In this role, you will work with other members of the GIS Services and IT teams to power innovation across Weyerhaeuser managing desktop, web and mobile GIS technology products (third-party and Esri). As the product manager of our UAV software platform, you will partner with our distributed team of UAV/drone pilots to find new business value. You will work alongside data scientists to support and manage geospatial analytic and machine learning (ML) products that scale to Weyerhaeuser’s immense footprint. You will also seek out and contribute tactical ideas to improve existing processes across our GIS portfolio. 
 
Location 
The work associated with this role will be performed in a hybrid capacity: partial telework, partial in one of our major US offices (Seattle, WA; Atlanta, GA; Springfield, OR, Vancouver, WA; Hot Springs, AR; Madison, GA, Columbia Falls, MT).  
 
Primary Responsibilities  
  • Manage software solutions as products, including gathering requirements, working with business partners to estimate return on investment (ROI) for enhancements, coordinating with software vendors, and providing end-user support. 
  • Manage the WY desktop/ArcGIS Pro environment as a product, partnering with business stakeholders to understand workflows and leveraging your product management skills to provide a blend of custom and off-the-shelf solutioning that enhance the end users’ experience with ArcGIS Pro.
  • Manage existing and planned vendor-supported web and mobile technology products including WY’s UAV software platform and forest productivity tracking mobile software.
  • Provide product guidance for Weyerhaeuser’s ArcGIS Image Server including storage of imagery collections, mosaic datasets, and related infrastructure.
  • Partner with Weyerhaeuser subject matter experts to manage and support a cloud-based geospatial data analytics platform in AWS that leverages public imagery, private imagery and LiDAR, and Weyerhaeuser’s enterprise GIS data to make critical strategic and tactical business decisions.
  • Under general guidance and with minimal supervision, perform complex GIS analyses, problem solving, implementation, testing, and documentation of GIS solutions. 
  • Deliver small and medium GIS projects, leveraging cross-functional teams, including business stakeholders, to understand, rank, and prioritize business needs to ensure each product release delivers maximum business value.
  • Collaborate with other IT teams to advance Weyerhaeuser’s Connected Forest vision, including incorporating GIS technology and integration into the Forest Management, Wood Flow Planning, Transportation, and Contract/Settlement systems.
  • This position requires occasional travel up to 20%. 

Qualifications
  • Bachelor’s degree in Computer Science, Geography, Information Technology or related field, or equivalent experience is required.
  • Minimum of four (4) to six (6) years of progressive, relevant GIS/IT, and/or project/product management experience.
  • Experience with owning end-to-end GIS product lifecycles, including interacting directly with stakeholders and users to continuously improve products and programs.
  • Experience managing software development projects, including knowledge of both agile/iterative and traditional/waterfall project management principles and facilitating sprint ceremonies.
  • Ability to prioritize and manage a diverse workload and work under time constraints with minimal supervision.
  • Actively working to learn new skills to stay current with changing technologies and industry trends and shares knowledge proactively with others.
  • Able to apply business knowledge to manage and deliver innovative, value-added improvements to products and services.
  • Excellent oral and written communication skills, skilled in communicating technical topics to non-technical audiences.

Technical Qualifications 
  • Possess mid to senior level GIS knowledge and skills including experience with geodatabase concepts, spatial relationships, geoprocessing, mobile technologies, and scripting.
  • Experience developing design specifications, evaluating options, contracting, and implementing  geospatial solutions on web and field/mobile technology platforms. Proficiency in providing technical stewardship of integration opportunities and deployment on these platforms.
  • Proficient working with raster and other remotely sensed data including satellite and fixed wing imagery, UAV mosaics, and LiDAR for an enterprise environment.
  • Proficient with the ESRI ArcGIS platform, including ArcGIS Desktop/Pro, Server, Enterprise/Portal, and Image Server.
  • Familiarity with public cloud services (AWS) and CI/CD tools.
  • Familiarity with Python and/or R programming.
  • Ability to write T-SQL statements to query and analyze data. 
 
Highly Valued 
  • Experience configuring iOS devices for delivery of mobile geospatial technologies.
  • Familiarity working with AI/ML models in the cloud.

Duties
​Responsibilities:
  • Processes, produces, and maintains lidar data and auxiliary GIS databases, publishes public lidar datasets
  • Uses Esri products (such as ArcGIS Online, Hub, etc.) to manage and develop online lidar
  • Develops custom lidar-based products, models, and scripts
  • Designs, tests, and implements data retrieval methods within the agency and for public consumption
  • Performs quality assurance analysis on incoming lidar data deliverables

​

The successful candidate will also be responsible for responding to internal and external customer inquiries for GIS products, services, or technical support. Technical proficiency, creativity, productivity, and strong collaboration and task management skills are key traits for success in this role.

This position reports directly to the GIS Manager. The GIS Technician will work alongside other GIS staff to plan and carry out work independently. Everyone is expected to work together to successfully complete projects and tasks in accordance with instructions, policies, and established best practices.

This position has the option of a remote/hybrid work schedule possibility. However, the candidate selected must reside in OR or WA. No Exceptions.

Qualifications
Any combination of education and experience that would likely provide the necessary knowledge, skills and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Education and Experience:
GIS Technician II: 
  • Education equivalent to an Associate's degree from an accredited college with major course work in GIS, geography, planning, computer science, landscape architecture, engineering, surveying or related disciplines.
  • Two years of experience in the application of Esri GIS software.

GIS Technician III:
  • Education equivalent to a Bachelor's degree from an accredited college with major course work in GIS, geography, planning, computer science, landscape architecture, engineering, surveying or related disciplines.
  • Two years of experience in the application of Esri GIS software.
  • One year of experience in developing and maintaining Python scripts to automate GIS data editing, analysis, and/or map production.

College degrees must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education; official transcripts may be required at the time of hire.

Knowledge of:  
Esri GIS software and computer mapping techniques; principles of GIS, mapping, and cartography; scripting and process automation; techniques of data maintenance and quality control; mathematics, statistics, and spatial data analysis.

Ability to:  
Operate and use various computers and computer-aided devices such as PC's, digitizers and plotters; define programming sequencing necessary to produce maps; distinguish gradations of color; understand and respond to mapping requests from the public; read, understand and work with a variety of mapping data; establish and maintain working relationships with employees and the public; work independently or as part of a team (which includes working with a diverse group of stakeholders such as elected officials, planners, field technicians, utilities, other government agencies, and citizens).

Examples of Duties
The primary responsibilities of this position include:
  • Tasks related to the production and maintenance of GIS data within Clark County's enterprise GIS.
  • Production and maintenance of GIS-based map products, reports, and web mapping applications using Esri GIS software.
  • Production and maintenance of Python scripts that automate data maintenance, map production, and spatial analysis.
  • Responding to internal and external customer inquiries for GIS products, services, or technical support.

Other responsibilities may include (but are not limited to):
  • Assisting County staff and the public with requests for GIS data and map products.
  • Importing GIS data from authoritative sources, digitize mapping information, and interpret detailed plans to update, maintain, and verify the accuracy of County’s GIS data and map products.
  • Developing and maintaining metadata, documentation, and user guides for GIS data and applications.
  • Performing spatial analysis and data manipulation to generate maps and reports.
  • Troubleshooting and resolving GIS-related problems and customer requests.
  • Training other County staff on how to use Esri GIS software and Clark County GIS solutions.
  • Collaborating with other GIS staff on project work as needed.
  • Assisting with the installation and testing of enterprise GIS-related software.
  • Performing other related duties as assigned.

Local 11.7 - Local 11.8

Salary Range
$25.23 - $37.04- per hour
