The IT Supervisor for Geographic Information Systems (GIS) is responsible for citywide geospatial technology and GIS-enabled systems in the Information Technology Department. The team supports our internal and external customers by providing a reliable, redundant and secure geospatial platform.   The GIS portfolio reflects the diversity and complexity of City services and products including Enterprise Asset Management (EAM), permitting and inspection, addressing, public safety dispatch and records, and community engagement to name a few.

The Supervisor will prioritize, manage, and inspect the workload of GIS Analysts daily, mentoring and developing their technical and teamwork skills. The supervisor will foster collaborative relationships with internal City IT customers and application vendors ensuring that the systems are performing as expected and meeting the customers’ growing business needs.  The supervisor will monitor team and individual progress towards the work plan as well as maintain and report work backlogs for the team members supervised. 

ESSENTIAL JOB FUNCTIONS:
  1. Work collaboratively with City IT customers and IT leadership to develop and maintain an annual work plan for the GIS team in IT. 
  2. Prioritize daily tasks for the team to ensure delivery in keeping with the annual work plan.  Periodically report progress to IT Leadership.
  3. Ensure the team works collaboratively with vendors to maintain a Systems Lifecyle Management Plan for the City’s geospatial systems and applications.   
  4. Responsible for ensuring the maintenance of agreed upon service levels for GIS related services.
  5. Perform project management functions including:
  • Manage complex upgrades, enhancements and new product implementations using project management best practices.
  • Track and report progress toward milestones and deliverables. 
  • Escalate project risks appropriately and propose mitigation strategies.
  • Conduct closeout meetings for completed tasks and projects.   
  1. Coach and mentor team members to ensure growth in technical and teamwork skills.  Conduct performance evaluations and develop training plans for the team to ensure adequate primary and secondary support for major systems/applications across the team. 
  2. Responsible for hiring, disciplining and adjusting grievances of subordinate staff.
  3. Responsible for implementing training programs for spatial systems and applications to increase user adoption of spatial solutions among City customers.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Strong project management skills.
  • Experience with geospatial technologies and systems.
  • Current knowledge of Esri’s GIS software platform including ArcGIS Enterprise, ArcGIS Online, ArcGIS Hub, SDE for SQL server, and ArcGIS Desktop. Familiar with mobile GIS, image processing, data analytics tools, scripting/programming, and spatial visualization.
  • Experience in vendor management, procurement, and contracting.
  • Strong customer focus through building customer relationships, positive attitude and proven methods to effectively manage customer interactions.
  • Pursues recommended training and industry certifications to stay current in the field.
  • Knowledge of basic managerial principals including development of goals, translation into a work program, development of budgets. 
  • Ability to plan, implement and evaluate work programs

QUALIFICATIONS:

Education and Experience:
Bachelor's Degree in Information Technology, Geography or related field plus five or more years of related experience in management of Geographic Information Systems,(GIS), supervisory experience preferred OR any combination of education, training and experience that will allow successful performance of the essential duties of the position.

Certifications:

Certifications in ITIL and/or other industry standards desirable.

​Additional Requirements
:
  • Must be able to pass a background check and a national fingerprint records check.
  • Current Washington State Driver’s License free from serious or frequent driving violations.
