Job Summary
​
The Clark County Geographic Information Services (GIS) division has a current opening for a GIS Technician. The position may be filled at the GIS Technician II or GIS Technician III level, depending on the qualifications and experience level of the candidate selected.

The GIS Technician is responsible for the production and maintenance of Clark County’s GIS data, map products, and web mapping applications. The successful candidate will also be responsible for responding to internal and external customer inquiries for GIS products, services, or technical support. Technical proficiency, creativity, productivity, and strong collaboration and task management skills are key traits for success in this role.

This position reports directly to the GIS Manager. The GIS Technician will work alongside other GIS staff to plan and carry out work independently. Everyone is expected to work together to successfully complete projects and tasks in accordance with instructions, policies, and established best practices.

Qualifications
Any combination of education and experience that would likely provide the necessary knowledge, skills and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Education and Experience:

GIS Technician II: 
  • Education equivalent to an Associate's degree from an accredited college with major course work in GIS, geography, planning, computer science, landscape architecture, engineering, surveying or related disciplines.
  • Two years of experience in the application of Esri GIS software.

GIS Technician III:
  • Education equivalent to a Bachelor's degree from an accredited college with major course work in GIS, geography, planning, computer science, landscape architecture, engineering, surveying or related disciplines.
  • Two years of experience in the application of Esri GIS software.
  • One year of experience in developing and maintaining Python scripts to automate GIS data editing, analysis, and/or map production.
College degrees must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education; official transcripts may be required at the time of hire.

Knowledge of:  
Esri GIS software and computer mapping techniques; principles of GIS, mapping, and cartography; scripting and process automation; techniques of data maintenance and quality control; mathematics, statistics, and spatial data analysis.

Ability to:  
Operate and use various computers and computer-aided devices such as PC's, digitizers and plotters; define programming sequencing necessary to produce maps; distinguish gradations of color; understand and respond to mapping requests from the public; read, understand and work with a variety of mapping data; establish and maintain working relationships with employees and the public; work independently or as part of a team (which includes working with a diverse group of stakeholders such as elected officials, planners, field technicians, utilities, other government agencies, and citizens).

These internships are budgeted for 10 – 16 weeks and schedules can vary from 15 – 40 hours per week. The district will work with interns to develop a schedule that works around their current class schedule. Hours will vary depending on the program’s needs and may include weekend days and evenings. Part-time employees are scheduled variable hours and may work less than 1,560 hours per year.  

Candidates are required to be enrolled, have been enrolled in the past year, or plan to enroll in the next year in a college-level class, certificate, or degree program. 


Typical job duties vary based on the program area and include both administrative and field experience interacting with patrons to:
  • Perform a wide variety of work duties and responsibilities based on assignment, academic coursework, and/or degree program.

The Planning, Development & Research Department is looking for a GIS and Cartographic Intern to provide GIS, cartographic and visualization technique support to the Metropolitan Planning Organization (MPO) staff for the Portland metropolitan area. The intern will work closely with planning and public involvement staff. The intern will gain an understanding of regional transportation policies, project evaluation methods, the transportation funding process, as well as research, analysis, writing, graphic design, and public outreach skills.
 
The ideal candidate is a person who is enthusiastic, dedicated, and eager to learn more about the transportation planning and funding fields. This position is open to graduate students or recent graduates seeking work experience in the field of planning and public administration. GENERAL STATEMENT OF DUTIES
Responsible for creating and maintaining geographic information system (GIS) databases, translating geographic and demographic data, programming, testing, configuring, updating, documenting, monitoring, evaluating, and/or supporting GIS systems software. Works under general / limited supervision on basic and more complicated routine GIS analytical/programming/systems projects with project deadlines. Serves as technical consultant to computing professionals, users and departmental management.

Works under the general supervision of a higher-level professional employee who assigns work, establishes goals, and reviews work for conformance to technical standards and compliance with department goals and is considered the journey level in this series.

SUPERVISION EXERCISED

Supervision of other employees is not a responsibility of positions in this classification, although employees in this class may serve in a project lead capacity.
Typical Duties - Duties include, but are not limited to the following

GIS Development 
  • Analyzes spatial data and business processes and applies spatial analysis methods and cartographic design techniques to produce maps, reports, and other graphic representations. 
  • Coordinates and works with other GIS Analysts, programmers, and information system administrators in the development of GIS applications.  
  • Develops business solutions using configurable web and mobile GIS applications.
  • Develops applications to automate standard geo-processes, spatial analysis, and map products. 
  • Performs GIS application design, including data analysis, data modeling, and programming.

GIS User Support

  • Provides assistance and trains end-users in system operations. 
  • Troubleshoot any aspect of the system including installation, network, and GIS servers.

GIS Administration
  • Designs, creates, and maintains spatial datasets and geodatabases, and associated metadata.

  • Coordinates with other GIS Analysts to design and implement spatial data conversion projects.

  • Maintains and administers applications and systems that comprise the county GIS.
  • Administers internal and online GIS servers, manages the content management system, including users, groups, and content.

Consulting & Training
  • Provide technical consultation on GIS technologies, including system design, application development and integration, GIS data development, and geodatabase design and implementation. 
  • Test new and updated GIS tools and technologies for their application to the county's business needs.   
  • Evaluate GIS project requests and works with staff to define scope and meet customer needs. 
  • Design and perform GIS training classes and field exercises for county personnel.
  • Assist other GIS team members or system owners to ensure industry best practices are applied, and to avoid reinventing methods as well as to continually build their ability to analyze and improve business processes.

EXPERIENCE AND TRAINING

Bachelor's degree in geography, planning, computer science, landscape architecture, or related field; AND
Three years of experience in the application of Environmental Systems Research Institute (ESRI) software; OR
Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
 
SPECIAL REQUIREMENTS
The finalist for this position will be required to pass a criminal history background check, including finger printing; however, conviction of a crime may not necessarily disqualify an individual for this position.

This is a full-time position, which is eligible for overtime.
Typical Work Schedule: Monday through Friday, days, with flexibility depending upon the needs of the department and program.

KNOWLEDGE, SKILLS AND ABILITIES

Operate and use personal computers and various other computer aided devices such as  digitizers, scanners and plotters; define programming sequencing necessary to produce maps; interpret legal documents and translate legal descriptions into the database; distinguish gradations of color; understand and respond to mapping requests from the public; read, understand and work with a variety of mapping data; organize and write worksite instructions and procedures; code, test, debug, maintain and install computer applications and modify applications according to worksite requirements; establish and maintain effective working relationships with coworkers, the public and other agencies.

PUBLIC SERVICE LOAN FORGIVENESS

Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program.  Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.  Questions about your loan eligibility should be directed to your loan servicer or the US Department of Education.

LAND SURVEYOR/CREW CHIEF w/ FNN Surveying (Salem, OR)

FFN Surveying is seeking a skilled Land Surveyor to join our team. As part of this position, you will be responsible for the collection and analysis of survey data with the possibility of expanding into an integrated office position. This is an excellent opportunity for someone with a strong background in land surveying and data analysis skills within a growing company.

​Responsibilities:
- Conduct land surveys using various surveying equipment and tools
- Collect and record survey data accurately and efficiently
- Perform calculations and data analysis
- Collaborate with the surveying team to ensure project deadlines are met
- Perform lifting and physical tasks as required for field work

Qualifications:
- Minimum 2-3 years of Land Surveying experience required.
- Proficient in Trimble Robotic Total Stations, GPS and Data Collection Software. Expedience in

AutoCad Civil 3d a bonus.
- Excellent attention to detail and accuracy in data collection and analysis
- Ability to work both independently and collaboratively as part of a team
- Strong problem-solving skills and ability to think analytically
- Effective communication skills, both verbal and written

Land Survey Technician w/ i.e. Engineering, Inc. (Roseburg, OR)

i.e. Engineering, Inc. is seeking a full-time Land Survey Technician to join our team.  This position will be primarily office and computer operations, with the occasional need to lead or be a member of the field survey crew.

​Job Responsibilities:
  • Proficient in AutoCAD Civil 3D software.
  • Operation of Total Stations, GPS equipment and survey support equipment.
  • Skilled at Cadastral survey calculations, together with topographic, boundary and Cadastral survey platting and drafting.
  • Knowledge of construction layout and ability to create field stakeout data.
  • Write legal descriptions.
  • Perform ALTA/NSPS surveys.
  • Completion of Elevation Certificates and LOMA’s.
  • Professionally communicate with team members, clients and the public.

Our ideal candidate will have LSIT certificate or be working towards certificate with the goal of becoming professionally licensed.  Candidate will also have a valid driver’s license and clean driving record.  Demonstration of problem-solving skills, good written and oral communication skills and working as part of a multidisciplinary team will be necessary.
