Job Description
The Whitcom GIS Coordinator is directly responsible for the management and maintenance of emergency response related data. This includes Geographic Information System (GIS) Data and maintenance of the 911 Database, coordinating updates of street addressing and emergency response zones with Whitcom and associated public safety jurisdictions, data formatting, research and error investigation, system troubleshooting, and record keeping.
This position is responsible for the development and maintenance of the legacy 911 data and implementation and maintenance of the NG9-1-1 (Next Generation 911) GIS systems. This position resides under the direction of the Whitcom IT Manager.  

Job Responsibilities
  • Responsible for Public Safety updates to mapping programs and other 911 database Issues.
  • Generating short and long-term vision, strategies, and plans to communicate and leverage GIS data to interface with Spillman Computer Aided Dispatch (CAD) geobase system used by Whitcom for location-based dispatching.
  • Coordinating with departmental end users to ascertain their GIS and geographic data needs to meet assigned objectives and ensure full input and participation in GIS development and implementation as it pertains to 911.
  • Managing day-to-day functions of GIS including assuring proper system operation, conferring with dispatch staff on geobase improvements, planning and maintenance of GIS data and 911 database applications.
  • Oversees the maintenance of the 911 database and coordinates with the 911 database provider and Local Exchange Carriers on all telephone service issues relating to MSAG/ALI validation and E-911 data failures. This shall include implementation and maintenance of Emergency Service Zone Boundaries and the correlating Emergency Service Numbers.
  • Uses ESRI software to develop and maintain enhanced 911 data for the Spillman Geobase module. Provides required data as specified in the Washington State Data model and NENA (National Emergency Number Association) data model for use in NG911 call routing. Reconcile and synchronize GIS data with existing ALI (Automatic Location Identification) and MSAG data as required in the transition of next generation 911 emergency call routing.
  • Provides implementation and maintenance of emergency response map layers, including but not limited to jurisdictional boundaries, street centerlines, emergency response zones, and agency logistical reporting areas. Respond to fire, EMS and law enforcement complaints and inquiries regarding response boundaries.
  • Evaluates and makes recommendations regarding Spillman Geobase and MSAG processes and problems. Assist in developing automation plans to support the business needs of Whitcom. Coordinates with the Whitcom IT Manager to insure systems are synchronized and data is current.
  • Coordinates address assignment and/or modifications with local addressing authorities to insure the PSAP GIS system and 911 Database are kept current. This requires researching and correcting errors or discrepancies in addresses, street names, and number ranges.
  • At the direction of the WHITCOM IT Manager, acts as liaison to various committees and boards; attends meetings; provides research and technical support; discusses issues, problems and resolutions with all parties.
  • Coordinates with telephone companies, emergency service agencies, jurisdictions, and related entities to resolve data discrepancies and troubleshoot problems.
  • May assist in the preparation and enforcement of grants and contracts. Requires occasional site visits to troubleshoot problems or to meet with other agencies.  Must be able to attend frequent meetings away from the center.
  • Monitors and documents performance of equipment and recommends improvements and upgrades; diagnoses, corrects and requests repair services for minor equipment problems; researches and recommends vendor/product purchase; conducts requests for proposals.
  • Develops, promotes and maintains cooperative relationships with user agencies and other communications centers; provides guidance and assistance on technical, operational and program issues; participates in seminars, conferences and professional associations.
