The Vermont Association of Conservation Districts (VACD) seeks qualified applicants for a full-time GIS/Aerial Unmanned Vehicle (UAV) Technician position. The GIS/UAV Technician’s Home Office will be at the NRCS State Office in Colchester. The GIS/UAV Technician will be part of a team responsible for coordinating VACD’s sUAV program while also supporting Natural Resources Conservation Service (NRCS) GIS Specialist in providing state-wide GIS, cartographic and business and mobile tool technical assistance to the NRCS Resource Team as well as conservation planning field staff.    There will regular scheduled opportunities to Telework. The GIS/UAV Technician will have a working knowledge of natural resources, agriculture, or water quality, coursework and proficiency with ArcPro and cartographic imagery, the ability to work independently and be comfortable with field work on farms.  Experience operating Unmanned Aerial Vehicles including RTK Quadcopters and an understanding of data retrieval and processing are preferred. Having or working towards of a FAA Part 107 Remote Pilot Certification is desired.  A Bachelor’s degree with an interest in conservation is required. Starting salary is $20.45 per hour and includes yearly salary advances, health benefits, participation in an employer contribution 401K plan and a generous sick, holiday and vacation leave package.
The Technician will be part of the team which has responsibility for supporting the Natural Resources Conservation Service (NRCS) GIS Specialist in providing state-wide GIS, cartographic and business and mobile tool technical assistance as part of the NRCS Resource Team.as well as being a member of VACD’s sUAV program team responsible for coordinating and completing projects.  The Technician’s Home Office will be at the Colchester NRCS/USDA State Office.  While the Home Office will be at the State Office classified as the Technician’s Duty Station there is the expectation that there will regular opportunities to Telework as well as instances and opportunities to “Hotel, or Touchdown” when necessitated by working in NRCS’ Field Offices throughout the Vermont. 

GIS Technician Duties and Responsibilities – .50 FTE
The purpose of the GIS Technician position is to assist and support Natural Resources Conservation Service (NRCS) field and state office staff in planning and implementing conservation practices in order to reduce phosphorus and sediment loading resulting in adverse impacts to water quality of Vermont’s rivers and water bodies. Working with technical direction provided by NRCS’ GIS Specialist or designee the Technician’s responsibilities may include: 
  • LiDAR derivative products & procedure development
  • Provide Technical Assistance on ArcMap and ArcGIS Pro. Assist Field Office Soil Conservationists, Engineering Staff and/or Conservation Planers as requested and available.
  • Publish content to ArcGIS Online and ArcGIS Enterprise Portals and support the GIS Specialist in maintaining the online geodata library
  • Develop and update Mapping and Workflow Automation tools including the use of templates, python or other coding language, and new technologies
  • Provide updates through outreach avenues (Microsoft Teams channel, newsletter, office hours, Storymap, etc) with helpful workflows, technical tidbits and basic procedures
  • Use Conservation Desktop to support field staff including delineate/digitize and attribute customer tract and field boundaries, planned conservation practice locations and quantities
  • Support of NRCS’ Mobile Tools initiative and effort that may include assisting users with troubleshooting and problem solving.

Small Unmanned Aerial Systems (sUAS) Program Duties and Responsibilities– .35 FTE
As a VACD sUAS team member the sUAV Technician will continue the effort to develop, coordinate and implement the sUAS program. This work may over time and with experience include:
  • Attaining and maintaining FAA Part 107 Remote Pilot Certification as a VACD sUAS pilot;
  • Completing project requests including project planning and coordination, flight, processing, geospatial product creation, and deliverables to internal clients;
  • Maintaining flight checklists (Survey123), flight log, maintenance schedule, and record-keeping of time metrics;
  • Training field staff as Visual Observers and in usage of geospatial product data;
  • Carry out outreach, such as on Teams Channel, Newsletter, Storymap, etc. Deliver presentations to internal (VACD and NRCS) and external clients;
  • Collaborate with other sUAS team members for project scheduling, vehicle charging and maintenance, troubleshooting, research, etc.;
  • Explore and analyze new uses for sUAV for improving conservation planning;
  • As needed and capable research and draft proposals and other documents including progress and grant reports to support the sUAV program’s growth.
 
Wetlands Easement Support Assistant Duties and Responsibilities  .15 FTE
The responsibilities of the Wetlands Easement Support Assistant portion of this position will provide assistance to NRCS Wetland and Resource staff and may include the following specific tasks:
  • Assist with planning and monitoring of wetland easements including:
    • map creation involving wetland easements
    • compiling and tabulating natural resources inventory data
    • conducting field surveys
    • photographing, collecting, and analyzing field data and aerial photo
    • monitoring conserved easements
  • Assist with wetlands restoration conservation practice implementation
  • Assist with wetland determinations including describing soils, inventorying vegetation, and identifying wetlands hydrology
 
The GIS/sUAV/NR Support Technician will be an employee of VACD.  VACD will provide overall administrative, HR support and supervision carried out chiefly by the VACD Conservation Program Manager. Responsibility for day-to-day assignments and technical oversight may be provided by NRCS GIS Specialist, as well as members of NRCS Resource Team or designee.  Training, technical guidance and workload prioritization will be discussed with VACD’s Conservation Programs Manager in consultation the NRCS.  Any changes in duties and program direction will be discussed with representatives from NRCS and VACD Conservation Programs Manager and approved by the VACD Executive Director.

Salary and Benefits
This is a full-time, non-exempt position, with starting wage of $ 18.45 per hour. After successful completion of the first year of service position salary will advance along a path equivalent to the Federal General Services GS 6 pay grade starting at Step 2. In addition the position is eligible for yearly Cost of Living Allowance (COLA) increases as determined by the US Office of Personnel Management (OPM) at the beginning of each calendar year. The benefits include contributions to VACD’s Cafeteria Health plan, participation in employer contribution 401 K plan and generous, sick, holiday and vacation leave. 
 
Training and Professional Development
The sUAV/GIS Technician will receive orientation and training from VACD, NRCS and other partners and will have multiple opportunities for professional development as approved by the VACD Conservation Programs Manager.
 
Reporting
Monthly narrative and statistical reports will be submitted for review to the VACD Conservation Program Manager. 

Qualifications
  • Bachelor’s degree in natural resources, geospatial science, agriculture or related subjects preferred. A working knowledge of natural resources, agriculture, and water quality issues a plus.
  • Knowledge, course work and proficiency ArcGIS and coding languages. Experience working with topographic maps and aerial photos or LIDAR.
  • Experience operating Unmanned Aerial Vehicles including RTK Quadcopters, and understanding of data retrieval and processing is preferred. Holding of or working towards a FAA Part 107 Remote Pilot Certification is desired
  • Successful grant writing and program coordination would be valuable.
  • Computer proficiency, particularly with Microsoft Office, Excel and database programs
  • Strong interpersonal, written, oral communication and presentation skills
  • Able to work independently

GIS Technician w/ State of Washington Military Dept (Lakewood, WA)

Responsibilities include:
Data Management
  • Provide CFMO Environmental geospatial customer support, reports, maps, application maintenance, and quality assurance utilizing enterprise geospatial databases.  
  • Integrate Global Position Systems (GPS) collected data, CAD data, historic maps into database repository.
  • Maintains cloud-based environment for enterprise GIS processes. 
  • Manage project workflows and ensure data integrity, integration to enterprise databases, and agency wide access.  

​Application Development
  • Performs coding changes to existing and codes new application interfaces for CFMO specific web-based geospatial applications enabling online spatial content and data to the National Guard Units and FMO maintenance personnel statewide.  
  • Supports the State Emergency Operations Center (SEOC) geospatial initiatives during activations to support internal and external customers and data needs.

System Administration
  • Supports the CFMO environmental division through collaboration and working closely with other technical staff supplying application and database support. 
  • Monitor environmental mapping applications status and troubleshoot. 
  • Assist with scheduling of prescribe software updates and patches for geospatial software to minimize disruption of workflows and productivity.  
  • Utilizes Python tool sets to create and manage test data and supply analytical reports of test. 
  • Supports Emergency Operations in coordination with Operations Branch Manager, staff the State Emergency Operations Center during activations in support of major events 24/7, providing IT support and technical advice.  

Qualifications

REQUIRED QUALIFICATIONS
  • Four years of information technology experience such as analyzing, designing, programming, installing, and/or maintaining computer software applications, hardware, or telecommunications or network infrastructure equipment, or providing customer/technical support in information technology.   A bachelor's degree in computer science, Geographic Information Science, Computer Aided Drafting will substitute year for year for this experience requirement.  AND
  • Four years of experience in Geographic Information Systems (GIS), cartographic principles, coordinating system transformations and Data Interoperability or similar toolsets.

Job Summary:
This position perform duties associated with developing and maintaining the County cadastral mapping system. Incumbents apply cartographic principles and practices to maintain records and cadastral and geographic information system (GIS) maps aiding the Assessor's Office in the identification, location, inventory and mapping of land for assessment and valuation of property 

Essential Functions:

  • Perform extensive title searches to determine ownership on questioned properties; review ownership boundary, taxing district, tax code area issues; interpret legal descriptions.
  • Assist in utilization of GIS maps by performing research; input and update basemaps, plot, compare to existing maps and analyze differences.
  • Assist in revising maps to conform to official government land surveys, highway maps, BLM public land surveys and new aerial photos.
  • Assist other departments, agencies and the public with property questions or complaints regarding cadastral and/or GIS maps and records.
  • Prepare and maintain assigned records, reports and statistical data.

SKILLS/QUALIFICATIONS:

GUIDELINES: Guidelines consist of the Coeur d’Alene Tribal Policies and Procedure, Interagency Standards for Fire and Fire Aviation (redbook),Code of Federal Regulations, Indian Affairs Manual and Handbooks, Federal and State Regulations, Fire, Fuels, and Forest Management Plans. There are 10-week paid research opportunities with the NASA DEVELOP National Program. It is open to current students and recent college graduates as well as transitioning/early career professionals. NASA DEVELOP projects focus on helping local, national, and international communities address their environmental concerns while utilizing NASA’s Earth observing fleet satellites. NASA DEVELOP operated at 13 locations across the country at NASA Centers and other regional locations.
This is a great opportunity for participants who are interested in practical applications of remote sensing and GIS, specifically in the field of Earth Science. Participants will work with NASA's scientists, partner organizations, and science advisors to learn about the use of NASA Earth science data for use in water resources, disaster management, ecological conservation, and other applications to address environmental community concerns.

The City of Enumclaw, Washington currently has a job opening for a GIS Program Administrator in the Information Services Department
 
Under the general supervision of the Information Services Director, the GIS Program Administrator oversees and facilitates the development and maintenance of Geographic Information System (GIS) platforms, systems, and infrastructure use by the City of Enumclaw. This position provides the timely delivery of GIS products and services, implements and maintains technical standards associated with GIS data and technology. 
 
This is a full-time position – Non-Union, Exempt 
The salary range is $7,503 - $9,228 
Benefits: Vacation, Sick Leave, Medical, Dental and Vision. Retirement through DRS and optional Deferred compensation available. 
 
EDUCATION AND EXPERIENCE:
  • Bachelor’s Degree from an accredited college or university with major course work in GIS, Urban Planning, Civil Engineering, Geography, or a related technical field. An equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities is also acceptable.
  • Minimum of 6 years of progressively responsible GIS work experience.
  • Master’s Degree and/or industry certifications such as GISP or Esri Technical Certifications are desired but not required.

​LICENSES/CERTIFICATION REQUIREMENTS:

Possession of specific education, training or certification in computer systems, equipment, networks, or software in current use at the City of Enumclaw may be identified as minimum qualifications for recruiting purposes. Possession of valid Washington State Driver's License or evidence of equivalent mobility required. This position requires access to law enforcement criminal record information and candidates will be required to successfully complete a background check and fingerprinting as a condition of employment. Summary of Duties
Thurston County is seeking a highly motivated, reliable and qualified individual for the position of GIS Analyst II within the Information Technology Department GeoData team. This position will report to the GeoData Office and provide direct support to the Community Planning Division of the Community Planning and Economic Development Department.

Information Technology provides desktop, network, application, telecommunication, and geographical information system (GIS) services to about 1200 employees in County offices and departments in various locations throughout the County. The GeoData team is responsible for GIS services including spatial data, mapping, and data analysis for County internal customers and the public.

A GIS Analyst II serves as a technical representative to GIS clients and users and is responsible for complete, accurate, and complex applications involving spatial and non-spatial data analysis, spatial data capture, use and QA/QC. The position involves advising customers in feasibility, time estimates and appropriate usage and configurations. The incumbent must work independently and collaboratively as a technical expert providing leadership, guidance, technical support, and direction in spatial data capture, editing, use, analysis, and QA/QC. The incumbent must follow GeoData and Information Technology policies and procedures. This position will be embedded in the Community and Economic Development (CPED) department and closely coordinate activities with Geodata.

Essential functions may include, but are not limited to, the following:
  • Responsible for the management of GIS projects and applications for CPED. In collaboration with staff, performs needs assessments, initial planning, staff and resource assessments. Sample projects include the following: urban forestry, shoreline master program mapping and analysis, channel migration zones delineation with Ecology staff, field data collection equipment and protocols for habitat identification, habitat conservation plan data compilation and analysis, community rating system (CRS) program mapping and compliance, riparian restoration grant, streamflow restoration program data analysis and interpretation; etc.
  • Assists other staff in solving technical application problems, debugging programming problems, resolving data issues and conflicts, troubleshoot hardware, software and network problems.
  • Develops training procedures for staff and clients/users related to GIS and related custom applications for CPED.
  • Installing, and tracking GIS software for CPED.
  • Performing data stewardship of various spatial data themes for which CPED is the data steward in coordination with the GIS Database Administrator.
  • Performs research and development to test and evaluate new GIS based technologies, applications, and technical solutions. Makes recommendations to senior staff or manager.
  • Developing cartographic products, statistical, and informational graphics for planning projects and public outreach.
  • Managing data sharing processes and agreements.
  • May represent CPED on various GIS technology subcommittees, user meetings, or related groups.
  • Builds web map applications for public outreach, in coordination with GeoData.
  • Occasionally supports the GeoData public facing role.
  • Developing and providing documentation for GIS processes.

Working Conditions:
Work is performed in an office environment. The position requires the incumbent to sit for extended periods of time. Manual hand-dexterity to adequately manipulate computer components and operate a keyboard is essential. Sight is necessary to operate programs and systems and aid in diagnosing issues.

Qualifications
  • Associate's degree in computer science, management information, engineering, geography, or related field. Bachelor's degree is preferred. Additional experience, which demonstrates progressive increasing responsibilities, may substitute for education on a year for year basis.  
  • Two years of experience with GIS mapping related field work or applied use of GIS technology responsibility. Experience must include a demonstrated knowledge in one or more of the following to successfully perform the essential job functions of the position:
    • Thorough knowledge of hardware including personal computers, network servers, communication devices, printers, plotters, etc.
    • Thorough knowledge of software including network and desktop operating systems, office automation, programming languages, and database products.
    • Thorough knowledge of system and network security.
  • Current Washington State Driver's License or have requested and obtained an appropriate accommodation.

Desired Skills
To be successful in this position, candidates will possess the following knowledge, skills, and abilities required to support GIS services and business needs in a multi-functional, multi agency environment:
  • Planning education or emphasis is a plus.
  • Skilled with Esri GIS products including ArcGIS Version 10.x, installing and troubleshooting same, ability to use and create automated processes using model-builder and/or other automation tools.
  • Experience data editing with versioned SDE database, creating and maintaining metadata in an ArcSDE environment, managing and administering spatial and non-spatial data including data development and data maintenance.
  • Thorough knowledge of community planning, long range planning, natural resource planning or urban planning.
  • Experience supporting customers with various skills levels, including the ability to communicate effectively both orally and in writing with all levels within the organization.
  • Cartographic skills and the ability to create and maintain maps and map products.
  • Knowledge of web design, ArcGIS Online and Portal, highly desirable.
  • Ability to establish and maintain effective working relationships with a variety of individuals and groups including customers in stressful situations; ability to work collaboratively with GIS and IT peers. Strong interpersonal skills and the ability to work successfully as a member of a self- directed work team and utilize the resources of other team members.
  • Ability to conduct public presentations, GIS training, and tutoring. 
  • Ability to effectively organize and prioritize work to meet deadlines and to manage multiple projects and competing priorities successfully.
