This position works as directed by the Deputy Chief Information Office as part of a three-person team within the Applications & Development unit of the agency's Information Technology Division. The unit's primary focus and responsibility is to support and manage Geographic Information Systems (GIS) for the agency, customer support, project management, and creation of Geographical Information overlays and data used in its analysis.

Duties

This position's primary responsibility is to provide GIS analysis support to the Construction and Facilities Management Office (CFMO) Environmental Section where it receives additional leadership and guidance from the Environmental Program's Supervisor.

Data Management -
  • Gathers, enters, maintains, retrieves, analyzes, and extracts data.
Analyze Data -
  • Utilize Python scripting tools to analyze data for errors prior to upload into agency geospatial databases from remote sensing devices. Troubleshoot script to determine issues and make corrections to the database and/or python script.
  • Review, analyze, and produce data extracts of environmental data for yearly updates.
Extract Data -
  • Extract and perform translation of enterprise geospatial database schema to produce Data Dictionary Files for GPS data collector systems for site assessments and field data collection.
  • Utilize Python scripting language process and procedures to perform Extract, Translate, and Load (ETL) of Computer Aided Design (CAD) data into enterprise geospatial database systems.
Enter, Edit, Maintain, and Retrieve Data -
  • Design, apply, and support data retrieval processes to incorporate GIS or CAD data from many sources for inclusion into agency geospatial database systems.
  • Create GPS data dictionaries, and pertinent information from GPS collection projects to enforce data integrity and compatibility for existing data schema and format.
Gather Data -
  • Perform site data collection and verification on facilities, road, utilities and property to verify or generate data and/or maps.
  • Employ Global Positioning Satellite (GPS) survey equipment and remote sensing devices to confirm, gather, update, and ground truth environmental field data repositories.
Design, Create, Support and Document Data Structures and routines -
  • Design, create, support, and document ETL data structures and routines to support both electronic and manual drawing filing, storage and retrieval systems. Create environmental database structures to steward and integrate the environmental program data.
Application Development -
  • Design and program Environmental data specific web maps, reports and spatial analysis; change existing application maps to reflect changes, incorporate other sources of data, data updates supplying support for web-based mapping applications.
  • Design and support maps; produce revisions of maps using field reports, engineer plans and plats, aerial photographs, U.S.G.S quadrangles, coast and geodetic charts and other reliable sources.
  • Utilize Geographic Information System specific tool sets to support, change, or update application system sheets to support current and future web format maps.

Qualifications

REQUIRED
Bachelor's degree in Geographic Information Systems, geography, geographic information systems, remote sensing, land surveying, natural resources or closely related field that includes at least nine credit hours in GIS.
OR
An Associate's degree in Geographic Information System AND two years of experience in Geographic Information Systems software, cartographic principles, coordinate system transformations, and/or Data Interoperability or similar toolset.
OR
Four years of experience working in GIS in an environmental field.

DESIRED

Experience:
  • Two years of experience using high accuracy Global Positioning Systems.
  • Field data collection
  • Working with Arc Server / SDE v10.xx
  • Working with Arc Desktop v10.xx
  • Working with Arc Pro v2.3 or higher
  • Working with AGOL Web GIS
  • Working with Trimble based survey equipment or similar
Knowledge of:
  • Technical drawing computer programs such as Visio and AutoCAD.
Skills & Abilities to:
  • Create and maintain GIS and Computer Aided Design software.
  • Use and develop GIS and map development systems and layering.
Compensation: Wage/salary depends on qualifications or rules of promotion.

CONDITIONS OF EMPLOYMENT
  • Background Investigation: Must successfully complete the appropriate background checks required for employment and to obtain/maintain a Department of Defense (DoD) Common Access Card (CAC) required to access DoD computer systems. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.
  • Union Shop Provision: This position is covered by a union shop provision - Washington Federation of State Employees.
  • Driver's License: If selected for the position, must maintain and/or obtain a valid State of Washington driver's license prior to the date hired and be qualified to drive a state vehicle as required to accomplish program requirements.
  • Military Facility: Willingness to work on a Military Controlled Access Installation.
  • Work Hours: Tuesday through Friday for a 4/10 schedule, or Monday through Friday for a 5/8 schedule. Actual hours will start no earlier than 6:00am and end no later than 6:00pm, and will include core business hours of 8:00am to 4:00pm.
  • Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.
  • Travel: Occasional statewide travel may be required up to 10% to include overnight stays.
