Fire/Fuels GIS Analyst w/ The Coeur d'Alene Tribe (Plummer, ID)

NTRODUCTION:
T
he incumbent serves as a primary Geographic Information Systems (GIS) Specialist for the Coeur d’Alene Tribe’s Natural Resource Fire/Fuels program. This position is responsible for acquiring and managing a wide range of spatial information required to support the management of Coeur d’Alene Tribal lands. The incumbent must have a thorough and effective mix of technical skills in the geographic and geospatial computer application disciplines as well as a working appreciation of the Fire/Fuels program’s mission and operational procedures sufficient to support business operations and natural resources management objectives in the Coeur d’Alene Tribe’s Fire/Fuels program.T he position is responsible for applying a full range of geospatial analytical techniques to identify, interpret, and resolve procedural GIS issues and complete a variety of well-precedented projects and assignments. Must show the highest professional standards and promotes a positive image of the Tribe and its administration at all times. Perform other duties as assigned to promote the efficiency and effectiveness of the department. Must have strong customer service skills and the ability to defuse tense situations while maintaining a professional demeanor. Must be culturally sensitive to a diverse customer population and able to interact tactfully and positively with Tribal members, all levels of tribal staff and management.

MAJOR DUTIES AND RESPONSIBILITIES:
  • Geospatial Analysis35% Implements analytical techniques necessary to solve various procedural and factual geospatial and GIS issues (i.e., identifying data needs for specific projects, determining compatibility with other platforms, locating missing information).•Digitizes geographic information by translating raw land-based data into code. Identifies interrelationships within data and applies layers of geographic data to produce spatial analysis and derivative maps to promote effective and economical management of natural resources. Reconciles coding errors and resolves technical problems.
  • Analyzes cumulative impacts of frequently measured environmental factors and conducts3D/spatial analysis and geospatial modeling to analyze resource distribution and behavior.GeospatialInformation Management35%
  • Administers geospatial databases and implements quality control and assurance guidelines forgeospatial data projects
  • Conducts research to locate and obtain information from existing databases. Compilesgeographic datafrom a variety of sources.
  • Provides technical user support and troubleshooting assistance for problems related to GIShardware and application software for the Coeur d’Alene Tribe’s Fire/Fuels Program.
  • Provide feedback to higher-level specialists regarding the develop Coeur d’Alene Tribe’sstandards and applications.
  • Works actively to bring consistency to all geospatial data.Geospatial Coordination20%
  • Works with a diverse group of local resources specialists, planners, and managers to coordinateand implement local GIS activities, to include; the development of project objectives, evaluationof adequacy of existing data sources, creation/modification of GIS themes, databases, analysis,preparation of final output products, and incorporation of GIS resource data into planningdocuments and processes.
  • Works with otherTribaloffices, BIA, andother Federal, State,and local agencies to coordinatedata capture and analysis projects.
  • Represents the Coeur d’Alene Tribe’s Fire/Fuels program at management and professional conferences and other events to exchange information, present technical and policy information, and advance advocacy for Tribal lands stewardship.
  • Participatesin or works withinterdisciplinary teams up to the Regional level.
  • Promotes and implements an integrated training program to teach basic skills in usinggeospatial software, data acquisition, retrieval, and analysis to meet program needs.
  • May prepare and/or provide input into contract specifications and scopes of work.Geospatial Policy and Planning10%
  • Assists in the integration of Enterprise GIS with long-and short-term planning and management activities at the local level

QUALIFICATIONS
  • Must support the Coeur d’Alene Tribe’s: vision, mission, and core values per CdA Resolution015(2020).
  • Bachelor’s degree in GIS or a related field from an accredited college or university, plus at leastfour years of experience in GIS and enterprise database management, preferably in agovernmental setting. The combined educational and professional background should involveat least six years of increasingly applicable experience in GIS and enterprise databasemanagement or any combination of experience and education that would likely provide therequired knowledge.
  • Strong skills using Microsoft Windows-based operating systems such as Server 2012 R2—2019and/or Windows 7 and 10.
  • Knowledge of Microsoft SQL Server 2008-2019 Relational Database Management Systems(RDBMS) as it applies to Enterprise GIS implementations.
  • Knowledge of the Esri Geodatabase data format.
  • Knowledge of ArcGIS data models.
  • Knowledge of Esri’s software programming languages, including Microsoft .NET, SQL, Python,HTML,and JavaScript.
  • Extensive knowledge of peripheral devices such as large format plotters used in GISapplications.
  • Extensive knowledge of Esri’s GIS desktop software products,including ArcGIS Desktop(ArcMap, ArcCatalog, ArcGIS Pro) and ArcGIS Extensions.
  • Extensive knowledge of Esri’s ArcGIS Enterprise server-based software: Portal for ArcGIS,ArcGIS Server, ArcGIS Image Server, ArcGIS Raster Analysis Server,and ArcGIS Datastore.Knowledge of its structure, management,and upgrade procedures.
  • Extensive knowledge of Esri mobile applications: Collector, Survey 123, QuickCaptureInsights,Workforce, Dashboard, Explorer, ArcGIS Companion, ArcGIS Earth,and AppStudio.
  • Knowledge of raster compression and data storage software and methods.
  • Skilled in the use of the Microsoft Office suite (Word, Excel, PowerPoint, Access, Outlook).•Extensive knowledge of the principles and practices of GIS, spatial analysis, remote sensing,andcartography.
  • Knowledge of GPS data collection and associated principles and practices.
  • Knowledge of the principles and common standards forgeospatial metadata
  • Knowledge of CAD software and file structures as they relate to GIS applications.
  • Knowledge of graphic editing software,including Adobe Photoshop,as they relate to desktoppublishing and GIS applications.
  • Experience with an Unmanned Aerial System (UAS)oExperience with both fixed-wing (PixHawkautopilot-based) androtary-style(DJI) UAV’sand the mission planning software needed to conduct autonomous flights.
  • Knowledge of digital photographic systems used in the collection of aerialimagery fromUAV’s 
  • Knowledge of Esri Drone2Map or other related post-processing software.
  • Must demonstrate a basic understanding of UAS and FAA principles, theories, and concepts.
  • The ability to work both independently and in a team environment in thefield is essential,as is the ability to work extended hours and travel as required for the fieldwork.
  • The ability to qualify and obtain an FAA Part 107 license for Small Unmanned AerialSystems, Remote Pilot qualified.oRemotely pilot’s UAV’s to determine compliance with specifications and operationalsuitability during engineering tests and flight test/demonstration support throughspecifically prescribed tests and maneuvers.
  • Knowledge of habitat conservation, natural resources, land management,and municipalapplications for GIS.
  • Ability toeffectivelyresearch published journals, trade magazines, texts, web pages,and othersources to keep current with developments in the field of GIS.
  • Ability to conduct effective oral and written presentations beforeTribal Council, the public,andother GIS professionals.
  • Strong problem-solving skills.
  • Comfort working on multiple projects simultaneously.

SUPERVISORY CONTROL: The position functions under the general supervision of the Fuels Specialist. Requires independent judgment and action on the majority of work conducted.

GUIDELINES: Guidelines consist of the Coeur d’Alene Tribal Policies and Procedure, Interagency Standards for Fire and Fire Aviation (redbook),Code of Federal Regulations, Indian Affairs Manual and Handbooks, Federal and State Regulations, Fire, Fuels, and Forest Management Plans. Must use professional knowledge in interpreting and applying these guidelines.
