GENERAL STATEMENT OF DUTIES
Employees at this level are experienced GIS Analysts with the ability to support and/or program GIS system software in more than one major component; they have knowledge of most all types of system software, regardless of the complexity of the software. Acts as a lead worker, directing the work of GIS Analysts 1 and 2 in GIS Analysis, developing and programming. Works under administrative direction.

Works on routine and advanced GIS Analysis, programs and systems; works as a project leader and mentor. Teaches other GIS Analysts computer technology, tests new technology, and makes repair/purchase recommendations. Works on large projects with critical impact under very limited supervision and under multiple and conflicting project deadlines. Provides highest level of expert consultation to management and professional staff. Conducts comprehensive analysis, planning, development and implementation for the operations of Information Systems.

DISTINGUISHING CHARACTERISTICS
This classification series includes GIS Analyst 1, 2, and 3. The primary distinction between the GIS Analyst 2 and 3 is the 3 level requires a high level of analytical skills necessary for resolving the most complex issues, and for developing systems and programs to meet division needs. In addition, the GIS Analyst 3 serves in a lead capacity, assigning and directing the work of technical and clerical staff. The GIS Analyst 3 works under the general supervision of a higher level professional employee who assigns work, establishes goals, and reviews work for conformance to technical standards and compliance with department goals. Has a thorough knowledge of many disciplines within the GIS field.

Typical Duties
 - Duties include, but are not limited to the following

Technical Leadership

Organize and lead the activities of the technical staff responsible for the design and development of GIS applications programming, configuration, testing, implementation and on-going support. Prioritize and coordinate the delivery of services and activities to achieve established goals and objectives.

Strategic Planning

Ensure enterprise wide consistency in business practices as they relate to spatial data and GIS. Support the implementation of objectives identified in the county technology plan and as set forth in the goals and objectives of the county. Analyze future technological and architectural trends; make recommendations to IT Management for defining clear objectives for county technology as part of long-range strategic planning and technology deployment.

Consulting & Training

Provide technical consultation on GIS technologies, system design and application development, application integration, GIS data development and conversion, relational database design and implementation. Evaluate GIS project requests and works with staff to define scope and meet customer needs. Schedule and teach customized GIS classes to county personnel. Assist and mentor other GIS team members or system owners to ensure "best practices" practices are used, and to avoid reinventing methods as well as to continually build their ability to analyze and improve business processes.

Map Development

Performs development of GIS applications and provides analysis, spatial data, and GIS projects. Develop routines to produce standard or ad hoc map products for internal personnel. Analyze and fulfill map products requests from external parties. Lead project design, development, and implementation, including spatial and non-spatial data creation and management, data analysis, data modeling, and programming.

End-User Support

Provide customer service and support for GIS end-users to ensure effective and accurate operation of the system and derive its full benefits. Provide primary or secondary support via phone, email and in-person in a knowledgeable and positive manner. Mentor and train end-users in system operations. Trouble-shoot any aspect of the system including installation, network, and servers. Analyze and fulfill requests for reports and queries from the GIS system. Provides on-call technical support after-hours as needed for Emergency Response.

System & Data Administration

Support GIS data acquisition and loading into the system. Develop or acquire routines to convert GIS data formats. Oversee GIS land base maintenance when necessary. Troubleshoot data related problems. Provide electronic GIS map data for regional agency as necessary. Perform GIS software system installation and upgrades, including some related Windows Server administration. Provide administration of GIS applications and the ArcSDE GIS database.

Other Job Duties
  • Participate in meetings, in-service training, workshops, etc. for the purpose of gathering information required to perform job functions. Perform other duties as assigned.
  • Requirements for the Position

EXPERIENCE AND TRAINING
  • Four-year degree from an accredited college with major course work in geography, planning, computer science, landscape architecture, or related disciplines; AND
  • Four (4) years of experience in the application of ESRI software; AND
  • Two (2) years of experience providing lead direction over other GIS Analysts which may be concurrent with other experience; OR
  • Any satisfactory equivalent combination of education, training and/or experience relevant to the position.

NECESSARY SPECIAL REQUIREMENTS
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • The finalist for this position may be required to pass a criminal history background check, including finger printing; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • This is a full-time position, which is eligible for overtime.
  • This position is represented by a union.
  • Typical Work Schedule: Monday - Friday, 8:00 a.m. - 5:00 p.m. with flexibility depending upon the needs of the department.

KNOWLEDGE, SKILLS AND ABILITY

Thorough knowledge of: Applications programming techniques, systems maintenance and security; application development tools; principles and practices of data communication; computer hardware and systems software in supporting application systems; database management systems, principles and techniques; applicable computer programming languages. ESRI and ArcGIS software, GIS mapping tools, and computer mapping techniques; data integrity control; legal descriptions pertaining to land ownership; cadastral principles; research methods to determine right of way and ownership history; principles of geographic mapping and cartography, mathematics, statistics and spatial data analysis.

Skill and ability to:
 Establish controls and security measures; code, test and document applications; plan and coordinate program efforts to achieve data processing requirements and objectives; develop and implement data processing projects. Provide technical assistance or train others in the use of computer hardware and software; resolve user problems; communicate effectively with user divisions and technical staff; direct and evaluate the work of others, create and maintain databases; write computer programs for the creation of mapping products; digitize cartographic data. Operate and use personal computers and various other computer aided devices such as digitizers, scanners and plotters; define programming sequencing necessary to produce maps; interpret legal documents and translate legal descriptions into the database; distinguish gradations of color; understand and respond to mapping requests from the public; read, understand and work with a variety of mapping data; organize and write worksite instructions and procedures; code, test, debug, maintain and install computer applications and modify applications according to worksite requirements; establish and maintain effective working relationships with coworkers, the public and other agencies.

​PHYSICAL REQUIREMENTS

Operates a motor vehicle; sees using depth perception; reads a 12 pt. font; distinguishes colors and shades; speaks with a clear and audible voice; hears a normal level of speech; sits; moves about the work area; operates a computer; bends; reaches overhead; lifts up to 15 lbs.; pushes and pulls up to 50 lbs.; uses office chemicals such as toner.

These positions are located at hosted duty stations within Region 6. The incumbent will provide support, expertise and recommendations for the application of geospatial information systems technology in support of the R6 Forest Service mission.

Summary of the Position:
This position is part of a regional team supporting regional and forest projects with geospatial data creation, analysis and management, technical support, and map production. Geospatial System Specialists assist in managing/maintaining geospatial data and support customers in using GIS technology for their projects. Our GIS products and services include web maps, mobile GIS support, spatial analysis, publication maps, spatial data requests, geoprocessing tools and more. Other examples of duties associated with this position include:

​DUTIES:
• Serve as DRM work lead and liaison to the Forest unit regarding Program of Work.
• Work with managers and resource specialists to determine type, amount and level of geographical information required to develop and analyze ecosystem management alternatives.
• Provide the public and decision makers with information by utilizing the ArcGIS Platform (ArcGIS Desktop/Pro, ArcSDE, ArcGIS Online, Collector, Survey123, etc) in a timely manner.
• Work with contractors, collaborators and other agencies to coordinate and share geospatial information for various resource and other projects.
• Utilize GIS technology and established GIS procedures to produce maps and graphics for various Forest resource programs, planning documents, and a variety of other requirements.
• Assist with the organization and maintenance of resource information and data to facilitate analysis across multiple disciplines including but not limited to recreation, silviculture, planning, engineering and fire.
• Manage and analyze geospatial data to support resource management decisions for multiple resource, jurisdictional, and ownership units over a large geographical region. Performs multi-scale and/or multi-resource analysis in support of planning, analysis, and monitoring activities.
• Work with Forest Data Stewards to manage corporate geospatial data according to regional, national and local specifications. Will also work with the forest and regional office to meet data calls and Congressional and Legislative requests as needed.
• Assist the organization with the building of web, mobile, and desktop apps that incorporate mapping, visualization, and analysis.

Building geospatial infrastructure
Many visions for geospatial technology have been advanced over the past half century. Initially researchers saw the handling of geospatial data as the major problem to be overcome. The vision of geographic information systems arose as an early international consensus. Later visions included spatial data infrastructure, Digital Earth, and a nervous system for the planet. With accelerating advances in information technology, a new vision is needed that reflects today’s focus on open and multimodal access, sharing, engagement, the Web, Big Data, artificial intelligence, and data science. We elaborate on the concept of geospatial infrastructure, and argue that it is essential if geospatial technology is to contribute to the solution of problems facing humanity.

YOUR POSITION WITH TNC
The Nature Conservancy is involved in a wide variety of projects in Oregon; from informing legislators on potential outcomes of policies to managing the largest portfolio of nature preserves in the state. GIS data and analyses have been important tools in crafting our strategies for more than two decades. The GIS Intern will be fully incorporated into the Oregon business unit with clearly defined roles and responsibilities. Regular guidance and feedback on all aspects of the professional experience will be given. 

The GIS Intern will work in a team environment to address important conservation issues facing Oregon. Learning outcomes will include exposure to many aspects of conservation planning including development of custom GIS products for TNC staff, involvement in project planning on multi-disciplinary teams, spatial and non-spatial database design and contributing to written reports and documentation. The GIS Intern will also be expected to craft and deliver a presentation on a project they worked on during their employment. Learning opportunities beyond the typical work duties, such as spending occasional days in the field or helping other teams with non-GIS tasks, will also be provided.
 
This is a 15-20 hour per week internship that starts January 2020 and ends June 2020; with flexibility on scheduled days.

Pay is $15.75 per hour


ESSENTIAL FUNCTIONS
The Oregon Chapter of The Nature Conservancy makes extensive use of Geographic Information Systems as a platform for conservation planning, communications and scientific analysis. Our work is oriented around teams which each focus on a specific habitat type including a forest team, a marine/estuaries team, a freshwater team and a deserts team. Climate change mitigation and adaptation are overarching goals across all our projects. The GIS Intern will assist these teams by creating, editing and documenting spatial data, editing non-spatial databases and performing analyses under the supervision of senior GIS analysts. Potential projects include: 
  • Updates to Oregon’s Groundwater Dependent Ecosystem Atlas; 
  • Developing data to support spatial action mapping across the state; 
  • Assisting the GIS group with design and build out of automated tools to rank potential land protection projects against biodiversity, socio-economic and ecosystem services data;
  • Analyses to support our upcoming 5-year strategic plan.

Portland SCGIS Happy Hour 12/11/19

This month's GIS Happy Hour (Wednesday, 12/11) will take place at the Slammer Tavern, 500 SE 8th Ave. In addition to cheap drinks, they are known for their festive christmas lighting display. They also sell 3 beef tacos for $2 on Wednesday evenings. The fun will begin ~ 5:30.  ​

Internships available in the Aegean by the Archipelagos Institute of Marine Conservation

Graduates, students and research volunteers are welcome to apply for an internship, with the aim of enriching their knowledge with the practical experience of working in hands-on field research and conservation projects with the Marine Mammal, Applied GIS, Marine Conservation and Microplastic Teams at Archipelagos Institute of Marine Conservation.

Interns provide scientific support for the projects and gain valuable hands-on marine conservation experience.
Projects take place at Archipelagos’ research bases on the islands of Samos and Lipsi in the eastern Aegean Sea. Interns will board three research boats, the Aegean Explorer, Pinelopi and Naftilos also serve as mobile platforms for there research and conservation work.

The Aegean Sea supports important populations of marine mammals (Common, Bottlenose, Striped and Risso’s dolphins, Sperm whales and Cuvier’s beaked whales and the endangered Mediterranean monk seal), as well as habitats of ecological and economic importance (Posidonia seagrass and coralligenous reefs). However they are being increasingly impacted by human activity.

The projects undertaken offer a unique opportunity to improve participants’ research skills and utilise knowledge to make a difference in targeted conservation efforts.
