​The Washington State Department of Transportation (WSDOT) has an exciting opportunity for an individual who wants to have a major impact on the way environmental data is collected, managed, and applied to transportation decision making. This position is responsible for leading the Environmental Information Program within the Environmental Services Office (ESO). This position provides strategic leadership, oversight and senior environmental management support of information technology needs for all programs in ESO and directs the development and operations of applications that support environmental functions statewide. 
To thrive in this position, the successful candidate will need to be a self-starter and an exceptional communicator. A crucial part of the role is to effectively coordinate and problem-solve across a broad range of functions and in coordination with managers and application developers at the Information Technology Division, Development Division Managers, Headquarters Environmental Services Office personnel, and region and modal environmental managers throughout WSDOT.
 
 
This position will perform the following work:

  • Developing the vision for strategic development and maintenance of an environmental data system and architecture that integrates with agency processes and supports environmental functions.
  • Plans, analyzes, and leads initiatives that require the development of new environmental information management solutions (that generally involve geospatial components).
  • Leading projects that enhance or integrate the following environmental information management systems: Stormwater Monitoring Data, Stormwater Features Inventory, Storm Event Reporting and Forecasting, Wildlife Passage Assessment Survey, Commitment Tracking System, Environmental Review/Classification Summary, Fish Passage Site Management, Wetland Mitigation Site Management, and other emerging tools.
  • Overseeing the operational delivery of environmental information through WSDOT's custom extension to ArcGIS called the GIS Workbench that provides easy access to the agency's GIS data and tool libraries.  Coordinates system releases and data integrations with other agency systems.  Supervises operational data development and maintenance activities for 300+ environmental data sets in the agency GIS library.
  • Negotiating and managing contracts for technical resources (Staff, software, services) needed to implement environmental information management solutions, including monitoring financial resources.
  • Program Management and Staff Development.  The position is responsible for leading the Environmental Information Program which includes the development and implementation of work plans, supervising staff, overseeing consultants, and managing a biennial budget of approximately $1 million per biennium.
  • Determining and documenting business and technical requirements for agency-wide environmental application development and maintenance projects.
  • Coordination, training, and outreach.  Including overseeing statewide training related to the use of environmental information management tools, representing WSDOT on multi-agency teams, and delivering presentations to communicate and promote new solutions.
  • Coordinating with other WSDOT offices regarding the use of small Unmanned Aircraft System (sUAV) to support environmental staff with data collection, environmental scoping and analysis, and to help ensure compliance with federal, state, and local environmental requirements.
 
An ideal candidate for this position will have the following skills and experience:
  • Bachelor's or Master's Degree in geography, cartography, information management, data management or closely related field, or ten years of increasingly responsible experience building and developing a geographic information system support program servicing an environmental or natural resource management organization with 25 or more end users is required.
  • Minimum two years of experience and demonstrated ability facilitating information system development and operational support for environmental or natural resources related business areas that largely focuses on the development and delivery of ESRI based geographic information system solutions is required.
  • Knowledge of WSDOT's regional, modal, and HQ functional disciplines and business processes and how they work together to make environmental decisions, deliver projects, and ensure compliance.
  • Skills, knowledge, and ability to develop environmental information management investment plans that align with Agency and Environmental Office strategic directions and goals.
  • Ability to translate business requirements into applications prototypes; plan and design systems architecture and determine and design application architecture.
  • Skills, knowledge and ability to elicit and analyze customer business needs, assess the feasibility of technical and business implementation options, recommend practical solutions that address business needs and improve existing processes.
  • Skills and abilities to manage customer expectations by establishing schedules and project plans for solution development processes and deliverables, documenting requirements and change requests, and communicating risks and progress.
  • Knowledge, skills, and abilities to establish, monitor, and manage contracts for goods and services, direct labor, and professional services.
  • Certification as a Geographic Information System Professional (Geographic Information Systems Certification Institute https://www.gisci.org/).
  • Experience developing and delivering GIS training materials and courses for working professionals.
  • Experience applying LEAN principles to eliminate or reduce waste to improve an existing process.
