Sanborn Map Co. is looking to fill an on-site Geospatial contractor position with the Bureau of Land Management as soon as possible. The job is in Denver, so any applicant would need to be able to be based there. This position will work within the BLM's Geospatial Imaging Section, which leads the Bureau in geospatial science, photogrammetry and remote sensing.

​There are a lot of great opportunities to get experience with some exciting remote sensing applications (drones, structure-from-motion photogrammetry, small sats, Google Earth Engine, Python programming, just to name a few).
 
This position requires an FAA Part 107 Small UAS certification and there is a large fieldwork component as well.

​The Senior GIS Analyst provides a full range of Geographic Information System (GIS) support for departmental, inter-departmental, and interagency projects. Responsible for the management, quality control and delivery of GIS services for the Planning Department. Performs a wide variety of advanced analytical and geo-processing functions to create, maintain and retrieve data from the City’s GIS. Acts as project manager, or technical consultant and liaison to interdisciplinary project teams. Responsible for evaluating project requirements, providing guidance with respect to design and implementation of technical project framework; responsible for assignment and application of most-appropriate GIS resources to meet specific project needs; responsible for design, development, and implementation of GIS tools, geospatial databases, and statistical analysis products. Provides professional interpretation of spatial analysis results in terms appropriate to specific project disciplines including: urban planning, civil engineering, architecture, design, transportation, public safety, and environmental science. Presents results, and provides interpretive analysis, and/or expert testimony to project teams, department heads, elected officials, boards, commissions, judicial bodies, and the public.

The current full salary range for this position is $7,568/month - $9,170/month. Placement within the range is based on qualifications and professional experience in accordance with City policy. Employees receive step increases annually in accordance with the Teamsters (Supervisory and Professional Unit) Collective Bargaining Agreement and City policy.

City of Bellingham employees receive medical, dental, and vision insurance as well as life insurance and long-term disability. Additional benefits include flexible spending accounts, a medical insurance opt-out program, and access to our employee assistance program. All eligible City employees are enrolled in a Washington State Department of Retirement Systems pension plan. Employees will receive 12 paid holidays in addition to one paid floating holiday each year. At the time of hire, employees will accrue 8 hours of sick leave and 10 hours of vacation per month. ESSENTIAL FUNCTIONS OF THE JOB:
  1. Responsible for evaluation of Planning Department GIS program needs and development of appropriate GIS architecture to meet those needs. Coordinates with other City GIS and IT staff on decisions involving changes to enterprise databases, applications, and protocols.  
  2. Leads integration of Planning Department data systems with GIS analytic functions. Identifies key business requirements; writes and produces appropriate GIS functional specifications and workflows to meet those requirements. Writes and updates data models, scripts, and programs in support of specific application needs such as asset management, monitoring land supply, housing inventory, watershed property acquisition model, statistical reporting, cartographic production, and automation of routine processes. Works within City legislative procedures, including the Planning Commission/City Council legislative process, and Municipal Code requirements. Applies knowledge of urban design principles, including 3D visualization, floor-area-ratio analysis, residential density modeling, and employment and population statistics.
  3. Manages and monitors versioned edit and quality control processes on the City’s spatial data server. Designs editing and data update workflows to ensure business system requirements are achieved. Responsible for optimizing database design and data manipulation on the spatial data server. Serves as primary data steward for datasets related to Planning, Land Use, and Environmental features.
  4. Coordinates work plan and provides support for special mapping and data analysis projects and services for other City departments, outside agencies, the public, private developers, and consultants. Facilitates technical dialogue with parties to determine product specifications and standards. Provides customized presentations, reports, and exhibits. May provide explanation and interpretation of research, determinations, analysis methods, and deliverable materials in private and public meetings. Effectively applies industry-standard cartographic design principles in the production of multi-media, digital, and hardcopy work products. Responsible for ensuring spatial data is accurately and appropriately portrayed for intended audiences, and uses.
  5. Responsible for development and application of quality control measures on citywide and departmental GIS datasets. Ensures spatial integrity, attribute consistency, and proper integration between GIS data and other business systems.
  6. Prepares and maintains documentation of GIS databases (metadata), procedures, standards, and other reference materials. Manages integration of this documentation with other City business systems.  
  7. Prepares written reports and documentation which describe project or system status, procedures, functions, requirements, and recommendations. 
  8. Coordinates and performs research, data collection, and data entry for the creation and maintenance of GIS data. 
  9. Administers the City’s ArcGIS Server mapping services, including cartographic design, feature information delivery, system updates, and integration with key business systems. 
  10. Creates and maintains ArcGIS online map services and story maps. Effectively applies industry-standard web mapping and web design principles. Functions as an administrator for ArcGIS Online Enterprise system. 
  11. Responsible for annual City of Bellingham population estimate submittal to WA State Office of Financial Management (OFM). Requires understanding of permit system information, ability to perform complex queries and ensure data integrity of permit tracking system (Trakit).
  12. Responsible for serving as point-of-contact, and compiling information for mandated state and federal reports (WA State OFM, U.S. Census Bureau, etc).

Major Areas of Responsibility:

  • Payload Operations: Works directly with customers at operating sites as an imaging
    system expert, collecting airborne imagery with Overwatch payloads, supporting mission
    planning to optimize data value, and creating derived information products (maps,
    annotated images, reports, etc) for end-users.
  • GIS Map and Photogrammetry Product Generation: Creates deliverable outputs from
    Overwatch payload raw and auto-processed data, including fire maps and large area
    orthomosaics. Generates templates and work instructions for the related software.
  • Payload Technical Documentation and Training: Develops and maintains user manuals,
    quick reference cards and training materials, and trains payload users how to effectively
    collect and process high-quality data.
  • Product Evaluation and Continuous Improvement: Tests new payloads and associated
    software, collects sample data, conducts demonstrations, and organizes product
    feedback and improvement opportunities.
 
Experience and Education:
  • Experience in deployed operational settings (military, wildland firefighting, or
    similar) and/or providing product training to operators.
  • Training and hands-on professional experience with GIS software tools and map
    creation, especially in compliance with US fire mapping standards (ex:

  • Experience with airborne imaging systems and ISR applications and tools.

1. Conservation GIS Analyst
The Conservation GIS Analyst provides geospatial support to the Center for
Conservation Innovation (CCI) specifically and Defenders of Wildlife more
broadly. The incumbent coordinates and supports interdisciplinary teams in
need of GIS-related services and guidance to other GIS users. He/she
contributes to a variety of projects, including mapping and geospatial
analyses across the organization, from field conservation to membership
outreach. The position will also work with our team of scientists and help
develop new tools and ideas for strategically using data to improve
biodiversity conservation policies and practices.
 
Reporting to the Senior Conservation GIS Analyst, the Conservation GIS
Analyst plays a key role in CCI by analyzing complex geospatial datasets
related to imperiled species and their habitats; communicating the results
through a variety of creative media; developing static and interactive web
maps and resources to inform endangered species conservation; supporting
intern skill development; and cultivating partnerships internally and with
other organizations to advocate for conservation strategies. The analyst
will generally apply geospatial data to better understand places that
endangered species rely on and the potential landscape patterns and
management decisions affecting species. When advising staff, the analyst
will often be asked to gather relevant scientific data, distill key points,
and weigh alternatives. The analyst will also manage the Google File Stream
cloud system for storing Defenders' spatial data and will serve as an

2. Director, Conservation Science
The Director of Conservation Science (Director) plays a lead role in
providing support, building capacity, and advancing research on
conservation science issues. As a leader at the Center for Conservation
Innovation (CCI), the Director manages a team which enhances the work of
the organization to improve imperiled species and habitat conservation by
integrating quality science into Defenders' programs and by ensuring that
Defenders' science is informed by emerging policy and technology.
 
Reporting to the VP, the Director is the science point-person at Defenders.
A significant part of this role is managing junior technical and scientific
staff and interns to achieve effective integration of science in Defenders
programs and partnerships. S/he oversees a variety of projects, including
analysis of large and complex spatial and non-spatial datasets, outreach
through visuals and web apps, and distribution of best available science.
The Director is responsible for understanding, developing, and integrating
foundational and cutting-edge scientific principles and approaches to
Defenders' work. S/he applies expertise to ensure the accurate
interpretation and strategic use of science to progress Defenders'

Geographic Information System (GIS) Specialist, Portland, OR #109322 

General PurposeThe GIS Specialist position ensures that As-Builts are mapped into the facility and GIS based connectivity mapping systems after construction completes. As well as providing support on various data cleanup projects. Responsible for updating the mapping and connectivity systems using redlines and other information that comes back from the field, engineering, or dispatch.  Position requires a good understanding of electrical distribution systems or other utility network based systems in addition to a strong knowledge of distribution utility design and GIS fundamentals.

Responsibilities
​
•    Use Geographic Information Systems (GIS), and custom applications to create, collect, compile, configure, transform, and maintain data that serves a variety of purposes.
•    Post map changes as instructed by field-completed drawings and as-builts. 
•    Maintain complete records of the Company's distribution electrical assets.
•    Work to ensure departmental data quality and work productivity goals are met.
•    Maintain the electrical connectivity network within the GIS applications by ensuring complete network traceability from the substation to the end customer.
•    Generate maps; read and interpret electrical utility asset and connectivity maps to enter, edit, and update spatial and tabular data.
•    Maintain the accuracy of the GIS database(s) and technical files and documentation.
•    Work with design estimators and engineers to resolve design as-built connectivity discrepancies. 
•    Coordinate with Operations managers, estimators, and service coordinators to resolve data issues. 
•    Develop and maintain operational and procedural documentation.
•    Deliver accurate and timely resolution to daily production issues by troubleshooting and providing effective and timely solutions.
•    Interpret engineering designs, plans, plat maps and legal descriptions to automate, update, and correct map data; conduct mapping research in the field and office.  
•    Complete digitizing, spatial data editing, attribute editing, data validation and maintenance of digital infrastructure spatial data and related attribute information.
•    Analyze data and perform QC/QA related activities, engineering standards enforcement, data validation, cartography, check plots, etc. 
•    Prepare plans, material lists and drawings for both capital and maintenance work. 
•    Prepare as-built drawings for emergency work and designs performed by third parties.
•    Perform queries against drawings to create specialty maps as requested.
•    Provide alternatives and recommendations to internal and external customers.
•    Assist with project driven data development and asset mapping projects.
•    Investigate and reconcile mapping discrepancies between retired mapping system and active mapping system.
•    Utilize productivity tools to efficiently navigate to and to edit features.

Requirements
•    Technical certification or equivalent in drafting, GIS, or the equivalent combination of education and experience. 
•    Have demonstrated experience using ArcGIS Desktop or ArcGIS Pro to maintain and manage utility data and/or linear network systems.
•    At least 3 year of related experience working in a fast paced, high volume data production environment using CAD and/or GIS.
•    Knowledge of utility engineering specifications and drawings, established drafting and design techniques.
•    Knowledge of current technologies, tools, systems, and vendors.
•    Understanding of company policies, practices, and procedures.
•    Ability to effectively translate technical jargon into layman’s terms. 
•    Communication and interpersonal skills including the ability to consult and resolve internal and external customer issues. 
•    Ability to work with all levels of an organization including people with different styles and backgrounds; ability to work as a member of a team.

Preferences
