ENGINEERING  TECHNICIAN
GEOGRAPHIC  INFORMATION  SYSTEMS
PUBLIC  WORKS  DEPARTMENT
HP#2017-26

Salary Range:  $4,353 to $5,729 per month.
Starting salary is $4,353 to $5,296 (depending on qualifications), plus benefits. 

General Statement of Duties
The primary focus of this position is to perform various engineering and administrative support functions to assist in the management of public assets through the use of Geographical Information Systems (GIS) and asset management software for the Public Works Department. Manages large GIS data set, including adding new and editing existing data; assists with GPS data collection; prepares presentation-quality maps; and performs data analysis as needed. Performs directly related work as required.

Acceptable Experience and Training
  • Associate’s degree in Civil Engineering, Construction Engineering, Geographic Information Systems, or a closely related field; and, based upon assignment, 2 years of journey level experience in drafting, office and field inspection engineering, surveying work, Geographic Information Systems, and/or data/computer analysis related to area of assignment; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Special Qualifications
Depending on assignment, some positions may require:
  • Valid Driver’s License and safe driving record.

Selection Process
Applications will be evaluated based on experience, training and skills presented in the employment application.  Selected applicants will be invited to an interview approximately two weeks after the closing date.  Criminal and civil record checks and reference checks will be conducted on final candidates.  A pre-employment physical examination and drug screening will also be required for safety-sensitive positions.  All applicants will be notified in writing of the final status of their application.  Employment of persons hired by the City will be contingent upon presentation of acceptable documents verifying identity and employment eligibility in the United States.

Salary
All salaries, as stated, are based upon current information and are subject to change.  Please carefully consider the following information before applying.  The 72nd Oregon Legislature created the Oregon Public Service Retirement Plan (OPSRP).  Public employees hired on or after August 29, 2003 become part of OPSRP, unless membership was previously established in PERS.  Employees who are PERS/OPSRP eligible are subject to a mandatory 6% employee contribution.  

For employees hired that are not eligible for PERS/OPSRP, once eligibility is established after working six full-calendar months in a qualifying position (at least 600 hours in a calendar year), you will be subject to a mandatory 6% employee contribution to PERS/OPSRP resulting in a decrease in your “take-home” pay.

Our policy states employees will receive a step increase upon successful completion of a one year probationary period.  Other step increases occur annually thereafter with at least satisfactory performance until the top of the range is reached.  In addition to step increases, cost of living adjustments are considered by City Council on an annual basis.  Again, salary amounts and our compensation policy, as stated, are based upon current information and are subject to change.

Bi-lingual Fluency Program
Employees who can demonstrate the ability to speak both Spanish and English, at a proficiency level determined by a fluency test administered by the City, will receive incentive pay.

Benefits
The benefits package includes family medical, dental, and vision insurance, VEBA, employee life, accidental death and dismemberment, and long-term disability insurance, retirement (PERS/OPSRP and social security), holidays, vacation, sick leave, voluntary health promotion program, employee assistance program, credit union, and deferred compensation programs.  The current base benefit package employee contribution is $100.00 per month and is subject to change.
