The City of Portland is seeking GIS Technician II’s to join the team! 
This eligible list may be utilized to fill future vacancies along with current vacancies within the Portland Bureau of Planning and Sustainability and Portland Bureau of Transportation
 
About the classification: GIS Technician II’s are utilized in a variety of bureaus including the Portland Bureau of Planning and Sustainability, Bureau of Environmental Services, Portland Bureau of Transportation, Portland Water Bureau, Portland Bureau of Development Services, and Portland Parks and Recreation. If you apply & meet minimum qualifications, you will remain eligible for future opportunities within this classification for the duration of the eligible list.  Please review the open vacancy information below, along with a general description of how each bureau utilizes GIS Technician IIs.  
 
The GIS Technician II positions are experienced users of GIS software, including the ArcGIS software suite and ArcGIS Online. These positions are skilled at schema development, data conversion, data integration, design of web maps for field staff, and other functions.
 
Current Vacancies

Bureau of Planning and Sustainability: 
The current vacancy is Limited Duration. Persons appointed to limited term positions will be designated as regular or temporary employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.

This will be challenging and exciting work managing, integrating, analyzing, and sharing GIS data and mapping products to meet the needs of Bureau of Planning and Sustainability (BPS) and City of Portland projects and programs. It will require sophisticated GIS analysis skills, as well as project management and client and stakeholder engagement experience.

Specific duties include:
  • Perform complex GIS data maintenance, manipulation, analysis, extraction, and generation assignments.
  • Coordinate with BPS project teams, community-based partner organizations, and other external stakeholders on spatial data collection methods, data management, analysis, and mapping products to address the City of Portland’s core values and BPS’s priorities.
  • Help to maintain the City of Portland’s zoning data and present that data through web applications such as PortlandMaps, BPS’s interactive zoning map, and BPS’s Map App.
  • Create and improve analytical models to support the needs of BPS’s planning and sustainability programs, such as BPS’s Buildable Lands Inventory GIS model.
  •  Work with BPS Data Analysts to analyze and share demographic data for use by BPS and other City of Portland bureaus.
  • Prepare, design, and produce a variety of maps and other graphic representations displaying layers and attribute data from the database, using cartographic techniques to represent spatial data; develop and maintain data layers, using GIS tools and relational databases; enter attribute data pertaining to specific features into a relational database; incorporate maps, charts, spreadsheet data, and text into reports and websites.
  • Consult with clients to define requirements of GIS requests; research and evaluate available data and propose methods to be used; assist in the development of production schedules for mapping and analysis projects.
  • Assist in installing and testing new GIS software; assist in resolving and troubleshooting GIS-related problems and requests; maintain computer hardware and accessories; provide GIS software training for bureau personnel. 

​The ideal candidate has good technical and GIS skills and is creative, innovative, and collaborative. This position will work in a highly collaborative environment, working closely with other BPS GIS staff and the broader BPS Tech Services team. This position will help to develop the bureau's strategic spatial data mapping and analysis objectives as well as accessibility requirements, and design GIS data, analysis and mapping products to meet those needs. 
The ideal candidate will also have:
  • Knowledge of and experience with Python programing language and it's application to GIS.
  • Familiarity with web GIS, including the ArcGIS online platform, ArcGIS enterprise and web services

Portland Bureau of Transportation:

The Portland Bureau of Transportation (PBOT) is seeking two detail-oriented GIS professionals to fill GIS Technician II vacancies in the Business Services Group and the Maintenance Operations Group. (1) position is a permanent (funded) position and, (1) position is a Limited Duration position. Persons appointed to limited term positions will be designated as regular or temporary employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources. The people filling these roles will spend most of their time mapping transportation assets from construction plans and work order diagrams, but they’ll also be called on to provide GIS desktop support, write documentation, and conduct GIS analysis.
 
Specific duties include:
  • Digitize transportation assets.
  • Perform quality control checks.
  • Provide GIS desktop support to staff across the bureau.
  • Attend and participate in team and division meetings.
  • Write metadata and document mapping practices.
  • Conduct spatial analysis and data summarization.
  • Configure and maintain web-based maps and tools.
  • Use cartographic and graphic design tools to represent spatial data as maps, charts and graphics. 
The ideal candidates have good technical and GIS skills, are organized, thrive on details, and are uncompromising in consistency and accuracy. This position is embedded in highly collaborative teams which serve a broad internal customer base so building relationships with teammates and customers is key to success. The ideal candidate will also have: 
  • Experience interpreting construction plans, engineering maps, graphs, legal descriptions, satellite and/or aerial images.
  • Familiarity with web GIS, including the ArcGIS online platform, ArcGIS enterprise and web services.

Potential Upcoming Vacancies: 
 
Bureau of Environmental Services:
The Bureau of Environmental Services (BES) anticipates opening a GIS Technician II position which will be located in the BES Information Systems and Mapping (ISM) division.

Some of the things you will get to do include:
  • Perform specialized and detailed GIS mapping duties related to the disposition of BES assets in the sewer and Stormwater Collection System data layers and enterprise asset management database.
  • Enters, edits, updates, and maintains GIS data.
  • Performs data gathering, research, archival, and retrieval of historical maps and records. 
The ideal candidate will have advanced GIS data editing skills and experience in review and interpretation of the terminology, methods, and nomenclature of construction plans, as-built drawings, and legal descriptions and conversion of those records to GIS. The ideal candidate will also have: 
  • advanced GIS data editing skills
