SFEI is seeking a GIS/Environmental Analyst to join the Geographic Information Systems (GIS) team. This position will be a full-time position (40 hrs per week), under the supervision of the GIS Manager. A successful candidate will be enthusiastic, self-motivated, and passionate about applying technical skills to address environmental problems. You will collaborate with your colleagues to ensure an optimal relationship between science and policy through innovative approaches to information collection, display, and analysis. Although a strong foundation of GIS skills is required, an environmental science background to enable effective landscape interpretation, change analysis, and mapping is ideal.

San Francisco Estuary Institute (SFEI) is a 501(c)(3) non-profit organization which has a 27-year track record of serving local, state, and federal agencies by developing and translating science to measurably improve the health and resiliency of Bay-Delta ecosystems. ​General Purpose

The position is responsible for development and operations of internal web, desktop, and mobile scripts and applications to be used by the GIS Solutions Group.  This includes the system, services, and data management of cloud hosted geospatial environments and services. The position will develop programmatic applications and solutions to meet both departmental and internal customer needs. The Sr GIS Systems Specialist serves as an internal consultant and architect to assist other departments with their Geospatial needs. 

Responsibilities
  • Oversee Amazon Web Services (AWS) and ArcGIS Online hosted cloud environment supporting internal and external applications.
  • Oversee ESRI hosted data, and related data automation. 
  • Perform system and network administration of AWS and ArcGIS Online hosted cloud environment.
  • Apply system and application software updates, monitor backups and is responsible for the management of data on hosted environments as well as restoration of data and services should it be necessary.
  • Manage system resources, and the balancing and optimization of map services.
  • Develop new map services and perform configuration of web and mobile map-based applications.
  • Troubleshoot AWS and ArcGIS Online issues and work with AWS and ESRI tech support when needed.
  • Develop and maintain systems and process documentation
  • Develop and maintain user documentation for applications
  • Develop project plans, negotiate timelines and schedule and monitor progress. 
  • Design, develop, manage, maintain, support and access management for ArcGIS Online map services as required by regulatory agencies.
  • Manage ArcGIS Online accounts, monitor activity, and work with other PacifiCorp departments on the anticipated implementation of Single Sign On (SAML) and MFA.  
  • Assist with user application support
  • Serve in a senior geospatial consultant role to assess needs and provide recommendations and support of various geospatial activities occurring with in various departments. This includes the design of geodatabases, development of business processes, editing and maintenance processes, data management, etc.

Requirements
  • Bachelor's Degree in business, engineering, computer science, geographic information systems (GIS) or the equivalent combination of education and experience.
  • A minimum of 5 years’ experience working with ArcGIS Enterprise, ArcGIS Online, and the configuration, deployment, and support of various ArcGIS web maps, operations dashboards, and mobile applications such as ArcGIS Collector, Survey 123, and ArcGIS Field Maps.
  • Experience troubleshooting ArcGIS map services and data formats such as JSON, XML, etc. 
  • Significant and demonstrated technical experience with ESRI ArcGIS products including ArcGIS Desktop and ArcGIS Pro, and ArcFM.
  • Hands-on experience working with AWS EC2 instances, S3 buckets, AWS networking, backup services, and other related systems administration. 
  • Knowledge ofHands-on experience with SQL Server Enterprise administration and SQL programming/scripting 
  • Python programming
  • Proficient JavaScript and HTML development.
  • Extensive experience with ArcGIS JavaScript API
  • Experience working at or with Electric Utilities.
  • Demonstrated direct experience working electrical utility operations, field operations, electrical systems connectivity, and related mapping and spatial data management.
  • Significant and demonstrated experience with geodatabase modeling, and various geospatial databases and data formats.
  • Strong interpersonal and communication skills to facilitate team efforts, provide guidance and direction to others, communicate expectations, project objectives, parameters, status, and outcomes. 
  • Strong analytical, troubleshooting, and problem-solving skills.  

Preferences
  • Experience working Transmission & Distribution Operations internal customers and field employees.
  • Advanced geospatial analytical skills.
  • Working knowledge of Feature Manipulation Engine (FME).
  • Proficiency with Python
  • Experience with ArcGIS Runtime
  • Experience with ArcGIS App Studio

The GIS Inventory Technician performs technical and field work to support Public Works records management and GIS efforts. The incumbent is responsible for organizing electronic files and integrating the data into existing systems, providing GIS collection and review of existing GIS inventory assets, and collaborating on the mapping of that inventory, to improve the overall management of the City’s assets.

This is a term-limited position. The anticipated duration of this assignment is 1-year; however, term-limited, temporary positions are subject to change and may either be extended or revoked at any time.

Essential Duties and Responsibilities
  • Assisting with interpreting as-built drawings, imagery, and related source documents.
  • Identifying and documenting relevant meta data for as-builts.
  • Assisting with preparing documents and digitized files for incorporation into digital records center.
  • Assisting in the creation of GIS polygons representing project areas and linking to related documents.
  • Perform routine data management tasks to ensure accuracy, integrity, and completeness.
  • Identifying problems, establishing facts, and drawing valid conclusions.
  • May conduct system inventories, assembles records, and coordinates updates to master geodatabase with correct information.
  • Uses asset management software, ESRI products, Laserfiche, and Trakit software to enter, track, and retrieve data for the various systems; and prepare reports as assigned.
  • Operates basic survey equipment including, but not limited to, a handheld GPS data collection unit
  • Edits file geodatabases with corrected information obtained from field and office work.
  • Maintains a basic knowledge and understanding of current civil engineering and design principles, theories, practices and techniques.
  • Establishing and maintaining cooperative working relationships with department heads, managers, supervisors, employees.

Knowledge, Skills and Abilities
  • Reading and understanding technical material.
  • Organizing with the ability to prioritize work and exercise independent judgment, wisdom, common sense, and initiative.
  • Current principles, practices, terminology, and trends in Geographic Information Systems usage and modern land-based mapping application theory.
  • Standard business applications including software required to accomplish the essential functions listed; Microsoft Office 365, Relational Database Management Systems (RDBMS), ESRI GIS, Asset Management systems

​Education, Experience and Other Requirements

Required:
  • High School diploma or GED equivalent
  • One year of experience with databases and digitizing as-built drawings plans is preferred.
Preferred:
  • A candidate with experience in ESRI ArcGISPro software; editing geodatabases within a multiuser GIS (enterprise-level) environment; and/or GIS data maintenance and geoprocessing is highly desirable.
  • Some post-secondary education related to Information Technology, GIS, Geography, Civil Engineering, or related field AND some experience with utilizing geographic information systems including ESRI suite of products; OR an equivalent combination of education, training, and experience.
