Summary
The City of Bend is currently accepting applications for two (2) regular, full-time GIS Analysts to join our team! Both positions are in the Office of Performance Management and are COBEA Represented and FLSA exempt from overtime. The Office of Performance Management's vision is to transform the City of Bend into a data-informed organization through enterprise data management, analytics, and continuous improvement. One position will be focused on creating and maintaining enterprise GIS data and web mapping applications using the Esri suite of tools. The other position will be focused on ArcGIS Enterprise/ArcGIS Online administration, data integrations and automation scripts. Successful candidates will have extensive hands-on experience with Esri GIS software, strong analytical and problem-solving skills, and a commitment to excellent customer service.

Functions, Duties and Responsibilities

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Shown are duties intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Designs, develops, implements and maintains computer-generated land-based databases using Geographic Information System (GIS) hardware/software. Develops, maintains, and/or enhances database structure, data collection methodology, and data dictionaries. Collects, stores, updates, manipulates, analyzes, and displays geographically referenced information from a wide variety of sources. Electronically manipulates data files by importing, exporting, creating, editing, or updating data.
  • Researches conflicting/inaccurate data. Performs detailed inspections of data for accuracy and quality. Identifies data errors, programming errors, and other deficiencies, and makes modifications/corrections as appropriate.
  • Analyzes business requirements; researches trends related to GIS and business applications; prepares related reports, documentation, and recommendations. Evaluates new hardware and software; researches products and obtains price quotes.
  • Works with various departments and field crews to identify goals and objectives.
  • Performs complex analysis of user requirements.
  • Identifies problem areas and determines best courses of action to address the needs identified.
  • Develops and implements processes and routines to automate and enhance City operations, data conversion, and data expansion.
  • Provides training and guidance to GIS system users.
  • Reads and interprets a variety of geographic, property and land management, and mapping documentation such as construction drawings, ownership records, plats, and reports.
  • Produces various maps; generates reports, lists, tables, maps, and other documentation.
  • Develops and maintains documentation and procedures for hardware, software, and systems.
  • Performs technical work in support of computer operations; installs and tests new software and upgrades; troubleshoots various hardware/software problems as needed; performs general maintenance of computer system, such as backing up data or replacing paper, toner, or other components; coordinates service/repair activities as needed.
  • Operates/utilizes a variety of equipment/tools associated with work activities, which may include a printer, scanner, digital camera, multimedia projector, CD recorder, digital equipment, fax machine, copy machine, calculator, telephone, or engineering scale.
  • Communicates with supervisor, employees, other divisions/departments, other governmental agencies, vendors, sales representatives, customers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Maintains a working knowledge of a variety of computer operating systems, programming languages, and software programs associated with work activities, which may include word processing, database, Geographical Information System (GIS), computer-aided design (CAD), mapping, multimedia presentations, graphics, utilities, communications, email, or Internet.
  • Maintains an awareness of new technologies, products, trends and advances in the profession; reads professional literature; attends workshops and training sessions as appropriate.
  • Complies with safety requirements of the position and actively promotes safe work practices.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.
  • Performs other duties of a similar nature or level.

Knowledge, Skills and Qualifications

Knowledge of:
  • Principles of land planning, surveying, mapping, global positioning systems and usage of aerial photography and satellite imaging;
  • Theory, principles and practices of geographic information systems, including computerized data compilation and conversion techniques, database management systems, graphics applications and overlays, and spatial models for computer analysis;
  • Principles and capabilities of computer systems, including networked environments and peripheral devices;
  • Database systems integration, quality assurance procedures, and documentation of data sets;
  • System access and security guidelines and procedures;
  • Hardware and software troubleshooting techniques.

Skill in:
  • Analyzing complex data and information systems problems, evaluating alternatives, and making logical recommendations based on findings;
  • Using GIS applications such as ArcMap, ArcIMS, ArcSDE, and ArcGIS Server;
  • Reading, understanding, developing, manipulating, and analyzing geographic information in a variety of data formats and projections;
  • Effective computer cartographic design, layout, and production;
  • Balancing aesthetic and informational requirements of map products;
  • Compilation, analysis, and presentation of technical and statistical information in reports;
  • Reading, understanding and analyzing map imagery and geographic information, and interpreting regional planning and zoning information;
  • Assessing and prioritizing multiple tasks, projects and demands;
  • Establishing and maintaining cooperative working relationships with other agencies and other City employees;
  • Following and effectively communicating verbal and written instructions.

Education, Experience, Certifications and Licenses Required
:
Associate's degree with emphasis in cartography, mapping, Geographic Information Systems, computer-aided drafting operations, computer science, or a closely related field; and three (3) years of technical experience in the creation and maintenance of a GIS; OR an equivalent combination of education and experience that provides the required knowledge and skills.
