Job Description
Are you interested in applying your research experience, science and engineering knowledge, and data science skills to world-changing problems? Are you interested in utilizing remotely sensed information in the development of methods, models and systems for understanding weather event impacts on fulfillment and logistics? If so, then this is the job for you.

The Fulfillment Execution Data Science (FEDS) team is responsible for developing tools and models for our fulfillment network to provide analytical-based insights to help improve operational processes. We are looking for motivated scientists with strong modeling and analysis skills to join our team. You will be responsible for utilizing remotely sensed information, in conjunction with ground-based observations, to provide information on weather-related impacts applicable to our business. You will closely work with engineers, business stakeholders, research colleagues, and IT groups in incorporating the essential trade-offs within the models and take an active role in effectively communicating the recommendations to senior management. 

The qualified candidate will have a proven history of driving critical research and development and developing in-depth analytical understanding of weather impacts to systems. Tools will include understanding of remote sensing physics and the signal processing/statistical modeling of this information to develop real-world measurement products.

Basic Qualifications
  • PhD in Atmospheric Sciences/Meteorology or other Natural Sciences or Engineering program with emphasis on remote sensing research or equivalent experience.
  • Experience utilizing remote sensing data for real world decisions, including uncertainty analysis, and incorporating this information into models to provide guidance for strategic and tactical business decision making.
  • Detailed knowledge of remote sensing products and models.
  • Familiarity with application of statistical modeling including machine learning.
  • Project management experience working with tech and other cross-functional teams.
  • Knowledge of tools for large-scale data systems and the ability to manipulate data (e.g. SQL, Python, or Perl).

​Preferred Qualifications
  • Deep understanding of remote sensing physics and the spatial, temporal characteristics.
  • Experience prototyping and developing software in traditional programming languages (C++/ Java/ Python/Perl.)
  • Experience implementing models and analysis tools through the use of high-level modeling languages (e.g. R, Julia, Matlab as examples).
  • Excellent written and verbal communication skills with both technical and business people.
  • Strong problem solving ability and dealing with ambiguity.

We are recruiting for a remote sensing surveyor to join our Engineering Automation Section – Geometronics Unit in Salem. This position works with the lead remote sensing surveyor to acquire LiDAR scan data and aerial photographs. This person leads a team responsible for preparation of point clouds, mosaics, planimetric/topographic maps, and digital terrain models used in support of transportation improvement projects.

  • Under-fill: The goal of this recruitment is to fill this position at a professional land surveyor 1 level. Duties & Responsibilities

  • Provide training and instruction in field location and construction survey automation procedures.
  • Ensure proper and efficient use of electronic survey equipment by working directly with survey crews.
  • Process and analyze survey data by working directly with office engineering personnel using computer design and drafting equipment.
  • Assist in developing new standards, procedures, and policies related to surveying.
  • Maintain knowledge of all aspects of surveying, highway design, highway construction, boundary monumentation, federal government requirements, and related Oregon laws.
  • Provide technical assistance related to ODOT survey procedures to internal and external stakeholders.
  • Research and test new survey instruments and software for future procurement.
  • Work directly with survey crews when using specialized equipment for short-term non-standard surveying situations.
  • Work with survey vendors to maintain current on new developments and technology and provide information and serve as a technical resource for field personnel.
  • Work with other sections of ODOT to coordinate activities related to automation.



Qualifications, Required & Requested SkillsCivil Engineering Specialist 2 Minimum Qualifications (Under-fill Option):
A bachelor's degree in civil engineering, geomatics, surveying or transportation-related engineering and two years of civil or transportation-related engineering or surveying experience;
OR 
Five years of civil or transportation-related engineering or surveying experience. One year of this experience must have been independently planning and completing assignments;
OR 
An equivalent combination of education and experience. 
 
Professional Land Surveyor 1 Minimum Qualifications:
A valid professional land surveyor (PLS) license.

Note: If registered in another state, successful applicants will be required to obtain comity within six months of hire.

Responsibilities
The incumbent works with resource specialists to determine type, amount, and level of information required to develop and analyze ecosystem management alternatives. Assesses quality, compatibility, and limitations of various data used in a wide array of land management and planning efforts. Compiles natural resource, topographic, and cartographic data for creation of thematic map products and presentation materials for multi-disciplinary resource planning, preparation of environmental and social assessments, and other project supporting natural resource management decision making. Develops data dictionaries, data models, and metadata for multi-disciplinary information and geospatial applications. Coordinates conversion of geospatial information and remote sensing imagery into GIS databases. Provides advice on the implementation, management, analysis, and use of geospatial information. Makes recommendations on the development and application of geospatial analysis processes, protocols, and solutions to mission critical resource management issues. Serves as technical point of contact for GIS, GPS, remote sensing and mapping. Provides technical assistance to software users in the development, storage, retrieval, and analysis of data. Conducts formal and informal training. Acts as program liaison with the District Office, other federal agencies, state and local governments, learning institutions, professional organizations, and other individuals concerned with GIS, GPS, remote sensing and mapping. Operates complex computer systems and software packages and develops procedures to produce intricately detailed maps and graphics for many varied Forest resource programs, planning documents, and a variety of other requirements.

Physical Demands:
 The work is primarily sedentary, requiring long periods of sitting in one position, intense concentration, and working for several hours at a time. Stress may be experienced on a regular basis in attempting to respond to conflicting objectives and in working against tight deadlines with limited resources.

Work Environment:
 The work is primarily in an office/computer room environment. Occasional fieldwork may be required. Fieldwork is in support of resource mapping projects and involves extended days of travel. Poor weather conditions may prolong fieldwork beyond planning dates. Incumbent must be comfortable with less than ideal conditions in remote settings in the accomplishment of mapping projects.

This is an entry level technical position that processes technical spatial data and specializes in Geographic Information Systems (GIS) and assists the City departments in the implementation, analysis and maintenance of the GIS system. The position reports to the GIS Coordinator, with some latitude granted for the exercise of independent judgement and initiative.  The principal duties of this class are performed in an office environment.

Examples of Work Duties
Essential Duties and Responsibilities
  • Performs spatial digital data base construction (coordinate geometry and/or digitizing), involving the mathematical entry and manipulation of spatial data to achieve consistency with record data, survey principles, legal regulations and GIS usage requirements.
  • Performs GIS processing/functions such as analytical modeling and plot creation.
  • Provides professional and technical expertise in the development, implementation, and maintenance of the Post Falls GIS. Working with various departments throughout the City to further the use and availability of GIS data throughout the departments.
  • Assists in map design both paper and web maps and the production of cartographic and analysis products.
  • Assisting Staff in collecting and preparing data for various city departments
  • Performs other related duties as required.
 
Other Duties and Responsibilities
  • Schedules and attends pre-application and pre-construction meetings;
  • Performs special projects as assigned; and
