Forest Disturbance Mapping via Remote Sensing w/ Conservation Science and Data Visualization (remote)

Conservation Science and Data Visualization, LLC is seeking proposals from research teams with expertise in remote sensing, ecology, and forest disturbance to support a large-scale mapping initiative. The goal of this project is to produce and interpret high-quality maps of forest disturbance, by type, across ~216 million forested acres in the eastern U.S.. 

​We welcome participation from academic groups with experience in forest ecology, remote sensing, GIS, and machine learning. The selected awardee will join a team of contractors and academic researchers to develop remote sensing-based maps using high-quality training data from expert-delineated aerial photo-interpretation maps. This work will inform region-specific guidance for sustainable forest management practices on public and private lands.

Position Summary:
The Geographic Information Systems (GIS) Specialist plans, develops, organizes, coordinates, maintains, and directs the city’s geographic information system (GIS).  The position works extensively with city staff to create customized digital maps and presentations, writes GIS programs for user access to digital information and maps, trains city staff to use GIS, and develops long term work programs for GIS. This position is also responsible for continued development and maintenance of the City’s asset management and permitting programs, particularly the integration of GIS maps and data.

​Essential Duties and Responsibilities:
  • Design, develop and manage the city’s geographic information system including the development and maintenance of the city’s GIS data, hardware and software; assess department needs; research technological advances and ensure the city’s geographic information system’s data and capabilities remain current.
  • Work with data stewards and departments to interpret business needs into geospatial based data distribution and publication systems.
  • Manage database development projects; develop and maintain systems to integrate new and existing databases.
  • Prepare written reports of GIS activities; run statistical queries from the city’s GIS for various departments.
  • Interpret plans, photos and maps; input, edit and verify data to the GIS system; prepare and maintain a variety of base and specialty maps, records and reports related to land use, public works and other data.
  • Develop and maintain mobile and web-based GIS applications using ArcGIS Online, ArcGIS Pro, and related tools.
  • Prepare and present visualizations for public meetings, internal planning, and emergency management.
  • Ensure GIS data quality through validation, documentation, and adherence to metadata standards.
  • Comply with Washington State records retention and disclosure laws.
  • Participate in developing and refining standard operating procedures for GIS-related systems.
  • Design and manage databases, including relational and spatial database structures.
  • Employ principles of cartography, geodesy, and coordinate systems.
  • Research office records and assist in field data collection to update GIS information for water, sewer, storm water utilities and streets department. Field inventories are conducted using GPS devices and survey equipment.
  • Perform GIS assignments to assist with the maintenance and operation of Public Works department assets such as utilities and roadway infrastructure.
  • Research, collect and interpret survey plats, deeds, as-builts, notes and other legal records from a variety of government records to produce data, map layers and the digital library.
  • Use GPS and field data collection tools and understand basic land surveying techniques.
  • Configure ArcGIS maps and authoring dashboards for the City and the public.
  • Prepare displays and exhibits for meetings and events using aerial photos, computer generated text, and other techniques.
  • Prepare GIS features for use on the City’s website and create web and mobile applications.
  • Create and maintain standard operating procedures for GIS, permitting, and asset management (Central Square EAM, Tyler EP&L).
  • Develop new and maintain existing work flows, tables, databases, and other features within the City’s asset management program.

Responsibilities
Duties for this position will include:

  • Assist with structural analysis and the design of various transmission structures, including pole, lattice, framed, and guyed structures. 
  • Support specification of transmission line materials and components based on project requirements. 
  • Perform batch thermal analysis to evaluate the thermal performance of transmission systems. 
  • Analyze conductor thermal ratings, accounting for environmental conditions such as temperature, wind, and solar radiation. 
  • Collaborate closely with other analysts and project managers to ensure project objectives are met. 
  • Conduct internal quality checks of PLS-CADD models and drawings to ensure accuracy and compliance. 
  • Assist in identifying technical issues and recommending practical solutions during the design process. 

Qualifications
  • Associate degree or bachelor's degree in GIS, Civil, Structural, Electrical Engineering, or a related technical field. 
  • 2+ years of experience in transmission line design, with hands-on experience using PLS-CADD software. 
  • Proficient in PLS-CADD, with working knowledge of PLS-POLE, PLS-TOWER, and related tools. 
  • Experience working with terrain mapping, LiDAR data, and GIS for integration into transmission models. 
  • Strong technical, analytical, and problem-solving skills.
