The Institute for Applied Ecology (www.appliedeco.org) is seeking to hire a Restoration Ecologist
with a diverse skillset to lead several enhancement and restoration projects as part of a Habitat
Restoration team. Projects are primarily focused in the Willamette Valley, but may also include the
Coast Range and other Oregon ecoregions. Habitat enhancement work supports the conservation and
recovery of rare plants (e.g., Nelson’s checkermallow and Bradshaw’s lomatium) and wildlife (e.g.,
Fender’s blue butterfly and Western meadowlark) using a variety of restoration techniques.
The Institute for Applied Ecology (IAE) is a dynamic nonprofit organization whose mission is to
conserve native species and habitats through restoration, research and education. The Habitat
Restoration Program of IAE conducts on-the-ground restoration of Pacific Northwest habitats,
provides technical assistance for habitat restoration and management planning and implantation,
engages in threatened and endangered species recovery projects, develops ecologically appropriate
plant materials and seed mixes, cultivates partnerships that promote regional conservation, and
advances innovative and research-based restoration techniques.
 
Duties of the Restoration Ecologist:
  • Lead habitat restoration activities at public and private land conservation sites.
    • Manage all aspects of restoration planning and implementation. Lead or assist with
    • preparation of restoration, planting, and management plans. Provide contract and
    • budget oversight and communication, and secure permits as needed.
    • Ensure successful completion of restoration treatments including mowing, grazing,
    • brush clearing, solarization, herbicide application, burning, planting, and seeding.
    • Operate, supervise, and ensure safe use of equipment (e.g., weed-eaters, chainsaws,
    • tractors, mowers, discs, and seeders). Maintain restoration equipment, power tools and
    • storage areas.
    • Use a GIS device and aerial photos to map project activities and invasive species and navigate to remote sites.
    • Install wildlife structures (e.g., bird boxes and bee blocks).
  • Coordination and supervision:
    • Help oversee/coordinate habitat restoration field technician’s work.
    • Prepare contracts, hire, schedule, and supervise contractors and work crews.
    • Coordinate prescribed burning and other treatments with partners, landowners, and
    • regulators.
    • Coordinate extensive seeding efforts as well as nursery production, acquisition, and outplanting of large quantities of plant materials.
  • Outreach:
    • Prepare reports for funding agencies, newsletter articles and publications.
    • Build and maintain connections with partners and funders.
    • Work closely with landowners.
    • Conduct tours, workshops, and presentations for funders, partners, and the public.
    • Organize and lead volunteer work parties.
  • Prepare grant proposals and help to acquire funding to support restoration projects.
  • Monitor restoration sites:
    • Conduct site assessments and vegetation inventories
    • Monitor restoration treatment results, including photo monitoring, plant establishment
    • success, plant community composition, and overall site conditions.
    • Collect data on native vegetation and invasive species. Maintain restoration and
    • management records and track progress.
    • Process, analyze and report data, and maintain restoration databases.
    • Map project areas and treatments using GIS.
 
Qualifications:
  • Bachelor’s degree in botany, biology, wildlife, horticulture, ecology or related field with five
  • years of post-degree experience or Master’s degree in one of the same areas with three years
  • experience (preferred).
  • Strong organizational skills and attention to detail. Experience managing and coordinating several restoration projects simultaneously. Experience with contract development and
  • oversight, project planning and implementation, budgeting, and permitting.
  • Positive attitude and excellent oral and written communication skills. Experience developing and maintaining relationships with partners and private landowners.
  • Experience preparing restoration, planting, maintenance and management plans.
  • Familiarity with non-profits and a record of funded grant proposals is desirable.
  • Experience with habitat monitoring including data collection, management, analysis and reporting. Plant identification skills (including common weeds). Familiarity with Willamette Valley plant communities and habitat requirements for prairie wildlife (including pollinators and grassland birds) desirable.
  • Demonstrated proficiency with Microsoft Office applications (Word, Excel, PowerPoint) and ArcGIS (preferred).
  • Navigational and mapping skills using aerial photos, compass, and/or GIS unit.
  • Good physical condition. Ability to work long hours in adverse weather conditions with potential exposure to poison oak. Ability to lift 80 pounds. Ability to hike up to 3 miles carrying a 40-pound pack and work in a bent-over/kneeling/sitting position for long periods of time.
  • Willingness to operate a tractor (training can be made available), ATV, and other restoration equipment as needed.

The MMB is responsible for the oversight of policy and issues related to the Outer Continental Shelf (OCS) non-energy mineral leasing, development, and management. Major functions of the MMB include the leasing of OCS non-energy minerals; stakeholder outreach on issues associated with the Marine Minerals Program (MMP); projection and planning of future resource commitments needed to meet program goals and objectives; program regulation and procedures; and identification of significant gaps in scientific data and information that could impede discovery or leasing of strategic minerals.
 
This is a permanent, full-time, career/career conditional appointment.
 
Duties
At the full performance level GS-11 the major duties of this position include, but are not limited to the following:
 
  1. Uses ArcGIS and other tools in the review of post-dredging surveys to check on such lease terms as depths of cut, side-slope angles, and to ensure that all dredging took place within the boundaries of the lease area.
  2. Handles data entry, analysis and GIS applications for the long term maintenance, analysis and dissemination of marine mineral program datasets. Specifically maintains an electronic database (MMP GIS) for OCS sand leases as well as information from cooperative agreements and studies, including copies of maps, reports, lease documents and correspondence, pre- and post-dredging surveys, and geophysical and geological data.
  3. Assists marine mineral staff in a wide range of data types (such as geophysical, geological, biological, dredging, and geospatial) in both tabular and spatial formats and provides support to lease project coordinators for negotiated leases and coordinates activities with other members of the MMB to ensure consistent data workflows and metadata are complete.
  4. Monitors real-time dredge track information from ongoing operations and integrates applicable dredge quality management data and products for use in post-dredge biological and physical monitoring efforts.
  5. Analyzes the results of post-dredging monitoring surveys for completeness and compliance with the lease agreement.
  6. Supports MMB outreach efforts to inform states, industry, academia, special interest groups, the public, and other Federal agencies of MMP activities. This includes scientific and technical conferences.
  7. Utilizes various applications and software such as ArcGIS, SonarWiz, Surfer, CARIS, and/or Fledermaus to analyze and evaluate offshore sand resources.
  8. Participates as a contributing member on a multidisciplinary team to carry out a project, including but not limited to beach nourishment/coastal restoration projects, which also requires effective coordination and resolution of differences with other groups, agencies, and Departments whose views may not conform to BOEM policies or perspectives.

THE SCIENCE AND TECHNICAL SUPPORT SECTION of the Water and Land Resources Division (WLRD) is responsible for providing accurate scientific information to inform important environmental policy and management decisions that protect natural resources and overall quality of life for King County residents. The person in this position will be responsible for a varied work program of both field and office work under the guidance of senior staff. The person will assist with project implementation in the Science Section, as well as provide support to other sections and divisions, e.g., Stormwater Services Section and Wastewater Treatment Division.
 
The person selected for this position will be expected to provide technical assistance and services for studies and projects in stream and river ecosystems generally focused on conducting macroinvertebrate, habitat and water quality investigations in King County. The person should have a broad ecological background and experience analyzing and interpreting water quality data. Knowledge and experience with stream ecology, macroinvertebrates, riparian habitat and water quality are necessary, but relevant skills in fisheries, wetlands and amphibians, in addition to aquatic toxicology are also desirable. The applicant will also provide technical support for a variety of water quality projects that range from stormwater quality to contaminant impacts. Applicants should have statistical and data analysis skills, in addition to experience using databases and GIS for spatial analysis and map development.

Summary of Duties and Responsibilities
This position oversees the Monitoring Program for the CWP. Responsibilities include but are

Working Conditions and Locations:
This position involves a multiple task and teamwork approach, requiring organized time management and individual project tracking. The position includes both office and field-based activities. The ability to flex around a work schedule involving long field days (seasonally) and/or attendance at evening meetings and occasional weekend events is essential.

-Office work will take place at the CWP offices located at 29692 Ellensburg Avenue, Gold Beach.

-Field work will occur primarily on private timber and agricultural lands throughout Curry County and southern coastal Coos County. Work will take place in all types of weather on mountainous terrain, within stream corridors, and on ranchland. The Coordinator must have the ability and willingness to conduct data collection activities in all types of weather conditions while traversing uneven terrain and wading and/or paddling kayaks or canoes in water bodies.
 
Qualifications Sought:

POSITION PROFILE:

This position reports to the Forest Practices Assistant Division Manager for Operations and supervises two ITS 4 positions and two ITS3 positions. The GIS Data Manager position is responsible for planning, implementing, monitoring and evaluating current and future geographic information system (GIS) support needs and or tools for the statewide forest practices program. This includes providing expert consultation toward meeting forest practices' GIS business needs including GIS databases applications and analysis projects. The Forest Practices GIS Data Manager provides expert consultation and direction to Division, Region and ITD staff toward meeting forest practices' GIS  business needs including GIS databases applications and analysis projects, such as:
Hydrography (HYDRO) database maintenance,
Northern Spotted Owl Habitat project,
Forest Practices Risk Assessment Mapping Site,
Forest Practices metadata migration to ArcGIS 10+,
Transportation (TRANS) database upgrade to ArcGIS,
Road Maintenance and Abandonment Plan Points and Road Segments GIS database implementation
 
REQUIRED QUALIFICATIONS:
A Bachelor's degree involving major study in environmental, physical, or one of the natural sciences, information technology or other allied field AND four years of experience working with geographic information systems data and/or applications including having served as a project manager on an information technology-related project that involved information exchange between internal and external groups during all phases of the project to ensure the final product supported the needs of all interested parties.
Three years supervisory experience.
Expertise and practical working knowledge using GIS principles and relational databases.
Expertise and practical working knowledge of basic database management, data modeling, and process modeling principles.
Ability to provide senior level GIS technical analysis and support in the resolution and debugging of GIS and database problems.
Proficient use of computers and agency software; this includes software such as Forest Practices Application and Review System, Forest Practices Risk Assessment Mapping site, and standard programs such as Microsoft Word, Excel, Power Point, and e-mail.
Skills in oral and written communication including communication of technical information.
Skills in identifying information technology solutions from an analysis of natural resources business needs.
 
DESIRABLE QUALIFICATIONS:
Master's degree in computer science, geographic information systems, or Master's work that involved the extensive use of GIS analysis;
Practical experience and working knowledge of various operating platforms/architectures including ESRI ArcGIS geodatabases and Oracle relational databases;
Experience consulting on the use or development of ESRI ArcGIS data layers for natural resource issues.
Experience analyzing, designing, or programming applications using ESRI ArcGIS data layers for natural resource problem solving.
Skills in directing or managing ArcGIS- related projects.
Experience in providing customer or technical support in ESRI ArcGIS software.

Under the general direction of the Research Manager II, Plant Data Analysis Services (PDAS) Unit, the Research Analyst II is responsible for performing a variety of technical, analytical, research and statistical duties that assist pest prevention management in programmatic planning and development of division policies. The position is responsible for the submission of PDAS reports including maps used to monitor the environmental presence and impact of invasive species throughout the state and to react when necessary. The incumbent will act as the PDAS liaison for the European Grapevine Moth and Asian Citrus Psyllid projects and for GIS requirements. The incumbent works independently and in conjunction with management and typically performs the most difficult and sensitive tasks.

The Officer will serve as the primary in-house specialist on Geographic Information Systems (GIS), geospatial data, and analysis for The Pew Charitable Trusts’ Program staff. Specifically, the Officer will advise and collaborate with project teams across Pew – in particular those projects with a mapping or GIS component – while also managing external GIS contracts. These efforts will include creating (or contracting for) detailed and complex geospatial analyses, developing analytical methodologies and models in addition to producing cartographic products to support project planning, advocacy, education and outreach (including media). Knowledge, Skills, and Experience:
  • Bachelor’s degree and a minimum of eight years of relevant professional experience including project management and geospatial analysis. Graduate degree in GIS (or related) preferred.
  • Extensive knowledge of ESRI software (ArcGIS 10x, Model Builder, Spatial Analyst, Network Analyst, ArcGIS Online); other GIS software experience (e.g., QGIS) also beneficial.
  • Experience with creating and managing GIS and relational databases and customizing GIS analyses using VBA, Python, or other scripting languages. Experience programming in R, C++, or other languages is beneficial.
  • Knowledge of and ability to effectively utilize GIS resources from a variety of issue areas.
  • Strong project management skills, including the ability to track complex activities and timelines and work effectively on teams and independently under minimal supervision.
  • Strong interpersonal skills; proven ability to work productively with a wide array of stakeholders (both internal and external) and perspectives and approach issues with a nonpartisan, objective mindset.
  • Excellent presentation skills, both written and oral; ability to translate technical information for non-technical audiences.
  • Strong research, analytical, and quantitative skills.
