​We are looking for an experienced GIS Analyst-Western Region to join our team in our Sacramento office.

The GIS Analyst position analyzes geographic databases using complex techniques in order to provide decision-making information in the form of maps and/or reports for key personnel. He/she also develops or implements GIS software and models for end users and provides support in maintaining and updating database information systems as well as providing system training to users.

Primary Duties and Responsibilities:
  • Develop and implement complex GIS applications software and database models for system users and operators; write, edit, install, and verify programs for accessing, maintaining, linking and populating databases; integrate GIS elements with other technology.
  • Administer online web mapping systems (ArcGIS online) in association with Esri’s Collector/Field Maps applications and coordinate deployment of systems on mobile technologies and antennas (e.g. iPad+Collector, Trimble systems).
  • Prepare maps on proposed project sites to evaluate site conditions, existing habitat and species occurrences, habitat restoration opportunities and constraints, and GIS-related monitoring methods. These analyses will require cartographic modeling, including overlay mapping and analysis.
  • Update and maintain GIS resource information and participate in the development, maintenance, and implementation of policies and procedures that ensure the accuracy of GIS information is maintained.
  • Schedule and complete major projects as assigned including project design and implementation.
  • Administer GIS servers and workstations by installing and troubleshooting system software and programs and providing technical support for GIS system.
  • Participate in the development and implementation of training programs to support end users.
  • Coordinate data collection and product development with field crews, surveyors, and title companies for technical accuracy and product delivery.

Required Qualifications:
  • Bachelor’s degree in geography, biology, or related field
  • Minimum of 5 years experience in related field
  • Proficient in Microsoft Office Suite
  • Strong experience using GIS software including, but not limited to, ArcGIS Desktop (ArcMap and ArcGIS Pro), ArcGIS Online, and Esri mobile applications (FieldMaps / Collector, Survey123)
  • Prior experience with GPS devices and field data collection
  • Excellent communication and data analysis skills
  • Strong grasp of correct file structures for both spatial and non-spatial data
  • Ability to perform well in a fast-paced, deadline driven environment
  • Ability to learn new trends and technology in GIS applications

Preferred Experience:
  • Experience with Trimble Geo and/or EOS Arrow GPS receivers

The Natural Capital Project is seeking a Geographic Information Systems (GIS) Specialist to join our team. This is a one-year fixed term position. The GIS Specialist will perform advanced geospatial data analyses and develop GIS products and workflows including web-based mapping applications using relevant programming languages. The successful candidate will have a willingness to travel internationally when necessary.

Your responsibilities will include:
  • Lead the development of GIS spatial products and web applications to meet user needs.
  • Conduct data analysis utilizing GIS tools to clarify and communicate spatial relationships and present results in a clear, appropriate manner.
  • Develop programming scripts and other automated processes to expedite routine data analyses and mapping functions.
  • Identify client requirements and then design, maintain or enhance online, self-service GIS applications for external partners to access information and perform data analysis. May present training sessions on GIS-based tools.

Responsibilities

•    Post map changes as instructed by field-completed drawings and as-builts.

Requirements

Position Summary:
As an Associate Survey Technician, you will support the Survey Team by handling the day-to-day production of survey documents and assist the Survey Team in the field with equipment management and physical set up.

The Associate Survey Technician will support the Survey team in the field. Duties

This is what you'll do:
This position also supports P1CAD itself, P1Mobile (which is an in-vehicle CAD application that provides secure communication with dispatch and other department vehicles as well as direct access to national and local law enforcement databases and other electronic information services), NICE (Distributed Radio Recorder System), and various external systems specific to Communications (e.g. Rapid Responder, JIS-Link, JBRS, etc.). These applications are used by the Communications Officers, other WSP users (such as CVEO, Uniform and non-uniform troopers) , and 18 outside agencies (such as Department of Fish and Wildlife, Department of Natural Resources, and Department of Transportation).

This position is an agency liaison with Motorola. This includes day to day managing of trouble tickets, enhancement requests, etc. This position will work with the CAD Supervisor to ensure the entire suite of the Motorola system is in good health and perform updates to include implementing system upgrades, coordinating repairs, solution development, etc.
This position participates as a technology subject matter expert for the Communications Division, working with the CAD Supervisor (position #1654).

Responsibilities Include:
  • Performs duties of the CAD (Computer Aided Dispatch) Supervisor as needed
  • Create, modify and maintain ESRI based map data for WSP’s CAD system, migrate that data into CAD using Motorola’s tools. Manage appropriate testing processes to ensure the data is accurate and functional
  • Support and Assist the CAD Administrator in CAD System upkeep and administration
  • Provide technical support and guidance to the Communications Division for problems involving Computer Aided Dispatch, GIS information and IT systems in general
This position has been designated as "in-training" - as such, we will consider filling this position at the lower level. This position may be filled at the IT System Administration Entry or Journey, depending on qualifications. The salary range will depend upon which level the position is filled at and the qualifications of the successful candidate:
  • IT System Administration Entry $5,499 - $7,218
  • IT System Administration Journey $6,672 - $8,973

Qualifications

Required for Entry Level:
  • High school graduation, GED, or equivalent education.\
  • Must obtain and maintain a valid, unrestricted Washington State driver's license
  • Two years of experience with mapping and/or navigation applications and concepts that use GIS/GPS information. (e.g. Aviation, nautical or military) Formal training with GIS (e.g. ESRI or military certifications) may be substituted.
OR
  • Two years of experience using, consulting, analyzing, designing, programming, installing, supporting, and/or maintaining Computer Aided Dispatch (CAD) or similar Emergency Response management software applications.
  • Knowledge of Windows Operating Systems and Enterprise computing environments, to include servers and desktop/laptop, and wireless networking.
  • Technical Skills - must be able to learn, administer, support and work with PremierOne CAD, ESRI, SQL Server Reporting Services and other related applications.

Required for Journey Level:
  • High school graduation, GED, or equivalent education.
  • Must obtain and maintain a valid, unrestricted Washington State driver's license
  • Two year associate degree in Computer Science/Information Technology or related field, and three years relevant experience,
OR
  • Four year degree in Computer Science/Information Technology or related field and one year relevant experience,
OR
  • Two years GIS administrator experience at an enterprise level,
OR
  • Four years of experience using, consulting, analyzing, designing, programming, installing, supporting, and/or maintaining Computer Aided Dispatch (CAD) software applications
  • Knowledge of Windows Operating Systems and Enterprise computing environments, to include servers and desktop/laptop, and wireless networking.
  • Technical Skills - must be able to learn, administer, support and work with PremierOne CAD, ESRI, SQL Server Reporting Services and other related applications.

Top Candidates will have the following experience:
  • Practical knowledge of CAD, Mobile and related applications, use of 9-1-1 system, radio operations and procedures, ACCESS computer applications, and multiple investigatory databases
  • Excellent written and verbal communication skills

ESSENTIAL FUNCTIONS OF THE JOB:
• Perform small and medium size project management, meeting with GIS users to define data and application requirements. Developing and utilize GIS software products and tools aimed at satisfying user needs.
• Convert and integrate spatial data into a wide variety of different data formats from vendor specific file formats to relational databases.
• Develop GIS based programming tools to streamline and automate internal workload for Linn County employees. Develop GIS web based tools to aid partner agencies and the general public.
• Perform complex analysis projects using GIS software tools and data.
​• Train and assist Linn County GIS users and project partners in developing and producing system products.
