This position will perform complex technical duties to support Geographic Information Systems (GIS) in the Public Works department and City’s Enterprise Program. Create, maintain, and manage digital inventory of public and private assets in GIS Enterprise database and City’s Enterprise Asset Management system with a focus on the City’s Water assets. Create, maintain, and manage GIS maps, layers, applications, geodatabases, and other related records. Provide a high level of customer service and GIS support to internal and external customers. Provides training and ad hoc support to end users. Conduct field visits for asset collection and ensure data accuracy. Create and maintain water modeling related datasets. Act as a bridge between various divisions and departments such as Engineering/Design, Utility Billing, Operations and Maintenance, Construction Services, and Community & Economic Development. Develops and updates training documentation to support GIS applications developed in-house.

​The GIS Analyst II performs a variety of intermediate duties in support of the City's Public Works department in both daily operations as well as capital improvement projects. The position is primarily focused on the City's core GIS database (utility assets, property information, work location tracking, report data, display layers) and is heavily involved with the City's asset management and permit software systems. The GIS Analyst II also provides various data retrieval and data quality services from other systems throughout the City and coordinates with other City departments including Community and Planning Department, Police, Fire, and Finance. The GIS Analyst II supports the GIS Coordinator in delivering GIS products and services.

SUPERVISION RECEIVED:

The GIS Analyst II reports to and receives direction, supervision, and performance reviews from the GIS Coordinator.

Examples of Duties

Essential duties and responsibilities include, but are not limited to, the following:
  • Updates and improves existing spatial data based on hand-delivered files, electronic plan sets, engineering reports or internal research. Maintains Public Works spatial data and associated metadata from daily utility operational as well as large project updates and activities (capital improvement or field collection projects).
  • Creates and maintains scripts for automated data processing to maintain the integrity of the City's spatial data. Supports importing/exporting and manipulation of spatial data between various software systems and/or business applications, performs complex data manipulation for data migration, data analysis and generation of custom reports.
  • Performs data requests, records research, and archive retrieval. Processes public records request related to maps, plans, and engineering plan sets. Works with City consultants on data requests.
  • Develops new spatial datasets and map layers. Promotes, coordinates, and serves as a technical lead for Public Works-focused GIS projects. Includes field verification, web-based mapping improvements, modeling, business system updates with spatial components, and other related projects.
  • Assists and supports key staff on utility capital improvement processes, utility modeling, and utility plan development projects. Includes preparing all GIS related data prior to project development and incorporating results into the City's spatial database.
  • Participates in and coordinates various meetings. Identifies needs and participate in internal committees including the GIS Think Tank and facilitates the Water Focus Group.
  • Creates maps or data reports. Provides service and support for special mapping needs including annual atlas delivery, reports, and data analysis projects and services for internal and external customers.
  • Assists the GIS Coordinator in developing long and short-term objectives in the delivery of GIS products and services, researching new GIS technologies, and improving business processes.
  • Provides GIS support and training for desktop, mobile, web-based spatial applications, and other GIS-related requests.
  • Works with GIS and IT team to identify system-wide GIS issues and resolutions.
  • Assists GIS and IT team in all related activities.
  • Performs other duties as assigned.

Typical Qualifications

Education and Experience:
  • Bachelor's degree in GIS, Geography, Cartography, Urban Planning, Civil Engineering, or related technical field. Any equivalent combination of education including GIS certification, experience, and training that provides the required knowledge, skills and abilities will be considered.
  • Five (5) years minimum of experience supporting a municipal GIS program. Experience with utility systems preferred but not required.
  • Experience with programming techniques, concepts, and development environments (Python, Java, .Net, or other programming or scripting language).
  • Experience in enterprise database platforms such as Microsoft SQL Server.

Skills and Abilities:
  • Ability to research and interpret codes, standards, complex engineering plans and documents, legal descriptions, and various governmental documents.
  • Knowledge of ESRI software suite including but not limited to: ArcGIS Pro and related extensions, ArcGIS Desktop and related extensions, ArcGIS Enterprise, and ArcGIS Online.
  • Experience with ArcGIS Image Server and ArcGIS GeoEvent Server and ArcGIS Monitor preferred but not required.
  • Experience with the following software preferred but not required: VertiGIS GeoCortex &
  • Trimble Cityworks Asset Management System
  • Ability to evaluate spatial data integrity and quality.

Maintains property ownership and legal description records for all property located within Jefferson County.   • Administer special assessment and property taxation exemption programs. Answer questions and provide assistance to the public on these programs.
  • Prepare detailed Summary of Assessments and Levies showing all code area tax rates, taxing district valuation and revenue, graphs displaying breakdown of tax payment and distribution.
  • Maintain all property ownership records.
  • Maintain and create Assessor Tax Maps.
  • Work in conjunction with Oregon Department of Revenue personnel to maintain ownership records of utility-owned properties within the county.
  • Prepare documentation of manufactured structure title transfer of ownership.
  • Prepare a variety of reports from assessment and GIS data for office use, public requests and many state, city and county offices.
  • Review, maintain, and update Cadastral GIS data as technician.
  • Responsible for all aspects of the Personal Property Business Tax program.
  • Record bills, prepare payment vouchers, and prepare deposits for the County Assessor’s Department.
  • Regular attendance is an essential function of the position.
  • Perform other duties as assigned that support the overall objective of the position.

Qualifications
Knowledge and Skills
Knowledge of basic real estate law principles pertaining to real property transfer. Basic knowledge of assessment and taxation laws and procedures. Excellent working knowledge of legal descriptions and deeds of transference.

Abilities
Ability to read and interpret legal description. Ability to discern chain of title from recorded documents. Ability to coordinate and prioritize numerous complicated assignments often time with strict deadlines while dealing with interruptions from the public. Knowledge of or familiarity with the use of coordinate geometry and basic cartographic principles and standards. Ability to perform detailed work involving both numerical data and legal descriptions. Ability to resolve conflicts with the public, and to communicate well with other staff and the public.

Physical Abilities
Ability to work at a computer screen for long periods of time. Ability to use rapid finger, hand and arm movement. Ability to walk, bend, stoop, kneel, and sit for long periods of time. Ability to lift, push or pull up to 30 lbs. when necessary.

Education and Experience
High school diploma or equivalent. Minimum two years computer experience and five years office experience in a high-volume customer service environment. Satisfactory completion of State of Oregon courses in Principles of Oregon Assessment & Taxation, Oregon Real Estate Law, Deeds & Property Title Transfers, and Legal Descriptions. Minimum of two years experience in a county assessment office.

An opportunity has been created to work in the Innovation Lab within the Computational and Information Science and Technology Office at NASA Goddard Space Flight Center.  The position will involve analysis of Earth Science data in a High-End Computing environment to further our understanding of how AI/ML can be used to interrogate large volumes of remotely sensed data.  The successful candidate will explore satellite, airborne and/or drone data to explore topics related to the biosphere. Preference will be given to students with majors including Geography, Environmental Science, Agronomy, Hydrology, or relevant science disciplines.  Knowledge of machine learning concepts and Python programming are strongly desired.
