The City of Keizer is seeking applications for an Environmental & Technical Division Manager. The Environmental & Technical Division Manager is responsible for the City’s Environmental & the Department’s Geographic Information System (GIS) Programs. The classification manages the development and implementation of quality assurance/quality control plans for compliance with multiple federal, state and local regulatory requirements stemming from the Clean Water Act and Safe Drinking Water Act as related to stormwater. The person in this position will perform a variety of complex and specialized functions to facilitate the development, implementation and management of programs to fulfill the City’s obligation to meet the requirements of federal, state, and local environmental protection laws, regulations and permit requirements; and supervises the City’s Environmental and Technical staff.

GIS Technician w/ University of Alaska (Fairbanks)

The Geophysical Institute Permafrost Laboratory (GIPL) seeks a geospatial data analyst to work on grant-funded environmental monitoring and assessment projects. The GIPL conducts a wide range of research centered around the response of permafrost to ongoing climate change and associated impacts on the built and natural environment. We are looking for a team member to assist with the collection and analysis of a range of spatial datasets. This position includes the opportunity to support projects focused on permafrost-affected coastal change, permafrost-infrastructure interactions and associated hazard map development, and mass-movement mapping and monitoring.

​To thrive in this role, candidates should have extensive knowledge of GIS tools and programs including ArcPro, Q GIS, and ArcOnline; programming experience with R, Python, or similar; and experience in creating cartographic products with spatial data and field observations.  Additional qualifications include experience with data visualization using the Adobe suite (e.g. Illustrator and Photoshop), familiarity with Multi-Criteria Decision Making (MCDM) techniques, and knowledge of GIS database creation and management. The ability to work closely with co-workers and supervisors and prepare and present research to internal and external groups both in written and oral form is also an important component of this role.

Minimum Qualifications:

One year college coursework in a field relevant to the research (e.g. natural resource management or geographic information systems) and one year experience in a field relevant to the research (e.g. natural resource management, environmental consulting, cartographic analysis) or an equivalent combination of training and experience.

GIS Technician w/ Anderson Perry & Associates (La Grande, OR)

Summary
Anderson Perry is seeking an entry-level GIS technician to join a small team of GIS professional who provide GIS services to communities and clients throughout central and eastern Oregon and Washington. With offices in La Grande, Enterprise, Redmond, and Hermiston, Oregon, and in Walla Walla Washington, the greatest need for this position is La Grande or Walla Walla but other locations will be considered. We are seeking a GIS technician that desires to gain experience using Esri-based technology to support a) small municipal and local government entities, primarily for water, wastewater, and stormwater systems and b) project-based GIS services within the company’s Engineering, Survey, and Natural Resources departments for field data collection, analysis, and map production.

​Responsibilities
  • Convert as-built CAD/PDF files to GIS database format
  • Conduct field data collection using high-accuracy GNSS techniques  
  • Perform GIS data editing of water, wastewater, and stormwater assets
  • Produce presentation quality figures, maps, and map books

GIS Coordinator w/ American Bird Conservancy (remote)

Summary:
The mission of American Bird Conservancy (ABC) is to conserve birds and their habitats – the places birds need to thrive – across the Americas. We are a growing group of 140+ dedicated staff, located across the United States and with a network of partners from Canada to Chile. Each year, we grow in budget and staff, and we deliver more results aimed at preventing bird species extinctions and reversing declines that are reducing populations of nearly all bird groups. ​The GIS Coordinator provides Geographic Information Systems (GIS) leadership by coordinating and providing oversight for GIS activities for all ABC Divisions with a priority on the ABC Regional Program. The GIS Coordinator role is responsible for providing technical expertise and supervision of day-to-day implementation and operation of the GIS in alignment with organizational objectives by designing creative, flexible, and systematic solutions for our growing conservation organization. The GIS Coordinator, working with the ABC GIS Team, is responsible for coordinating GIS activities by:
  • Assessing ABC-wide GIS needs, with a priority on the ABC Regional Program
  • Supporting ABC-wide strategic planning and organizing ABC’s spatial data system development, including developing a GIS plan for the organization 
  • Facilitating GIS training for ABC staff 
  • Providing training and planning to move ABC spatial data into centralized database location
  • Working with and coordinating the work of GIS vendors and other GIS management activities.

Primary Duties:

Duties will include, but are not limited to, the following:
  • Develop a strategic plan for GIS within ABC with the support of the ABC GIS Team.
  • Manage GIS resources, and confer and coordinate with ABC divisions and ABC staff that utilize GIS to determine needs.
  • Coordinate GIS efforts throughout ABC; integrate GIS data development processes between divisions; develop and manage programs to provide GIS resources to departments; manage central GIS data repository including organization, developing standard organization-wide protocols, maintenance, and quality control.
  • Assure that GIS projects meet ABC planning and project tracking objectives by working with divisions to develop project objectives and scope of work; analyze progress of GIS projects; recommend and coordinate corrective actions; report on performance and status of GIS projects.
  • Serve as coordinator of the ABC GIS Team.
  • Coordinate with ABC's partner agencies and organizations where necessary to meet GIS needs of partnership-based conservation work.
  • Serve as a technical resource to ABC divisions, including: assistance and training in the use of GIS data and systems; troubleshooting; advising on GIS product generation (e.g. spatial analyses, mapping, app development, story maps) and data creation/management (e.g. databases, workflows, data extraction); and providing support for GIS software, databases, and other related applications. 
  • Facilitate GIS training opportunities for ABC staff, including development of onboarding requirements for GIS users, identification of training resources available to staff, and development of custom trainings (e.g. workshops, webinars) as needed.
  • Automate manual GIS processes using geoprocessing models, Model Builder, and Python scripting.
    Develop, maintain, and update current data, generate maps, tables, and queries and maintain base maps.
  • Monitor trends in GIS technology and recommend planning and operating improvements. Attend and participate in professional group meetings, seminars, and trainings in order to stay abreast of new trends and innovations in the field of geographic information systems technology.
  • Perform related duties as assigned.

Supervision Received and Exercised:

The GIS Coordinator reports to the Central Regional Director and receives general guidance and support from the ABC GIS Team. In the future, supervision of seasonal, part-time, and full-time support staff may be required.

Position Requirements: 
  • Ability to use multiple forms of GIS software and GPS hardware, including ESRI applications, Avenza, Google Maps/Earth, and online resources to assist design and coordination of regional and site level conservation efforts.
  • Knowledge of other applications such as Google Earth Engine, GRASS, and QGIS are preferred but not required
  • Proficient in programmatic leadership, including networking, organizational skills, and interpersonal skills to work in a team setting and to direct or engage staff, partners, and contractors.
  • Proficient in the use of Microsoft Suite and additional database management applications.
  • Professionally represent ABC at various meetings of technical organizations, conferences and symposiums, interagency meetings, and public forums as needed.
  • Experience with application/management of GIS in the conservation community, especially the wildlife and bird conservation community, is preferred but not required.

Minimum Qualifications: 
  • Proficiently use ESRI software suite, including ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise and Portal, and implementing GIS web applications.
  • Proficiently use common GIS analysis tools, including ArcGIS Model Builder or Python scripting.
  • Translate technical concepts and terminology in terms understandable to non-GIS users.
  • Make decisions based on factual data, and to evaluate progress or success of computerized projects and systems.

Education and Experience:

Any combination of training, certification or coursework in GIS, geography or a related field that would provide the knowledge, skills and abilities would qualify:
Education: Bachelor’s degree or higher (M.S. preferred) in Geography, Information Management, Computer Science, Wildlife Management, or a related field, with emphasis in GIS. An understanding of conservation implementation, habitat management, ornithology, forestry, and wildlife biology is also preferred. 
Experience: Two (2) years of experience operating, implementing, and maintaining automated mapping and/or Geographic Information Systems.

License and/or Certificate

Possession of an appropriate, valid driver's license at the time of appointment, to be maintained as a condition of continued employment.

General Nature & Scope of Work
Under the general supervision of the Application Manager, the job emphasis for the GIS Coordinator is maintaining geographic information data for 911 center systems, as well as administering, maintaining, and updating spatial data management, spatial analysis and GIS integration with SNO911’s technology applications. Compiles, organizes, merges and maintains a large diverse geographic database comprised of Public Safety mapping information such as but not limited to: addressing, street center lines, response areas, topography, parcels, hydrants and associated records. This position produces reports of a complex nature and analyzes information, data, maps, charts and graphs to reveal patterns, trends, and hot spots, and to ensure the integrity and applicability of information. This is an FLSA non-exempt position.

​Essential Functions of the Job

  • Compiles, organizes, merges and maintains a large diverse geographic database comprised of Public Safety mapping information such as but not limited to: addressing, street center lines, response areas, topography, parcels, hydrants and associated records 
  • Performs a variety of specialized and technical duties such as system design, analysis and programming related to the management of the Center’s Geographic Information System 
  • Serves as GIS administrator and maintains and updates spatial data management, spatial analysis and GIS integration with SNO911’s technology applications 
  • Coordinates communication and activities with the Center’s customers, personnel, various governmental and private agencies and the public; attend meetings and prepare reports concerning the Geographic Information System 
  • Develops performance, operational, spatial and temporal reports and tools to assist with analysis and decisions 
  • Performs spatial analysis that may include such activities as network modeling, advanced data layer merging, edge matching, buffering and clipping spatial data 
  • Analyzes information, data, maps, charts and graphs to reveal patterns, trends, hot spots and to ensure the integrity and applicability of information 
  • Coordinates the input of GIS data and dissemination of cartographic (map) output ? Performs mathematical calculation, statistical computations 
  • Represents SNO911 on committees and task forces by serving as a GIS data advisor in the exchange of information or in addressing specific needs with other agencies or organizations 
  • Under direction of the Operations Manager, acts as the backup CAD Coordinator
  • Documents procedures that fall within the responsibilities of this position

GIS Technician w/ City of Shoreline (WA)

GENERAL SUMMARY
Shoreline is an inclusive City that endeavors to build a work culture which embraces diversity, encourages participation, and promotes equity.    

​This position will be part of the City’s IT team and will report directly to the IT supervisor. The IT group consists of eleven positions including the IT manager. Support and reporting issues can be escalated to the GIS Analyst, and/or the IT supervisor. The City has a number of master plans requiring GIS work over the next four years and this position will help backfill the GIS Analyst as these will require a significant amount of the Analyst’s time. We are also working on a project to improve and update the City’s Wastewater GIS data.

DEFINITION

Support the editing and delivery of  Geographic Information System (GIS) products.  Function as a technical advisor providing, guidance, training, customer support, and direction in spatial data capture, use, analysis and quality assurance and control.  Responsibilities include but are not limited to: Editing mission critical GIS data sets consisting of, property, transportation, utility, planning, economic and demographic, and administrative layers. Maintain GIS data that supports the City's Asset Management system. Respond to ad hoc requests from staff and the public.

Essential Functions:
  • Edit GIS data.  Research source documents for property related to mapping; apply geoprocessing tools for entering property and other boundaries; process CAD based survey information including, easements, property boundaries, and utilities; maintain existing datasets for accuracy and currency; and plan, analyze, and implement, new data.
  • Support asset management.  Edit and maintain facility and asset data; troubleshoot and support field collection and GPS devises and software.
  • Perform spatial analysis in order to address a question or gain useful knowledge.  Analyze GIS data for patterns; increase the effectiveness of existing data by combining multiple data layers and sources and use spatial analysis to improve the understanding and development of City performance benchmarks.
  • Digitize and transform data from CAD, PDF, and TIFF plans/as-builts files into GIS.
  • Trouble shoot coordinate and projection issues.
