In this position, the Emergency Management Specialist (GIS) will serve under the supervision of the Emergency Communications Branch Chief, supporting and coordinating Geographic Information Systems (GIS) Regional field operations within the Region X Response Division. In addition, you will implement, operate, populate, analyze, and maintain GIS applications and databases that support the emergency management cycle including preparedness, response, recovery and mitigation. This position starts at a salary of $77,926 (IC-12).

​Responsibilities
As an Emergency Management Specialist (GIS), you will coordinate with FEMA’s GIS Working Group on GIS activities related to Regional activities.

Typical assignments include:
  • Operating specialized Geospatial technology in order to support the production of geospatial products;
  • Adhering to restrictions on the display and distribution of Individual Assistance (and other data source) information as specified by FEMA guidance including Privacy Act, licensing agreements, and data-owner restrictions;
  • Creating and modifying maps using Agency approved GIS software and the basic understanding of geography, coordinates, datums, and projections;
  • Geo-referencing data and use vector and raster data within GIS software;
  • Supporting GIS server and web applications including ArcGIS Server, and Arc-SDE.

The Multnomah County Department of Community Services serves the people of Multnomah County by providing many valuable services - Elections, Animal Services, Land Use Planning and Transportation.   • Perform construction inspection & administration and assist in the day-to-day operations of the Mid-County Street Lighting Service District
  • Assist in the maintenance of Community Services GIS through field data collection, engineering plan interpretation and LiDAR analysis
  • Build and maintain web maps in ArcGIS Online and Geocortex
  • Provide ongoing technical assistance for GIS and Asset Management applications
  • Partner with Data Analysts to create, process and quality control data for critical projects

Minimum Qualifications/Transferable Skills*:
  • Associate's degree from an accredited college with major coursework in geography, computer science, engineering, natural resources or a related field, or equivalent.

Additional Information

We do not own or operate any boating access facilities.

We are funded by registration fees and marine fuel taxes paid by motorized boaters. No general fund tax dollars are used to support the agency or its programs. Boater-paid fees go back to boaters in the form of marine law enforcement services, boating safety education, environmental programs, and boating access facilities. 

What you will do!
You will provide research and analytical support for the Boating Facilities program by reading planning and technical documents, drafting comments regarding the potential effect to recreational boating and waterways. You will be using GIS to process a variety of geospatial data, create data, custom maps, shape files related to boating and updating program datasets.
