Title: GIS Technician 1

Position Responsibilities include:
Note: all official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager / or other federal personnel with the authority to do so.

• Design and prepare publication quality cartographic products using industry standards.
• Produce custom photomap products using current GIS software tools and techniques.
• Perform basic spatial analysis operations to create maps and/or tabular reports.
• Maintain geospatial databases and verify data quality and integrity through the use of automated and manual techniques to enter, edit, and process data sets.
• Give demonstrations, presentations, and produce documents on GIS work being done by BPA to internal TERG staff.
• Support the timely delivery of data between Geospatial Services and other organizational units used in the design, acquisition, and construction of BPA’s transmission facilities. Delivery is measured via SharePoint metrics tracking.

 
Position Requirements:
Education/Experience:

• Bachelor’s degree in a related field, such as computer science, geography, cartography, natural resources, landscape architecture, and environmental, urban or regional planning, with a strong emphasis in computer assisted spatial analysis is strongly desired.

• This is a Level 1 Position:  2+ years of directly related experience is required without a degree. (4+ years of experience is required with a degree in a directly related field, as noted above).
• Directly related experience should include providing professional GIS services utilizing computerized data capture, storage, and query and analysis techniques for visual displays, spatial analysis, and reports on a wide variety of projects is required.

• Demonstrated proficiency in Microsoft Office Suite software including MS Word, Excel, Outlook is required (MS Office 2010 proficiency is required).

 
Technical Requirements:

• Knowledge of and skill in the following areas is required:

• PC operating systems, ESRI ArcGIS software.
• SharePoint functionality.
• Working knowledge of Python or similar scripting language.
• Ability to develop, maintain and modify geo-processing models and/or scripts, design and maintain geographic and relational databases, design and implement complex spatial analysis.
• Ability to lead in the research, and development of automated geospatial analytical approaches that best provide problem solving solutions.

• Knowledge of and skill in the following areas is desirable:

• GISP (Geographic Information Systems Professional) certification.
• Basic knowledge of image processing, remote sensing, and LiDAR data mediums.
• Familiarity with SharePoint functionality.

​GENERAL STATEMENT OF DUTIES
Employees at this level work under direct supervision and are responsible for creating and maintaining Geographic Information System (GIS) databases, translating geographic and demographic data, programming, testing, modifying, configuring, updating, maintaining, documenting and/or otherwise supporting basic GIS systems software (computer programs).

DISTINGUISHING CHARACTERISTICS
This classification series includes GIS Analyst 1, 2, and 3.  The GIS Analyst 1 is considered the entry level position of this series. The classification is distinguished from the GIS Analyst 2 and 3 because it requires a basic level of analytical skills. The GIS Analyst 1 implements and maintains systems and programs. The GIS Analyst 1 works under the general supervision of a higher-level professional employee who assigns work, establishes goals, and reviews work for conformance to technical standards and compliance with department goals.  Supervision of other employees is not a responsibility of positions in this classification.

Typical Duties - Duties include, but are not limited to the following

• Create, update, and maintain spatial data and associated metadata. Review data for accuracy and make changes where necessary.
• Design and produce maps, services, and/or reports for GIS projects and customer requests.
• Conduct spatial analysis to generate maps and/or reports.
• Provide technical assistance and train customers in the use and operation of GIS.
• Other duties as assigned

Requirements for the Position
EXPERIENCE AND TRAINING

1. Four-year degree from an accredited college with major course work in geography, planning, computer science, landscape architecture, or related disciplines; AND
2. Two (2) years of experience in the application of ESRI's ArcGIS software; OR
3. Any satisfactory equivalent combination of education, training and/or experience relevant to the position.

NECESSARY SPECIAL REQUIREMENTS

• Must possess a current driver's license in the applicant's state of residence and an acceptable driving history.  Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.  The policy can be found at:  http://apps.co.marion.or.us/APAP/.
• The finalist for this position may be required to pass a criminal history background check, however conviction of a crime may not necessarily disqualify an individual for this position
• This is a full-time position, which is eligible for overtime.
• This position is represented by a union.
• Typical work schedule:  Monday - Friday, 8:00 am - 5:00 pm, with flexibility depending upon the needs of the department.

KNOWLEDGE, SKILLS AND ABILITY 
Basic Knowledge of:  Application programming techniques, systems maintenance and security, application development tools, principles and practices of data communication, computer hardware and systems software in supporting application systems; database management systems, principles and techniques; applicable computer programming languages.  ArcGIS software and computer mapping techniques; best practices for maintaining geospatial data, including data integrity control; legal descriptions pertaining to land ownership; cadastral principles; research methods to determine right of way and ownership history; principles of geographic mapping and cartography, mathematics, statistics and spatial data analysis.
 
Skill and Ability to: Establish controls and security measures; code, test and document applications; plan and coordinate program efforts to achieve data processing requirements and objectives; develop and implement data processing projects. Provide technical assistance or train others in the use of computer hardware and software; resolve user problems; communicate effectively with user divisions and technical staff; create and maintain databases; write computer programs; digitize cartographic data. Operate and use personal computers and various other computer aided devices, such as digitizers, scanners and plotters. Define programming sequencing necessary to produce maps, interpret legal documents and translate legal descriptions into the database. Distinguish gradations of color, understand and respond to mapping requests from the public, read, understand and work with a variety of mapping data; organize and write worksite instructions and procedures; code, test, debug, maintain and install computer applications and modify applications according to worksite requirements; establish and maintain effective working relationships with coworkers, the public and other agencies.

• Expert knowledge of SQL and geospatial and relational database constructs
• Experience visualizing data and annotating analyses in order to demonstrate trends and highlight insights to audiences with varying levels of analytical skill

• Experience using and developing workflows with geocoding software and processes

It’d be great if you also have:

• ESRI or Geographic Information Systems certification
