General Information

The Port of Portland is a gateway to the globe, we operate multiple airports, marine terminals and business parks that connect people and passengers, drive economic growth, and improve our region's quality of life. Service is a core Port value and we're seeking a talented and dynamic Applications Analyst to support a suite of new and in-house developed applications. You will work with work groups across the organization to support and enhance technologies including geographic information systems (GIS) and venue space management services, web applications for internal and external customers. You will be integral to projects that contribute to the overall success of the Port of Portland.
 
We are looking for someone who is motivated by partnering with business lines to troubleshoot, modify, deliver, and support a variety of technology solutions. * This position is classified as FLSA exempt, therefore it is not eligible for overtime compensation for hours worked in excess of a 40-hour work week  

Summary of Essential Responsibilities
  • Maintain a broad portfolio of critical Port business systems that includes purchased and in-house developed technology solutions and hardware. 
  • Query data to generate reports. 
  • Perform system analysis, implementation, diagnostics, patching and upgrades of purchased products, working with contractors, customers, vendors, other IT staff and other Port departments. 
  • Detailed research, testing and documentation of the acquired systems. 
  • Assess impacts to existing systems and business process. 
  • Web site service and console programming for development of user interfaces and backend data interfaces. 
  • Provide end-to-end system and program design, including the development and compilation of code, testing, documentation, enhancement and implementation of solutions, applications, interfaces, and services. 
  • As a senior staff member and project stakeholder, represent IT on the projects and support areas you are assigned to, addressing any aspect of the essential functions as needed. 

Minimum Requirements/Skills and Abilities
  • Bachelor's degree in Geospatial Science, Computer Science, Information Systems or a related field is preferred; or the equivalent combination of education and/or relevant experience is required.
  • Minimum of five (5) years of relevant work experience in information technology is required.
  • Must be able to pass criminal history records check and security threat assessment to obtain and maintain a PDX Security Badge is required

Experience with the following programs and platforms is preferred:
  • At least one course, or equivalent, in using ArcMap or ArcGIS Pro
  • At least one course, or equivalent, in using Structured Query Language (SQL)
  • At least one year of address dataset analysis or GIS industry experience is preferred.
  • Street address standards, parsing, standardization, and geocoding.
  • ArcGIS platform, including ArcMap, ArcGIS Pro, ArcGIS Online, ArcGIS Server, ArcGIS Enterprise, Portal for ArcGIS, and file and enterprise geodatabases.
  • Relational databases, especially PostgreSQL/PostGIS, SQL Server.
  • Developing software, particularly with Python, SQL, and PL/pgSQL or T-SQL or PL/SQL.
  • FME platform, both Desktop and Server.
  • Venue space management platforms (Cisco Spaces).
  • Cartography and data visualization, including dashboard products (Power BI).
  • Open-source software for geospatial (FOSS4G), for example QGIS.
  • Microsoft Office, particularly Word, Excel, and PowerPoint.
