Hydrographic Surveyor w/ Port of Portland (pdx)

General Information
​The Port of Portland has long standing contract with the US Army Corps of Engineers (since 1891) to maintain the Columbia River navigation channel to 43 feet. The dredging operation covers approximately 106 miles from Astoria to Portland. The Hydrographic Surveyor will work along side the Port's dredge vessel "Oregon" conducting and directing surveys in accordance with the US Army Corps of Engineers contract. 

The Port is looking for a licensed Professional Land Surveyor to operating DGPS, GPS surveying instruments, terrestrial total station and electronic levels to accomplish the collection of field measurements for hydrographic surveys and upland disposal site surveys.  The successful candidate will be able to process field measurements into X, Y, Z positions with point descriptions when necessary, utilizing HYPACK, Trimble Business Center and AutoCAD Civil 3D and provide data in appropriate format for the use of the United States Army Corps of Engineers, dredge Oregon personnel, and stakeholders.

Summary of Essential Responsibilities
  • Perform and direct hydrographic surveys along the Columbia River between Astoria and Portland for the Dredge “Oregon” operation in accordance with the United States Army Corps of Engineers contract. 
  • Serve as the quality control manager and I.T. support for the Dredge “Oregon.”
  • Perform and direct all types of survey products required for design, development, leases and maintenance of Port facilities, including but not limited to topographic, hydrographic, boundary, exhibit plats, ALTA, and land division surveys in conformance with Port survey and CAD standards, and ensure accuracy and completeness.
  • Manage survey consultants and Port technicians through all phases of Port hydrographic and land survey projects.
  • Provide leadership and professional/technical support, expertise, and guidance to Port staff, Port operating areas, and outside consultants for development of Port projects.
  • Provide professional direction to consultants and Port staff to ensure adherence to Port and industry standards.
  • Utilize advanced techniques to perform and direct accurate and complete hydrographic and land surveys at all Port facilities.
  • Prepare project scope of work, appropriate methods and equipment, and cost estimates for the survey aspect of engineering and land development projects.
  • Serve as backup for water quality monitoring.

Minimum Requirements/Skills and Abilities
MINIMUM REQUIREMENTS:
  • Bachelor’s degree in surveying/geomatics with specific focus on land and hydrographic surveying or related field is preferred; or an equivalent combination of education and/or relevant experience is required. Experience working in Marine and Airfield environments is preferred.
  • Minimum of five (5) years' experience working as a land surveyor and/or a hydrographic surveyor is required. Successful experience as a project lead/manager of hydrographic and land surveying projects is preferred.
  • Experience using GNSS field data collection equipment including the use of Real Time Networks (RTNs) such as the Oregon Real-Time GNSS Network (ORGN) and the Washington State Reference Network (WSRN) is required. Familiarity with Trimble Business Center software is preferred.
  • Advanced knowledge of: 
    • HYPACK, Trimble Business Center and AutoCAD Civil 3D, terrain modeling and drafting;
    • Surveying theory and practice;
    • Engineering design concepts and survey practices related to land divisions, easements, hydrographic surveys and boundary determination.
  • Oregon Professional Land Surveyor license (PLS) at time of hire is required.
  • ACSM-THSOA Certified Hydrographer is preferred.
  • Valid driver’s license is required.
  • Ability to pass background check for purposes of obtaining and maintaining eligibility for unescorted access to secure areas of Port-owned facilities.

Position summary

Data plays an important role in understanding and guiding policies, programs and decisions that our community members make. In recognition of this, Metro’s Data Resource Center collaborates with local partners to develop and deliver the Regional Land Information System (RLIS). RLIS provides more than 150 layers of spatial data that supports strategic decision-making for governments, businesses and organizations across our region. RLIS is a valuable public asset, and we use it to inform our choices and decisions.
 
The Geospatial Data Specialist performs a variety of geospatial data tasks in support of developing and maintaining RLIS and in the use of RLIS in planning activities and policy development. This is an entry-level position, and we are looking for someone who is familiar with the development and maintenance of data and who also has skills in data analysis and cartography. The position will support creating, maintaining and improving datasets that are part of Metro's enterprise data in RLIS, focusing on the GIS needs of the transportation planning team. Example datasets include the bike network, emergency transportation routes, crash data and high crash corridors. Significant support will be needed on a number of upcoming Metropolitan Planning Organization (MPO) efforts, and this position will work closely with transportation GIS staff to prepare data and maps for analysis, public review and inclusion in reports.  
 
This person will work on a supportive team of GIS data professionals housed within Metro’s Data Resource Center (DRC) in addition to working directly with planners, other GIS professionals and geospatial developers to deliver data that help both Metro staff and the public. Supervision is provided by the DRC Manager.

Essential Job Duties:

This position serves as a member of the IT and Data Management Team within Forest Resilience Division’s Planning, Science, and Monitoring Section responsible for collecting, stewarding, analyzing, interpreting, and consulting on data, processes, and systems across all-land ownerships in Washington to inform the development, implementation, monitoring, and revision of strategies including the Forest Action Plan, 20-Year Forest Health Strategic Plan: Eastern Washington, and Washington Wildland Fire Protection Strategic Plan, as well as legislative requirements.

This position will primarily provide GIS data stewardship, analysis, and technical assistance for the Urban and Community Forestry Program. This highly collaborative role includes serving as a lead consultant to program staff and project teams in urban forestry data stewardship and analysis to provide empirically grounded and feasible recommendations. In collaboration with program staff, this position will identify priorities for delivery of UCF Program services through review of datasets on tree canopy analysis, environmental health disparities, salmon and orca recovery, DNR forest health strategic plans, and other data as needed. The position will conduct research and analyze the needs and opportunities related to urban forestry data in Washington by assessing tree canopy cover and urban forestry inventory data, while leading project teams to utilize existing recent tree canopy study and inventory data when available. The position will make recommendations on when to add additional canopy analysis and inventories in regions where adequate data is not available. Finally, in collaboration with program staff and local governments the position will identify spatial priorities for implementation of urban forestry programs determined through the use and review of analyses and tools including canopy analysis and inventory, environmental health disparities mapping tools identifying highly impacted communities, salmon and orca recovery data, DNR forest health strategic plans, and other data as needed.

This position will contribute to program specific communications products through tools such as ArcGIS story maps and web applications and facilitate field data collection to contribute towards planning and monitoring of forest resiliency investments. The position will integrate urban forestry GIS data into the Forest Health Tracking System and investment reporting tools and support other Forest Resiliency programs with data collection, maintenance, and reporting.

This position will provide innovative ideas to meet the growing needs of the new Forest Resilience Division’s business and information technology operations including support for planning, science, monitoring, and implementation of forest health and resiliency actions that DNR leads, contributes to, or promotes. This position may supervise contracts for IT and business improvement services.

Duties
Responsibilities:
  • Serves as lead data analyst for all Urban and Community Forestry Program GIS data within the broader Forest Resilience data management system.
  • Collects and stewards all Urban Forestry relevant ecological, social, cultural, and operational data sets within the Forest Resilience data management system provided in multiple formats including tabular, spatial, feature services and other repositories, and field collected data.
  • Maintains storage and organization of all data created end products including but not limited to maps, data syntheses, and tree inventories for reference.
  • Tracks statewide urban forestry data including coordination internally and with local governments to collect, develop, and maintain updated urban forestry data sets for municipalities including statewide urban canopy analysis and tree inventory as required by House Bill 1216. Conduct research and analyze the needs and opportunities related to urban forestry data in Washington by assessing tree canopy cover and urban forestry inventory data, while leading project teams to utilize existing recent tree canopy study and inventory data when available. Make recommendations on when to add additional canopy analysis and inventories in regions where adequate data is outdated or lacking.
  • Uploads Urban Forestry forest health projects into DNR’s Forest Health Tracker, integrating spatial and project information with financial datasets.
  • In collaboration and support with program staff and local governments, identify spatial priorities for implementation of urban forestry programs determined through the use and review of analyses and tools including canopy analysis and inventory, environmental health disparities mapping tools identifying highly impacted communities, salmon and orca recovery data, DNR forest health strategic plans, and other data as needed.
  • Develops map and communication products for UCF program including static maps (PDF, image, etc.), ArcGIS StoryMaps, web applications, and others as requested.
  • Provides technical advice, assistance, and analysis of Urban Forestry data.
  • Supports Forest Resilience Division GIS and data analytical needs.

Qualifications
Required Qualifications: 
  • A Bachelor’s degree from an accredited program including college level courses in organizational administration, statistics, GIS, data analytics, and natural resources management, forestry, or biology.
  • At least 2 years of experience with GIS applications, ArcGIS Online, and related field data collection mobile applications (i.e. Field Maps, Survey123, Collector, and Explorer).
  • Experience writing custom ESRI ArcGIS-based Python scripts.
  • Experience with remote sensing and advanced technologies such as LiDAR, etc.
  • Strong working knowledge of forest health and resiliency principles, including major natural disturbances (i.e. wildfire, insect and disease) and Urban Forestry best practices.
  • Demonstrated abilities of effective communication:
    • History of effective oral and written communications and can convey messages clearly and persuasively.
    • Skill in presenting data and analyses, writing objective reports requiring a minimum of reviewing and editing.
    • Write effective technical reports and scientific papers, including a record of publishing peer-reviewed research papers and reports as well as presentations of research at scientific meetings.
  • Proficient with computers, Microsoft Office applications, and SharePoint.
  • Organizational management - has a strong understanding and ability to organize efficiently and the ability to develop or use systems for tracking implementation and accomplishments of several complex projects.

Yamhill County Public Works in McMinnville, Oregon has two GIS Intern positions available  this year for work on the Roadside Vegetation Inventory. 
 
The position closes on Friday, March 11! Just an email indicating interest would hold a spot and allow more time to get the rest of the application materials to Public Works. The interviews will be by Zoom on March 17. The candidates hired will need to come to an orientation meeting required by Yamhill County on March 24, but after that, the work days and hours can be arranged depending on when the interns can be available. The actual start date could be as late as April 4. The work can be part-time or full time. In the field, the interns will always work together, but there is also office work that can be done remotely.

Urban Forestry Assistant (Community Service Aide II)

These positions will support Portland Parks & Recreation Urban Forestry's Science, Outreach, and Planting programs, including the Tree Inventory Project, Yard Tree Giveaway, and Dutch Elm Disease Management programs. The Role:
Performs advanced, specialized, and analytical work in the development and use of the Geographic Information Systems (GIS). Works directly with the GIS Supervisor to coordinate large, multiple and/or complex GIS projects including developing timelines, schedules, and budgets. Day to Day:

​WHAT YOU WILL BE DOING:
The 9-1-1 GIS Database Analyst will work directly with the 9-1-1 GIS staff to coordinate statewide 9-1-1 spatial data acquisition and maintain the statewide 9-1-1 digital map library; coordinate the documentation of information; and provide customer service in the use of GIS to public safety agencies and organizations both familiar and unfamiliar with the technology.

Working Conditions:
Office environment.  Occasional travel to attend meetings and workshops.  Some overnight travel is required.  Occasional overtime work.  Individual must pass a criminal background check prior to employment. This position is subject to recall at any time. 
Employees of the Oregon Office of Emergency Management may be contacted and requested to return to work outside of normal working hours. During an emergency this position may be required to work long hours without normal days off within the State Emergency Coordination Center (ECC) or in the field supporting emergency response activities. To support development and enhancements of State ECC capabilities and responsibilities all staff may be re-directed from day-to-day duties to support planning, training, and exercise activities as needed.

Work Experience

GIS Technician (UAS) w/Cow Creek Band of Umpqua Tribe of Indians (Roseburg, OR)

POSITION PURPOSE:
Reporting to the GIS Program Manager, the GIS Technician will support the ongoing maintenance and dissemination of data and applications in the GIS environment. Reporting to the Program Manager, the GIS

​Technician will work with various Tribal departments and programs to ensure that their needs for GIS Information are met on a day-to-day basis. They will create, edit, and maintain geographical data as well as create paper and web maps. The technician will also operate a Tribal unmanned aerial vehicle and assist in image processing.

ESSENTIAL FUNCTIONS:
  • Plan, coordinate, and execute successful UAV missions to capture images and videos of desired locations for Tribal departments.
  • Responsible for researching flight restrictions to ensure drone flights comply with FAA rule
  • Create maps and conduct simple analyses to support the needs of Tribal departments
  • Create and update online field maps used for data collection in remote areas
  • Responsible for monitoring, editing, transforming, and reclassifying data collected by field workers into appropriate databases and assist in collecting field data as needed
  • Coordination of equipment check out by field staff
  • Create and document procedures and metadata definitions
  • Fulfill staff needs of large printing requests by managing plotter/scanner

QUALIFICATIONS:
  • Minimum two-year College Diploma in Geographic Information Systems, Geography, Planning, Natural
Sciences, Computer Science, or related field.
  • FAA Part 107 License, or ability to obtain
  • Experience operating UAV for the use of photography and collecting aerial images
  • 2-3 years of experience and knowledge with GIS databases and editing using ESRI ArcGIS Pro
Software and/or other computer-related software;
  • 2-3 years of experience in developing paper and web cartographic products using ArcGIS Pro and

ArcGIS Online (AGOL).
  • Experience writing/operating Python and SQL script to automate processes
  • Experience leveraging AGOL Web Applications for end-user operation (ie: ArcGIS Dashboards, Story

Maps, and Experiences.
  • Experience/knowledge in a complementary field to GIS (planning, natural resources, forestry)
  • Experience with field GPS devices and applications
  • Capacity to troubleshoot and solve technical problems for office and field staff
  • Strong professional, organizational, written, and verbal communication skills
  • Flexible working style, self-initiative, self-motivation, and a willingness to work with teams to meet staffs' needs and project schedules

Position Summary: 
Assists the GIS Director or Senior GIS Analyst in the planning, design, development and maintenance of the Tribal GIS. Provides technical and analytical support for GIS projects as required by GIS and other Tribal departments and as directed by the GIS Director. 
GIS Analysts perform GIS analysis, data creation and management, programming, database development and project management.  They effectively prioritize and schedule a variety of work assignments, possess good verbal and written communication skills and establish and maintain positive working relationships with coworkers, tribal members and outside agencies. 

The GIS Analyst is the first-level professional in the Analyst Series. The GIS Analyst differs from the Senior GIS Analyst by both the scope of work performed as well as by the level of supervision and direction required. 
 

Essential Duties and Responsibilities: 
The following list of duties represents the range of tasks performed by GIS Analysts. 
  1. GIS Analysis 
  • Help Tribal Departments and Members translate their information needs into practical, effective  GIS solutions 
  • Perform complex spatial and data analysis using advanced queries, statistical analysis, density analysis, grid analysis, terrain modeling, network and other analyses. 
  • Create processing models and procedures for common routines such as GPS data conversion or complex spatial analysis. 
  • Develop and produce high quality geospatial products including cartographic maps, web mapping applications, data reports and presentations. 
 
  1. Data Development and Management 
  • Protect the safety, integrity, and privacy of Tribal data. 
  • Research, evaluate and acquire geospatial data. 
  • Independently perform data conversion, updates, and quality control for spatial data sets and geodatabases 
  • Create and document data models, maintenance procedures, data sets and metadata 
  • Design, and develop spatial data sets and geodatabases 
  • Analyze database performance, troubleshoot, test designs, and recommend improvements. 
 
  1. Application Development 
  • Modify existing software to correct programming errors, improve its performance, and integrate it with new systems or procedures. 
  • Research GIS technology and best practices to improve GIS procedures, through better technical solutions. 
  • Assist in the design, development and maintenance of GIS desktop and web applications through programming, system testing, validation and documentation.

  1. Other duties 
  • Assist with training and supporting Tribal staff in the use of GIS software and data. 
  • Prepare reports and deliver presentations. 
  • Perform administrative tasks and other duties as required.
