The Position
​The Technical Support Specialist is a professional GIS position in the City’s Engineering Department. The person in this position performs a variety of Geographic Information System and surveying activities under the day-to-day direction of the GIS Supervisor. This is a full time position and is represented by the Lake Oswego Municipal Employees Association (LOMEA), American Federation of State, County and Municipal Employees (AFSCME).

Key Responsibilities
The Ideal Candidate will: 

• Use GIS software to maintain, update and attribute spatial and tabular databases for a variety of GIS layers.    
• Use ESRI and AutoCAD software to add construction as-built information to GIS Layers, draw legal and easement descriptions. Create thematic maps based on requested data.
• Support GIS Department in conducting spatial analysis including interpretation of plans, maps, data files, and legal descriptions.
• Assist with creating and maintaining work flows and documentation of GIS processes.
• Collect field data utilizing GPS Technology. Familiarity with Trimble software and hardware.
• Respond to mapping and information requests from staff and the public.
• Willingness to learn new software programs and work independently at times.
• Good communication skills with coworkers and those in other departments.
• Ability to work outside in challenging weather and terrain conditions.
• Assist the City Surveyor with field surveys or other survey related tasks.
• Performs other duties of a similar nature or level.

 
Knowledge, Skills and Abilities:

• Knowledge of ESRI GIS Platforms and products such as ArcMap and ArcGIS Pro
• Knowledge of GPS equipment, software and field practices.
• Willingness and ability to work through assignments and resolve minor issues independently.
• Knowledge of construction and utility networks.
• A basic knowledge of Land Surveying is ideal but not mandatory.
• Programming in Python or Arcade is desired.
• Experience with GeoCortex or Elements XS is also desired.

Education and Experience RequirementsEducation and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is with a Bachelor’s degree in geography, computer science, and engineering or a related field or one to two years of work experience with GIS computer systems.  Offers of employment are contingent upon successful completion of a thorough criminal background check. Candidates will be selected based upon their job related training, education, experience, skills and an oral interview.
