General InformationThe Aviation, Transportation, and Land Use Planning Intern is a developmentally focused position designed to assist students with learning their trade. Learn on the job by providing support to the Transportation/Land Use Planning division and the Planning & Development Department as a whole, broadly focused on project development, facility planning; land use permitting and entitlements, policy research, regulatory compliance, and GIS mapping. To be considered for this intern position you must be a current student enrolled in a Portland-area school for the duration of employment. Spring 2023 graduates will not be eligible for this internship unless documentation of continued educational classes (graduate school related to the field) can be provided at the time of application.  

Duration:  Expected end date on or around February 28, 2025, with full-time work during school breaks and part-time during school year. Starting hourly rate at $16.00.

Summary of Essential Responsibilities
  • Project Development & Development Planning: 
    • Assist in putting together applications, proposals or plans for airport airside and landside, real estate, industrial development, or other Port capital projects. 
    • Assist in creating development plans for a Port facility or property by gathering and analyzing data, maintaining the project documents and organizing site visits.
  • Development Review: 
    • Assist in data gathering, preparation of narratives, prepare responses to proposed land use actions and assembling information for dissemination to relevant agencies.
  • Research: 
    • Conduct research and prepare findings on different relevant policy and regulatory issues. Examples could include freight, industrial land and brownfield, emerging technologies, airport land-use compatibility, land use regulations, or related topics, with possible presentations of findings to Port staff.
  • GIS Mapping: 
    • Prepare maps and graphics, conduct GIS-based analysis and obtain GIS data from local jurisdictional partners 
  • User Data Analysis and Field Observations: 
    • Gather, organize, and analyze traveler trends, traffic, parking, rental car, ground transportation services activity, terminal circulation, and queuing tendencies. 
  • Support the PDX Community Advisory Committee (CAC) and Hillsboro Airport Community Advisors (HACA) with planning meetings, record keeping and annual reporting.

Minimum Requirements/Skills and Abilities
  • Currently enrolled in an accredited college or university and seeking a degree in Urban Planning, Environmental Sciences, Landscape Architecture, Public Administration or related field.
  • Student must also provide current unofficial transcript at time of application. 
  • Maintenance of a minimum 2.5 grade point average and continued enrollment in classes pertinent to the internship is required.
  • Ability to pass and maintain a Criminal History Records check and Security Threat Assessment for a PDX Security Badge is required.
  • Working knowledge of: 
    • Microsoft Office Suite
    • ArcGIS 
    • AutoCAD, is desired 
    • Photoshop and Adobe Illustrator, is desired
