Job Title:GIS/Environmental Internship
Closing Date/Time:Continuous
Salary:$10.83 - $18.69 Hourly
Location:Headquarters - 7200 NE Airport Way, Oregon

To apply for an intern position you must be a student enrolled in school during the term of employment. Spring 2014 graduates will not be eligible for this internship unless documentation of continued educational classes (graduate school) can be provided at the time of application.

HOURS:  Typically 16-24 hours a week during the school year; 40 hours per week during school breaks; hours are flexible based on school schedule.
DURATION:  12 months.

 Summary of Essential Responsibilities:
  • Support GIS mapping needs for the environmental component of Port project planning and follow-up for environmental projects and programs.
  • Work with Port-wide environmental staff to define standards, definitions, metadata, and to refine existing data.
  • Support data requests from consultants and outside agencies.
  • Provide support to field work and GPS Mobile Program.
  • Work with GIS Program to update, manage and maintain Port GIS functionality.

 Minimum Requirements:
  • Currently pursuing a Bachelor’s or Master’s degree in GIS, environmental science, geography, urban and regional planning or other natural science.
  • Practical experience and/or coursework in GIS applications, environmental assessment, or mitigation projects as applied to environmental data sets.
  • High comfort level with technology and experience with technical aspects of spatial data management.
  • Effective verbal and written communication skills.
  • A valid Oregon or Washington driver's license is required for this position. 

 Skills and Abilities:
  • Advanced knowledge of ArcGIS applications, analysis and mapping.
  • Working knowledge of MS Office Suite, Relational databases, Aerial photography; including Orthorectification, LiDAR, and Remote Sensing. A solid understanding of GPS application is desirable.
  • Ability to:   
    • Develop systematic approaches to similar tasks, projects, and issues;
    • Express ideas clearly using written and oral communication;
    • Organize workload and prioritize tasks to meet changing priorities and deadlines;
    • Create and use spreadsheets for data analysis and reporting;
    • ­Work effectively in collaboration with peers and team members;
    • Produce deliverables under direction, and work to new skill level, across departmental teams and under tight timelines.
  • Proven technical research, writing, and editing skills to generate project summaries, draft documents, and conduct topic specific research.

GIS QUALITY ASSURANCE AND MIGRATION SERVICES.

CSS may support for a contract  with the Bureau of Land Management (BLM) Natural Resource Data Stewards to research user requirements, to conduct quality assurance and quality control on corporate GIS databases, to document and test the BLM suite of GIS/GIS software tools, using Environmental Systems Research Institute (ESRI) and Trimble COTS desktop software as well as ESRI ArcPad10 and emerging mobile softwares on multiple operating systems. Services are also needed to research and write curriculum and train nationally on GIS systems as a live instructor, through internet courses or through self-study courses.

The employee shall perform the following:

  • Testing programs on mobile GIS units and coordinating User Acceptance Testing;
  • Working with field users and leads to document system requirements according to BLM standards.
  • Working with Data Stewards to conduct quality assurance, quality control and secure annual approvals from data stewards.
  • Facilitating and Preparing for team meetings with presentations, scheduling and documenting minutes.
  • Documenting schema, requirements, workflows, processes, results and user guides
  • Working with Data Stewards and GIS technical staff to migrate disparate data systems on an ongoing basis.
  • Working as a facilitator with  a regional or national team to refine system
  • Writing curriculum, installation guides and Computer Systems Operation guides
  • Teaching courses through the Internet, through self-study recorded sessions and live instruction with small groups of up to 24 persons.
  • Setting up classrooms and pilot equipment with network access, loading software, loading training data and preparing hardware.
  • Evaluating the system and serve the business to ensure functional use of the system for field going staff.
  • Acting as technical support liaison for users.
  • Assisting to create GIS products for use on mobile devices (i.e. topographicmaps, aerial photos, geodatabases, export files) or administrative uses.
  • Assisting to track licenses and order new hardware and software through the BLM purchasing and asset procedures.



Required Qualifications:

  • Bachelor’s degree from an accredited university
  • Specific skills in GIS using ESRI current version software on an enterprise system utilizing multiple versions on a Citrix farm
  • Skills and experience in using Feature Manipulation Engine (FME) for ArcGIS to migrate disparate datasets.
  • Good writing skills for technical documents such as software requirements, user guides and configuration management documents.
  • Enterprise ArcSDE editing
  • Experience in the ESRI ArcGIS version 10.x suite of software
  • Experience teaching users in GIS.
  • Experience interviewing users to assess and document data or system needs.
  • Experience in designing and editing geodatabases with related tables to a state or national standard.
  • Experience in natural resources field data collection, especially invasive species, treatments or range vegetation corporate databases.



Desired Qualifications:

  • Experience in the use of ArcPad or Trimble mobile GIS softwares

MOBILE GIS TOOLS SUPPORT.

CSS may have a position supporting the Beareau of Land Management’s (BLM) Mobile GIS lead with researching, designing, revising, documenting and testing applications for Mobile GIS using the Environmental Systems Research Institute (ESRI) suite of products and Visual Studio to create and maintain field data collection applications for local and national enterprise geodatabases.

Employee shall perform the following, but is not limited to:
  • Work under the direction of the mobile GIS Lead to develop and maintain systems for mobile GIS field data collection for corporate state and national BLM resource databases.
  • Use the Visual Studio, ArcPad Studio and ESRI suite of tools to make standard Enterprise GIS corporate data collection and modification in remote locations more user – friendly while maintaining metadata and standards.
  • Work under the direction of the mobile GIS Lead to develop, as systems in an integrated mobile GIS application, test, pilot and deploy to field offices.
  • Work with data stewards to develop user requirements and upgrade or develop mobile, desktop and tablet tools as needed to fill those requirements.
  • Train and provide support to field staff in the use of Mobile GIS.
  • Complete all required BLM training, follow policies for network access, research emerging systems, assist to manage licensing and purchases and perform other duties as assigned.

Required Qualifications:

  • Bachelor’s Degree from an accredited university
  • Three years of experience using ArcPad 10 on Windows Mobile
  • Three years of experience developing in ArcPad Studio 10 using VB Script and Javascript.
  • Three years of experience developing Compact Framework Applications in Visual Studio in both 2008 and 2010 using VB.Net.
  • Three years of experience developing with SQL CE.
  • Three years of experience collecting natural resource data in the remote, disconnected field situations.
  • Three years of experience and Skills in using Trimble GPS Hardware for field data collection
  • Three years of experience supporting field users and crews collecting data out in the field
  • Three years of experience in using ESRI ArcGIS 10.0 and 10.1 in a Citrix Environment.
  • Three years of experience in designing geodatabases with related tables according to corporate, enterprise data standards.
