GIS Manager and Senior Analyst
​
GreenInfo Network (GIN) is an Oakland-based nonprofit that creates, analyzes, visualizes, and communicates information in the public interest. We specialize in geospatial data analysis, cartographic design, and related information technologies and work as a consultant to the many groups and agencies who engage us. We help public interest groups with a wide range of interactive, data, and cartographic projects. We’re widely known for the quality of what we do and our positive relationships with our clients. 

We are hiring a new GIS (Team) Manager and Senior Analyst to lead our GIS team — half a dozen staff members working across cartography, analysis, data processing, and automation to produce static and interactive maps and datasets using Esri and open source tools. The work we do is collaborative, innovative, and always committed to the public good. GreenInfo's clients are passionate about fair elections, equity in park access, public health, and land conservation, to name a few.

As GIS Manager, you have done this before: You have managed GIS projects and teams. You have been in the GIS trenches yourself and have delivered complex work on time and on budget, ideally in a client-services shop. You will lead team meetings, keep tabs on staff needs and provide support and guidance to resolve issues when they arise, provide direction for staff development pathways, provide insight on staff assignments for incoming projects. You will collaborate with GIN project managers to define project priorities for GIS team members across projects and track workloads across the GIS team. You will also manage large projects, managing project staff, tracking project priorities and deadlines, and interacting with clients.

  • Previous experience in consulting is a plus but not required

This is a full-time, exempt staff position with benefits. Pay is $92–97K, commensurate with experience. In addition to the core salary, we also offer annual supplemental salary to all staff based on overall organizational performance. This has been in the range of 5% to 7% annually over the past decade.

Work location: Our team is a hybrid of fully remote (US-based) and on-site staff located in the SF Bay Area. We plan to continue with a hybrid approach, but we prefer candidates based within occasional driving distance of our Oakland office.  Candidates must be based in the United States and authorized to work in the U.S. without restriction.

Specific Duties
GIS team leadership
  • Lead the GIS team - a 5-7 person team of geospatial analysts, developers, and cartographers
  • Plan forward-looking strategy for GreenInfo’s use of geospatial technology 
  • Stay current on industry best practices, translate to GreenInfo context as applicable 
  • Lead annual reviews for staff with support of the Executive Director and Associate Director

Project/Production Work
  • Project Manager on projects that align with your expertise, with an emphasis on direct client interaction and high-level project communications on larger, high-stakes projects
  • Provide direction and consultation on specific technical challenges within projects
  • Advanced data analysis, processing, and/or cartography work (depending on candidate’s specific skills), especially on larger or more high-profile projects.
Marketing and Outreach
  • Bring in new projects by contributing to RFPs and in-bound requests, reaching out to existing or new contacts, and networking among potential clients
  • Explore new markets for our services

Experience and Qualifications
The GIS Manager and Senior Analyst is an experienced manager with demonstrated experience managing the work of others and advanced understanding of applying geospatial analysis and cartography, and experience in client services or customer service.

Management
  • At least 5 years experience managing a GIS team of at least 3 people.
  • Demonstrated skills in managing staff in the context of competing priorities, budgets, and deadlines.
  • Successful mentorship of staff and development of strong team dynamics.
  • Effective written and verbal communication internally and externally, especially to clients.
  • Demonstrated record of successful delivery of complex technical and/or creative project work, preferably in a client-services context.

Technical skills
  • At least 10 years of core GIS skills using Esri software (some QGIS/open source is a plus)
  • Data
    - Expertise in data editing and analysis
    - Familiarity with Census and other demographic data
    - Comfort and familiarity with best practices for geospatial data management
  • Cartography
    - Mastery of fundamentals
    - Ability to critique and support learning in map design
  • Software
    - Expertise in ArcGIS Pro, ArcGIS Online, QGIS
    - Expertise in either Excel or Google Sheets
    - Experience with Python, Postgres/Postgis, or other relevant open source tools is a plus
    - Comfort with remote collaboration tools like Slack, Google Apps Suite, Github Issues, and Asana

General Purpose

The GIS Specialist position ensures that As-Builts are mapped into the facility and GIS based connectivity mapping systems after construction completes. Responsibilities
•    Receives, tracks, and fulfills both internal and external spatial data and map requests.
•    Prepares PDF map products for annual regulated facility inspection programs, engineers, and various departments. 
•    Editing and maintaining spatial data in an enterprise GIS environment.
•    Use Geographic Information Systems (GIS), and custom applications to create, collect, compile, configure, transform, and maintain data that serves a variety of purposes.
•    Post map changes as instructed by field-completed drawings and as-builts.

•    Maintain the electrical connectivity network within the GIS applications by ensuring complete network traceability from the substation to the end customer.

Overview
The GIS (Geographic Information System) Solutions Engineer Level I-III is the subject matter expert for the development, testing, and deployment of software tools within the geospatial environment.   • Create and Maintain Esri Web Services: Develop, publish, and manage web services using Esri technologies, enabling seamless access and integration of spatial data across the organization. 
  • Support the ArcGIS Enterprise Platform: Assist in the configuration, deployment, and administration of the ArcGIS Enterprise Platform, ensuring its reliability, scalability, and performance for organizational use. 
  • Provide Technical Support: Support other stakeholders with the technical use of ArcGIS Pro, Esri web services, and the ArcGIS Enterprise Platform as directed by project leadership. 
  • Data Management and Quality Control: Oversee the collection, integration, and maintenance of spatial data, ensuring high standards of data quality and consistency across all GIS projects and services. 
  • Collaborate with Stakeholders: Work closely and collaboratively with various stakeholders to understand project GIS needs and assisting in the effective deployment of spatial solutions.

Qualifications
  • 2-4 years related experience with GIS, preferably supporting utility operations. 
  • Demonstrated experience in the use of GIS software including functional knowledge the latest Esri ArcGIS technology (ArcGIS Pro, Enterprise, Mobile).  
  • Familiarity with utility operations, data management, and mapping. 
  • Ability to travel up to 25%
