • Provide leadership and professional/technical support, expertise, and guidance to Port staff, Port operating areas, and outside consultants for development of Port projects.
  • Provide professional direction to consultants and Port staff to ensure adherence to Port and industry standards.
  • Utilize advanced techniques to perform and direct accurate and complete hydrographic and land surveys at all Port facilities.
  • Prepare project scope of work, appropriate methods and equipment, and cost estimates for the survey aspect of engineering and land development projects.
  • Serve as backup for water quality monitoring.

Minimum Requirements/Skills and Abilities
MINIMUM REQUIREMENTS:
  • Bachelor’s degree in surveying/geomatics with specific focus on land and hydrographic surveying or related field is preferred; or an equivalent combination of education and/or relevant experience is required. Experience working in Marine and Airfield environments is preferred.
  • Minimum of five (5) years' experience working as a land surveyor and/or a hydrographic surveyor is required. Successful experience as a project lead/manager of hydrographic and land surveying projects is preferred.
  • Experience using GNSS field data collection equipment including the use of Real Time Networks (RTNs) such as the Oregon Real-Time GNSS Network (ORGN) and the Washington State Reference Network (WSRN) is required. Familiarity with Trimble Business Center software is preferred.
  • Advanced knowledge of: 
    • HYPACK, Trimble Business Center and AutoCAD Civil 3D, terrain modeling and drafting;
    • Surveying theory and practice;
    • Engineering design concepts and survey practices related to land divisions, easements, hydrographic surveys and boundary determination.
  • Oregon Professional Land Surveyor license (PLS) at time of hire is required.
  • ACSM-THSOA Certified Hydrographer is preferred.
  • Valid driver’s license is required.
  • Ability to pass background check for purposes of obtaining and maintaining eligibility for unescorted access to secure areas of Port-owned facilities. 

SKILLS AND ABILITIES:
  • Demonstrated leadership, judgment, and technical competence related to surveying, design, boundary determination, land divisions, hydrographic and construction.
  • Must have intermediate proficiency with currently used Microsoft Office applications. 
  • Excellent verbal and written communication skills.
  • Demonstrated ability to produce complete and accurate survey measurements.
  • Willing to promotes safety as a guiding principle and a regular practice in accomplishing work; focuses on safety improvements and complies with safety and health policies and procedures.
  • Proven team player who shows the utmost respect for others. 
  • Ability to: 
    • Assess conditions to determine methods, equipment and procedures for conducting/directing hydrographic and field surveys.
    • Work respectfully with a variety of agencies and departments.
    • Read and interpret architectural and engineering design drawings.
    • Produce neat and organized survey notes under all weather conditions.
    • Work independently and make sound decisions in the absence of specific direction.
    • Operate survey total stations, electronic levels, hydrographic survey equipment and provide professional support/expertise and guidance to Port operating areas.
    • Demonstrate commitment to valuing differences among individuals and passion for being inclusive.
    • Work on watercraft, active airfields, and active construction sites.
    • Occasionally work outside of regular work hours (on-call, nights or weekends) to accommodate project needs.
