Summary

The City of Bend is currently accepting applications for one (1) regular, full-time GIS Technician-Addressing Coordinator in the Office of Performance Management.  This position is hourly, non-exempt (overtime eligible) and is represented by the City of Bend Employee Association (COBEA).

This role is responsible for managing and implementing Chapter 3.90 of the Bend Municipal Code related to road naming and property addressing. Key duties include assigning and correcting property addresses, maintaining the City's road centerline data, and coordinating with local, state, and federal agencies, as well as the public, regarding addressing issues. The position utilizes ESRI ArcGIS software for GIS data maintenance and map production. Additional responsibilities include supporting the Community Development Department with GIS assistance by maintaining the City's zoning map, comprehensive plan map, and related datasets, and by preparing cartographic and analytic GIS products. This is an excellent opportunity for a detail-oriented GIS professional to support critical City services.

This position exists in the Geological Survey & Services (GS&S) program. The GS&S program conducts geoscience surveys of the state, serves as the cost-effective centralized source of geoscientific information in Oregon for the public and for government, and forms partnerships for the effective use of that information to reduce risk.

As a Lead Field Geologist you will serve as a lead member of the geologic mapping team, building detailed geologic maps. These maps are needed to decipher Earth history, evaluate mineral and energy resource potential, model the conservation and sustainability of water resources, and prepare for natural hazards at local, regional, and state-wide levels. Through combined field work and office work, the position gathers, evaluates, analyzes, maps, and interprets earth science information, topographic data, and remote sensing data. This position may initiate and lead projects, coordinate and collaborate with other project managers in the development of project scope, and lead research and the writing of technical reports, in support of short and long-term geological fundamental and applied research investigations. As part of the Oregon Resilience Plan, this position advances resiliency through innovative communication techniques and technologies to inform the public and groups of Oregon’s unique and complex geology and geologic hazards.

GIS/Cultural Resources Specialist (Permanent, Full-time)
Pohakuloa Training Area, Hawaii
A GIS/Cultural Resources Specialist position is available with the Center for Environmental Management of Military Lands (CEMML) to provide on-site program support for the Cultural Resources Management Program, Environmental Division in the Directorate of Public Works, U.S. Army Garrison, Hawaii (USAG-HI) at Pohakuloa Training Area (PTA) on the Island of Hawaiˊi. This position may also provide support to Schofield Barracks on the Island of Oˊahu, as needed.
 
The GIS/Cultural Resources Specialist position involves a combination of office and field activities to gather and verify data, and to maintain and update ESRI-compatible cultural resource geospatial data in compliance with U.S. Army spatial data standards (SDSFIE) and security requirements. Ensures data and metadata is complete and accurate. Incorporates new or updated information about cultural resources. Provides guidance and training to Cultural Resources staff on geospatial issues and tools. Manages, maintains, and secures data in one or more data systems. Familiarizes him/herself with existing data, schema, and Army cultural resources program requirements. Responds to data requests to support program requirements. The GIS/Cultural Resources Specialist will work closely, and in collaboration with, the CEMML Cultural Resources Project Director (Supervisor) and the USAG-HI Cultural Resource Manager (CRM) and Army staff in the Environmental Division in the Directorate of Public Works of USAG-HI.
 
LOCATION
USAG-HI Cultural Resources Management Program (CRMP) is part of the Environmental Division, and is comprised of two geographically separated sections: one at Schofield Barracks on the Island of O‘ahu and one at PTA on the Island of Hawai‘i. The goal of the CRMP is to develop and implement policies and procedures to protect against encumbrances to the mission by effectively managing cultural resources at multiple USAG-HI installations in the State of Hawaiˊi. The values of the USAG-HI CRMP are dedication, integrity, reliability, and teamwork.
 
Hawaiˊi is located 2,200 miles west of California and 4,000 miles east of Japan. Hawaiˊi offers endless opportunities for recreational and cultural activities, including camping, surfing, diving and snorkeling, hiking trails, museums, and parks.
USAG-HI provides installation management service and support for Army and civilian personnel at PTA along with Kilauea Military Camp and Kawaihae Harbor on Hawai‘i Island. PTA is located in the Saddle region on the island of Hawai‘i between Mauna Loa, Mauna Kea, and the Hualalai volcanic mountains. It extends up the lower slopes of Mauna Kea to approximately 6,800 feet in elevation and to about 9,000 feet on Mauna Loa. The training area is about midway between Hilo (pop. 50,000) on the eastern coast and Kawaihae Harbor on the western coast, with approximately 50-minute commute times. PTA is the largest DoD installation in Hawaiˊi and considered a remote assignment.

  • Support airborne LiDAR and geographic information system (GIS) data production.
  • Perform quality assurance/quality control and calibration of airborne LiDAR data.

General Purpose
The GIS Specialist position ensures that As-Builts are mapped into the facility and GIS based connectivity mapping systems after construction completes. Responsible for updating the mapping and connectivity systems using redlines and other information that comes back from the field, engineering, or dispatch. Position requires a good understanding of electrical distribution systems or other utility network based systems in addition to a strong knowledge of CAD and GIS fundamentals.

Responsibilities
•    Receives, tracks, and fulfills both internal and external spatial data and map requests.
•    Prepares PDF map products for annual regulated facility inspection programs, engineers, and various departments. 
•    Editing and maintaining spatial data in an enterprise GIS environment.
•    Use Geographic Information Systems (GIS), and custom applications to create, collect, compile, configure, transform, and maintain data that serves a variety of purposes.
•    Post map changes as instructed by field-completed drawings and as-builts. 
•    Maintain complete records of the Company's distribution electrical assets.
•    Maintain the electrical connectivity network within the GIS applications by ensuring complete network traceability from the substation to the end customer.
•    Performs annual county parcel taxlot acquisition and updates.
•    Creates temporary landbase using survey plats and maintains temporary landbase.  
•    Data maintenance and cleanup, facility data reconciliation across different systems.
•    Generate maps; read and interpret electrical utility asset and connectivity maps to enter, edit, and update spatial and tabular data.
•    Maintain the accuracy of the GIS database(s) and technical files and documentation.
•    Work with design estimators and engineers to resolve design as-built connectivity discrepancies. 
•    Coordinate with Operations managers, estimators, and service coordinators to resolve data issues. 
•    Develop and maintain operational and procedural documentation.
•    Deliver accurate and timely resolution to daily production issues by troubleshooting and providing effective and timely solutions.
•    Interpret engineering designs, plans, plat maps and legal descriptions to automate, update, and correct map data; conduct mapping research in the field and office.  
•    Complete digitizing, spatial data editing, attribute editing, data validation and maintenance of digital infrastructure spatial data and related attribute information.
•    Analyze data and perform QC/QA related activities, engineering standards enforcement, data validation, cartography, check plots, etc. 
•    Prepare as-built drawings for emergency work and designs performed by third parties.
•    Perform queries against spatial data to create specialty maps as requested.
•    Provide alternatives and recommendations to internal and external customers.
•    Assist with project driven data development and asset mapping projects.
•    Utilize productivity tools to efficiently navigate to and to edit features.

Requirements
•    Technical certification or equivalent in drafting, GIS, or the equivalent combination of education and experience.
•    1 year of related experience working in a fast paced, high volume data production environment using ArcGIS.
•    Demonstrated experience using ArcGIS Desktop or ArcGIS Pro to maintain and manage utility data and/or linear network systems.
•    Knowledge of utility engineering specifications and drawings, established drafting and design techniques.
•    Knowledge of current technologies, tools, systems, and vendors.
•    Understanding of company policies, practices, and procedures.
•    Ability to effectively translate technical jargon into layman’s terms. 
•    Communication and interpersonal skills including the ability to consult and resolve internal and external customer issues. 
•    Ability to work with all levels of an organization including people with different styles and backgrounds; ability to work as a member of a team.

Preferences
•    Bachelor’s degree in Geographic Information System (GIS), Geography, Natural Resources, or a related field; or the equivalent combination of education and experience

ABOUT THE JOB
This is a non-supervisory skilled technical Geographic Information System (GIS) class. Responsible for creating and maintaining geographic information system (GIS) databases, translating geographic and demographic data, programming, testing, modifying, configuring, updating, maintaining, documenting and/or otherwise supporting basic GIS systems software computer programs.

WORK SCHEDULE
Monday through Friday from 8:00 a.m. to 5:00 p.m.  

WORK LOCATION
The GIS office is located in Dallas, Oregon.  This position requires on-site presence.

MINIMUM QUALIFICATIONS
Associates’ degree in geography, GIS, natural sciences, engineering technology or related field with one year of coursework related to Geographic Information Systems and two years GIS experience (ESRI technology preferred; or any equivalent combination of experience and training.
