Engineering Technician (GIS/Mapping) w/ City of Everett (WA)

​This is technical, moderately complex, engineering support work performed in the field and office.

Engineering Technician, GIS/Utility Mapping emphasis is assigned technical support for a variety of tasks and projects related to the City’s GIS/utility mapping functions. Employees in this class may be expected to have technical knowledge and proficiencies, gained through training and experience, in one or more of the following areas depending on assignment: record keeping, graphics, project scheduling, use of GIS software, and field research. The work of Engineering Technicians (GIS/Utility Mapping) may be reviewed while in progress or upon completion by a technical supervisor. Once an employee gains proficiency in his/her assigned tasks, more independence and discretion is expected in handling projects and priorities.

ILLUSTRATIVE EXAMPLES OF WORK

Depending on the department to which the Engineering Technician is assigned, the following illustrative examples of work may apply:
  • Operate a computer using various programs as an aid in preparing various base and specialty maps, charts, and presentation information.
  • Inspect, update and edit Enterprise GIS Datasets and Asset Management Systems using ArcGIS desktop and other software appropriate to the project.
  • Verify geographic accuracy of spatial data and assist in the Q/A of spatial databases.
  • Research City Records Systems for documentation related to Utility Construction Projects.
  • Preparation of map-related graphics for presentation to staff, City officials, permitting agencies, neighborhood/community groups, or others.
  • Perform various types of mapping, GPS, and engineering measurements; data collection; investigations; and studies in the field in all types of weather and traffic conditions.
  • Prepare and maintain a variety of base and specialty maps using available maps and various other technical and policy sources.
  • Perform basic spatial analysis, data conversions and report generation of GIS data for staff.
  • Perform related work as required.
QUALIFICATIONS:
  • Depending on the department to which the Engineering Technician is assigned, the following knowledge, skills, and abilities may apply:
Knowledge of:
  • Terminology, methods, practices, principles and techniques of GIS.
  • GIS versioning, map topology, utility networks, geocoding, GPS and aerial imagery.
  • Map production standards and practices.
  • Civil engineering calculations for water systems, sewers, and storm drainage.
  • Civil engineering principles and practices as applied to interpreting and understanding municipal construction plans.
Skill and Ability to:
  • Use ArcGIS desktop or similar software proficiently.
  • Ability to edit GIS features, maintain standard city base maps and perform ad-hoc mapping requests.
  • Communicate technical information effectively verbally, in writing and through the graphic arts.
  • Prepare short technical reports of collected data, including graphics depicting statistical relationships.
  • Operate computers using current operating systems and related equipment.
  • Read and interpret civil engineering plans and drawings.
  • Establish and maintain cooperative and effective working relationships with co-workers, supervisors, other city staff, and the public.
  • Relate to others in a courteous and respectful manner.
  • Maintain a work environment free of discrimination, harassment, and retaliation.
  • Work safely and in compliance with federal and state laws and regulations, and with City laws, policies, and standards.
  • Support diversity and multicultural understanding in the workplace.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
  • Successful completion of a two (2) year course in civil engineering or GIS technology at a community college or vocational institute, which included courses in GIS mapping technology and related mapping software; AND
  • One (1) year of technical experience directly related to GIS technology, including work with public works and utilities, civil engineering, mapping, aerial photography, and related mapping software; OR
  • Any equivalent combination of training or experience.
SPECIAL REQUIREMENTS OR CERTIFICATIONS
  • Possess, or obtain within six (6) months of hire, a valid Washington State Flagging Permit.
  • Possess, or obtain within thirty (30) days of hire, a valid Washington State Driver License.
