Washington County's Department of Land Use and Transportation is recruiting for a Survey Technician III in the Civil Survey and Public Land Corner Section of the Surveyor's Office. The primary duties may include surveying and administering public rights-of-way, retracing and resolving county road rights-of-way, providing survey support on Capital Projects, monumenting and maintaining PLSS Corners, and drafting Records of Survey and PLSS U.S.B.T. Entries.

Ideal Candidate
The Survey Technician III is the advanced journey level class in the Survey Technician series.  Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned.  The ideal candidate will be able to perform the most difficult and responsible types of duties assigned to classes within this series, including retracing County Road rights-of-way, drafting records of survey, and/or supervising individual survey crews performing construction, boundary, or cadastral surveying.

Brief Description: GIS Analyst is a hybrid role the requires GIS work in the office and field data collection in the field.  The GIS Analyst compiles, manipulates, and analyzes GIS geospatial data and creates reports, maps, applications, and visualizations to meet project requirements.  Under direction, develops, manages, and presents spatial data using Esri ArcGIS software. This position will provide GIS expertise, support, assistance, and guidance to organizational staff and external clients.

Examples of work/duties:

  • Create, collect, organize, and integrate geographic data relevant to utilities, local government, civil engineering and environmental projects.

BASIC FUNCTION
Performs complex duties in support of County and departmental Geographic Information Systems (GIS) analysis, functions, processing, application design, development, and testing of GIS software, hardware, and geospatial data management systems. This position works in coordination with the Department of Information Technology (DoIT). 

​STATEMENT OF ESSENTIAL JOB DUTIES 
  • Engages in complex GIS analysis and other datasets; reviews and manipulates records of spatial and tabular data.
  • Performs advanced programming and development of cross-platform, multi-function, interactive applications involving graphical interfaces for multiple end-users. This may include determining requirements, design, implementation, debugging, and deployment within GIS, network, and web-based environments.
  • Contributes to, evaluates, and leads projects by reviewing existing county data, recommending data needs, accessing available digital data from outside sources, and determines analyses to fulfill project provisions.
  • Analyzes GIS data requirements and configures digital data design, assembly, conversion, compilation, and maintenance procedures essential for long term applications.
  • Coordinates with consultants, scientists, engineers, planners and other professionals on GIS analysis projects, including determines data requirements and project specifications.
  • Develops and provides training on the use, development, and management of geospatial data sets.
  • Coordinates and directs collection of field data by professional and technical personnel; develops data standards and methodology for data collection; ensures completed work complies with data standards.
  • Prepares and reviews reports, presentations, and metadata to describe application procedures, data requirements, software functions, status, and change management; attends and presents at conferences.
  • Develops and supports department and countywide spatial database directory, structure, schema, and configurations per organizational standards; including database administration, data management through replication/syncing tasks, setting privileges, versioning, and domain coded-values for staff within geodatabase environments.
  • Assists and provides technical support to staff and customers on GIS requests, which include data extractions, map products and applications, plus on-the-fly data inquiries.
  • Provides quality assurance, quality control, and user acceptance testing for projects using established methodology and best practices. Coordinates enterprise-level GIS services, policies, standards, and procedures with other County professionals.
  • Acts as GIS resource on various technical advisory committees, commissions, and interest groups.
  • Operates GIS equipment, including large format printers, storage media, and viewing devices.
  • Assists with updating, revising, design, and maintenance of maps, surveys, plats, legal descriptions, codes, decisions, and reports; supports the interpretation, digitization, acquisition, and processing of remotely sensed data, aerial photography, and satellite imagery.
  • Researches and collects data from county and non-county sources for applications, products, and services.

STATEMENT OF OTHER JOB DUTIES
  • May arrange for, set up, and/or participate in public meetings, hearings, emergency management, executive, and council sessions.
  • May collect field data using a Global Positioning System (GPS) or other equipment as needed.

MINIMUM QUALIFICATIONS

Bachelor's Degree in GIS, geography, computer science, engineering, planning, natural resources or related field; AND two (2) years of GIS or automated mapping experience; OR any equivalent combination of training and/or experience that provides the required knowledge and abilities. Master's Degree preferred.

WORKING CONDITIONS

This position is responsible for administration and oversight of the geographic information solutions (GIS) software and systems. The work consists of staying current in advanced principles using ESRI products, GIS programming languages and methodologies to perform GIS database management. Essential Functions:
  • Stay up-to-date with new GIS technologies and techniques, and make recommendations for improvements to the company's GIS system.
  • Model and maintain geospatial databases. Identifies, evaluates and implements potential applications and methods to improve operational efficiency and integration of location-based data. 
  • Maintains the ArcSDE Geodatabase model and advises on best practices and data structure, including domains to support functional software integrations.
  • Review and process various geographic datasets or documents; compiles data from GPS, local, state and federal agencies, taxing and political boundary and other entities for conversion into GIS layers, mapping and analysis.
  • Analyzes GIS spatial and tabular data to develop management reports and maps to meet Central Lincoln’s business objectives. Creates and uses geographic data breakdowns to creatively, visually and concisely solve and present ideas for both technical and non-technical audiences to communicate results to support decision and policy-making.
  • Creates organization reports to support and maintain a variety of district and regulatory requirements across multiple data sources to support business processes and work planning.
  • Working knowledge of SQL and the ability to create SQL queries to return results in appropriate data sets.
  • Uses ArcGIS Online and similar tools to design and maintain interactive web based map services from desktop to mobile devices using various data sets.
  • Work with employees from multiple departments to analyze and develop GIS practices and symbology to ensure integrity of Central Lincoln data. Fosters effective use of GIS tools and data.   • $62,800.00 - $91,100.00 Min/Max Pay Range for postings located in CO and HI

The final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible.

GIS Technician
  • Effectively communicate with the GIS manager and other project staff. 
  • Assist with processing and analyzing GIS data.

  • Author web maps and applications using ArcMap and ArcPro.
  • Create, compile, and interpret geospatial data from internal, external, and publicly available.
  • Generate maps, graphics, and statistics for a variety of documents and users. sources.
